BIOGRAPHICAL HIGHLIGHTS

EARLY LIFE & EDUCATION
Neema Perim's early life and career were not particularly noteworthy. She resided on the Trill homeworld, receiving a standard primary and secondary public education until her decision to apply to Starfleet Academy. Though somewhat rebellious in her teen years, Perim required only one attempt at the Academy admission exam.

As a Cadet, Perim was a barely-above-average student; generally competent, but not clearly excelling in any particular specialization or discipline. After three semesters, she decided on a major in Interstellar Diplomacy. In her final year, she participated in a six-week internship program at the Federation Embassy on Breen. She graduated in the upper third of her class, additionally earning a dual minor in Interspecies Law and Starship Operations.


EARLY STARFLEET SERVICE
As a junior officer, Perim's early performance was marked by mediocrity. Like at the academy, she was the epitome of competency, but she struggled to distinguish herself from her peers. It wasn't until 2403, when she was awarded the Starfleet Cross for her actions during a shipboard emergency, that she was able to successfully apply for a Bridge Officer position. Perim flourished in her new role, quickly gaining a grasp of leadership principles.

Two short years later, Perim received a promotion and a posting as First Officer. In 2406, she earned the Starfleet Bronze Star for her actions during a boarding action against her vessel while defending the Archanis Sector. She would go on to additionally earn two counts of the Starfleet Medal of Commendation. In 2409, Perim accepted a promotion and command of the U.S.S. Nautilus. Her first command was largely uneventful and far from the front lines of the war with the Klingons. Exploratory missions were prevalent, and it was during this time that Perim first honed her diplomatic skills. For her efforts aboard the Nautilus, she was awarded the Starfleet Legion of Honor. Separated from the war, this assignment is credited with the development of her 'traditional' opinions on Starfleet and her often pacifistic world view, both of which would later put her at odds with her battle-hardened peers advocating for a more militarized fleet.

In 2410 Perim took command of the U.S.S. Saratoga and was deployed along the Federation border in the Beta Quadrant, participating in several major engagements against both the Klingon and Romulan Empires, most notably the Battle of Brea III. In combat, Perim proved to be an effective, if cautious, commander who consistently placed the safety of her crew above other concerns. Besides their role in the conflict, owing to Perim's growing reputation as a peacemaker, Saratoga was called upon to resolve a number of prominent border disputes and play host to a series of trade negotiations.

At the end of 2412, Captain Perim oversaw an extensive modernization of Saratoga's systems at the Utopia Planitia Fleet Yards. This lengthy overhaul was further delayed by the Undine assault on the Sol System.


DEEP SPACE 13 & THE 38TH FLEET
2413 saw Saratoga assigned to defense and patrol duties with Task Force Argo in Eta Eridani. Early the following year, Captain Perim assumed command of Deep Space Thirteen. She took to her new assignment quickly, implementing sweeping changes and reforming the organizational structure of her new command. While her decisions were not always popular, over her first year aboard she went on to prove herself to her crew and the station's inhabitants.

With conflict once again on the horizon, Perim took on additional responsibility as the second officer of the reorganized 38th Fleet. In this capacity, she helped lead the fleet and her station through the Iconian War and beyond. For her efforts during this time, she was awarded the Starfleet Silver Star. After the war, Perim received a promotion to Rear Admiral (Lower Half) along with the posting of Fleet Executive Officer. Her focus, aside from her usual responsibilities, returned to political and diplomatic matters. Most notably, she provided vital mediation to the factions of Terix II, resulting in the signing of the Galixori Accords and the end of a bloody conflict. Her first tenure with the 38th came to an end in 2416 when she was reassigned to Starfleet Command to serve as Deputy Director of Strategic Policy.

Perim's headquarters assignment proved to be short-lived, however, as flag officer reassignments in the wake of the emerging Hur'q threat left a number of high-profile vacancies. Only three months later, Perim returned to the 38th Fleet to serve as its Commander - a position which afforded her the rank of Vice Admiral. Her tenure commanding the 38th was notable for including the Hur'q crisis, in which an Argo task force provided critical backup to local forces in the Alpha Quadrant, as well as for renewed peacetime exploration initiatives.


CONTROVERSY & RETIREMENT
Perim oversaw initial diplomatic overtures with the Ralin species, leading to the first official communication between the Federation and the Confederacy of Azed. The resulting peace conference, held aboard Deep Space 13, was expected to be pivotal in establishing friendly relations in the region. Instead, an assassination attempt left Perim herself incapacitated and the arrival of a previously unknown hostile faction resulted in the breakdown of negotiations and a hectic three-way firefight. DS13 was heavily damaged and subsequently evacuated.

In the weeks following the failed conference, Perim directed the 38th Fleet's efforts from a temporary command post on Deep Space K-7. She authorized the Federation's initial responses to the Confederacy and opened an investigation into the unknown interlopers later identified as the Junayd. She also assumed direct command of the DS13 reconstruction efforts. Early in 2418, Perim was recalled to Earth to testify before the Federation Council at hearings regarding the disaster at DS13. In public session, Perim took sole responsibility for the failures and loss of life, and announced her retirement from Starfleet. (1, 2, 3)


DIPLOMATIC SERVICE
While Perim's non-military views and borderline pacifism earned her some criticism as a Fleet Commander, her experience as a mediator and diplomat made her an ideal candidate for a civilian position. In early 2418, President Aennik Okeg appointed Perim to the Department of the Exterior with the the title of Ambassador-at-Large. Owing to her familiarity with the region and the long-vacant Diplomatic Corps post, Perim once again took up residence on Deep Space 13 to represent Federation interests in Eta Eridani and beyond.

Subject presented an impeccably disciplined and competent manner during interview, without ever stepping so far as to be seen as brusque or unceremonious. Subject's largely pragmatic attitude was in evidence in just about all of her responses, with a clear preference for methodologies and actions that are transparent and cooperative in nature and strongly disliking unnecessary complications of any kind. Though she self-describes as a traditionalist in her approach to problem-solving and management, subject is not unappreciative of experiences that will expand her world view and values such memories as unique imprints upon her psyche, leading the subject to a seemingly well-balanced sense of self.

The subject's world view at large remains moderate, neither feeling that circumstances are too beyond her control or unrealistically well within them. Subject's outlook on other individuals and their potential motives is, perhaps, guardedly positive. Though she continues to be resolved in keeping her personal life as strongly segregated as possible from her professional one, subject maintains a healthy self-assurance in regards to her own capabilities and a similar degree of confidence in the abilities of her support system.
