The Phantom-Class was originally conceived as a next-generation revamp of the Defiant-Class. Though it is almost twice the size, its massively overhauled impulse engines mean it can move at almost three times the speed (though there is a slight sacrifice of maneuverability). It is also more heavily armed; the Dresden in particular is equipped with a quad set of forward phaser cannons, dual forward phaser banks, forward and aft quantum torpedo launchers, an aft phaser bank, and a nadion-based point-defense system- not to mention its forward phaser lance, a weapon typically reserved for much larger vessels. Its armor is reinforced with a neutronium-tetraburnium alloy. Despite this, additional considerations have been made for crew comfort; for example, crew quarters are significantly larger, though crewmen are still required to bunk with each other. It features several design upgrades originally created for the Independence Class Refitting Program (See: Project Delta), including a quantum chemical computer core and stealth drive. The Dresden is equipped with a shuttle bay to its aft, housing twp modified, cloak-capable Flyer-Type shuttle, both named for famous scouts; it also has a compliment of six Type Ten Shuttlecraft, which launch from six launch bays on its underside.

The Dresden was lost in action during the Herald assault on Earth.

The Dresden is equipped with a number of stealth systems, including a cloaking device, adapted from the same design used on Avenger-Class cruisers. While not as advanced as a Romulan cloak, it is still top of the line Starfleet Technology. The exhaust products of its impulse engines may be held temporarily in the impulse nozzle cowling, to minimize the ship's ion or EM signature, or they can be vented through electroporous plates along the trailing surface of the cowling. Due to a combination of active tachyon shielding and specialized oscillating resonator coils within the core itself, the Phantom-Class in this instance possesses a warp signature roughly equivalent to that of a Yellowstone-class runabout, making it almost impossible to track at warp.

Its modified APD-02 Mark XII Drive Core, situated in the aft of the ship's belly, physically spans three of the vessel's seven decks, though it is only accessible from two. The core is constructed from a central translucent aluminum and duranium reactor with dilithium articulation frame, four-lobed magnetic constriction segment columns, and matter and antimatter injectors. Plasma transfer conduits exit the core on Deck 3 and extend laterally to the nacelles and the warp plasma injectors.

The warp field coils, unlike most Federation ships, are located within the main hull as opposed to outboard nacelles. The basic structure of the nacelles is similar to that of the remainder of the starship; however, the entire length of the nacelle housing is augmented with longitudinal stiffeners composed of cobalt cortenide to protect against high levels of warp-induced stress. Throughout the nacelle housing are triply redundant conduits for Structural Integrity Field (SIF) and Internal Dampening Field (IDF) systems. Each nacelle contains two pairs of four warp field coils, making a total of 32.

The Phantom Class also incorporates the latest innovations into Quantum Slipstream drive technology requiring benamite crystals to work, though the drive can only be used for short 'jumps' otherwise the system becomes unstable. Also due to the rarity of, and difficulty in synthesizing, benamite crystals the Quantum Slipstream drive's use is limited.

The vessel is equipped with a M96 Quantum Chemical Computer Core, often referred to by ship's crew as the "Hive", because of its reflective honeycomb plating. It serves as a counterpart to 'Blue', the M96 Quantum Chemical Computer Core aboard the U.S.S. Independence. The single core is taller than the standard Defiant-class twin cores, and nearly as wide as both standard cores combined. In addition to the six parallel-linked quantum chemical primary processors, the computer core possesses 830 banks of chromopolymer processing and storage sheets, for a total capacity of 512.5 megaquads. A network of 48 quadritronic optical sub-processors is distributed throughout the volume of the vehicle spaceframe. This distributed sub-processor network provides nearly 100% redundancy without the the need for a secondary core. The main bridge has a total of 12 dedicated and shared sub-processors, which permit operations even in the event of main computer core failure. Cooling of the isolinear systems is accomplished by a regenerative liquid nitrogen loop, which incorporates a delayed-venting heat storage block for stealth activities.
