Synopsis
Mirhassa is a planet formally a member of the Romulan Star Empire. Often described as a distant outworld in Imperial terms, the planet is located on the edge of the Imperial-Federation neutral zone, opposite of the Calder system.* In the 2220s the Imperial government forcibly relocated Kaveth Ship-Clan from Remus' south-tropical continent to Mirhassa and Ssuvat, among other worlds, to isolate them from other political dissidents. The Kavethssu smuggled out a number of plants from their homeworld, including the plant from which tivish fabric was produced. They spent the next half-century exporting hydroponically grown tivish back to ch'Rihan (Romulus) and ch'Havran (Remus), mislabeled as coming from ch'Havran. In the lead-up to the Romulan Civil War of 2276 the Ship-Clans used the proceeds to finance the construction of the starships Tyrava (for Artaleirh) and Kaveth (for Mirhassa), intent on leaving the Empire to resettle elsewhere. This ultimately did not prove necessary when the Free Rihannsu Movement led by Ael t'Rllaillieu with help from the U.S.S. Enterprise under Admiral Kirk successfully routed the corrupt Tricameron controlling the Praetoriate and The Star Empire.

Following this Mirhassa continued to thrive economically due to tivish production, having now outdone ch'Havran, and maintained something of an independent streak with a large amount of leniency from the Senate considering its role in the reformation. While before the Civil War of 2276 the population chose to live in semi-poverty while they funneled their wealth into building ships for the coming conflict, now the Kavethssu and Mirhassans were able to finally enjoy the fruits of their labor. As a result Mirhassa managed to break out of the top down resource management and control system the Empire was fond of using and was able to manage to become self-sustaining without requiring import from other colony worlds (in contrast to their once partner-in-crime Artaleirh which continued to rely on Virinat food products up into the 2380s). Still beholden to its Empire however, Mirhassa formed a booming textile production industry, expanding past tivish to all forms of clothing. When the fashion revolutions of the Northern sector of the Empire started to mesh into the Western sector where the home worlds were many a traditionalist cast a sly eye toward Mirhassa for shamelessly jumping on the chance to bring all sorts of radical fashions to the market. Since they were entirely right, it was common for a Mirhassan to respond to such gestures by sarcastically commenting how striking the old school robes looked on such a traditionalist.

Fashion trendsetting aside, Mirhassa is surprisingly conservative on the environment, cultivating and utilzing the many rain forests to grow the plants used for textiles as well as food production and keeping the natural homes of wildlife intact. Unlike the Kavethssu home of ch'Havran hunting of wildlife for sport was not as common, and only an industry for the explicit purpose of food production actively did such anymore. It could be said the history of self-imposed semi-poverty the people lived in before the renaissance following the civil war humbled the people of Mirhassa to always remember to never take anything for granted even if they did have wealth, and these lessons continued to get passed on through the family houses. A wide range of arts flourished as well as spirituality among followers of the Elements in various cities that helped to cultivate and pass on such values.

As for the people, while a large amount of the population is still descended from the Kaveth Ship-Clan, Mirhassa eventually saw an influx of other Rihannsu from various areas and ultimately the planetary population adopted the general term Mirhassan, leaving the term Kavethssu for those with confirmed direct lineage to the Ship-Clan. One of the larger political struggles focused on whether non-Kavethssu could ever be allowed to hold any power on the world and while a certain amount of distinction between the two existed in the minds of older Mirhassans, the world was typical for its ability to adjust its social values faster than the Two Worlds and such concepts faded away over time. No one will doubt the nobility of a Kavethssu descendant but they are no longer considered better than anyone else because of it thanks to an implemented meritocracy system.

Said meritocracy, as well as Mirhassa being a bit of an independent world even before it left the Star Empire, caused the planet to be a massive pain for the Tal Shiar to operate on when the Empire expanded their influence in the 24th century. More than once the Tal Shiar made attempts to try and bring Mirhassa into line and typically the reaction was for most Mirhassans to shrug it off like they couldn't care less. The fear of reprisal was low because, much to the chagrin of several high ranking Galae members and the Tal Shiar, the massive colony ship Kaveth was neither decommissioned or turned into a monument like its sister Tyrava, but was instead shifted into the control of the Senatorial Fleet of Mirhassa and given general upkeep and even upgraded over time. Mirhassa had learned from the civil war, that even though they had been on the winning side, they would never put themselves in a position where they couldn't protect themselves from the Empire if needed. The Praetoriate amusingly called Mirhassans the ultimate in Rihannsu paranoia, which sparked a series of comedic jokes on the Imperial subnet (when the Tal Shiar didn't step on the transmissions). Ultimately the Tal Shiar just worked form outside Mirhassa to try and lessen the 'dangerous' effects it might have on the culture they were sword to protect by doctoring and editing transmissions and making casual travel to and form harder. This only spurred more backup planning by the local government.

That would come in handy finally when Hobus destroyed everything that the Rihannsu understood as normal. The chaos following the fall of the Two Worlds was bad enough that Mirhassa picked the time to officially declare themselves independent, and may have managed the smoothest transition of any other former colony. The reorganization of their government from a Senatorial and Gubernatorial one to a self-running one took most way into the 2390s to get done but eventually a system was found relying on elected council members chosen by merit who would then select among them an overall leader. The planet also managed to transform the Senatorial Fleet and the remnant Imperial Galae ships nearby that were not swept up in the chaos and later reassembled into the Galae proper and used them to form the planet's new Defense Ministry. A functioning Gai'Shian was likely the easiest to set up and followed naturally. The entire process reinforced the ideals of self-reliance among the public and allowed for a political party to form centered around the concept of maintaining Mirhassa's neutrality amongst other Rihannus governments or otherwise. With public support, the Neutralist party became a Council majority and has managed to maintain that majority to this day (in spite of some disagreements with the Defense Ministry).

"We are happy to leave this corrupt Empire if we must. But far more would we prefer to take it back, and some day replant all this under the open sky where it belongs." - Thala t'Kaveth, circa 2276, words that echo in the minds of all Mirhassan citizens.

Mirhassan Defense Ministry
Mirhassa's Defense Ministry is largely based on the old Mirhassan Senatorial Fleet and a collection of Imperial Galae ships 'adopted' at the time of separation. Due to being a wealthy world with a history of donating a decent amount of that wealth into military production, sometimes as a precaution, Mirhassa was well prepared to go off on their own with an already substantial Senatorial Fleet which included a well maintained and upgraded ChM Kaveth, the massive colony/warship used in the Free Rihannsu movement. Kaveth now acts as the headquarters of the entire Defense Ministry relaying information from Command to various base commanders on the ground or in other orbital divisions.

Mirhassa also has a sizable Gai'Shian with an active member base as well as the entire planetary population as reserves. Military structure and education is largely the same as it was in the Empire with mandatory Serona as well as the Defense Ministry Academy which is housed within the Kaveth itself (the ship being more than 3000 meters in length is closer in size to a starbase, except it has engines). Gai'Shian training is typically done planetside at the Kaliken Security College. Both halves of the Defense Ministry recently proved themselves during the Iconian invasion of Mirhassa in which all capable civilians were reorganized into Gai'Shian rank and file and performed their duty with minimal issue.

Somewhat paradoxically, despite being an active duty military force, the members of the Defense Ministry are known to carry proper civilian jobs as well as their military careers. Partly this is due to a local attitude about how much some one should spend on their duty to the people and their duties to themselves. The cross work shift system the Defense Ministry employs makes this possible by allowing people different days to focus on different jobs. This being the case, there are people who work full time in military employ, and most flag officers do this out of necessity with the dual career option being one for younger officers who may choose to pursue their civilian lives more fully one day.

A unique feature of the Mirhassan Defense Navy that most Rihannsu militaries lack is an original Mirhassan ship type known as a Landing Spire vessel. Based on some of the lessons from the ChM Kaveth, originally a colony ship, the landing spires are long vaguely cylinder shaped fully functional vessels ranging from 750 to 1000 meters in length. Their primary purpose is to establish smaller scale colony bases on potential planets where a full colonization ship would be unwarranted by descending to the planets surface and entrenching into the ground, unfolding their structure to form a semi-permanent base that could form the center of a new city. They could be seen as the next logical step in the concept of the Kaveth and Tyrava. They can also, if necessary, serve a combat function (because Mirhassans are nothing if not pragmatic). Though they are largely incapable of space combat alone and require fleet protection, they are capable of making rapid descent and landings on planets (how fast they come down depends on if they are coming down into a hostile zone or not, complete with shock waves from the impact). Once there the ship unfolds to become an instant beach head and forward operating base rather than an establishing colony. They can close up and return to space, but it is very costly of energy. 3 test craft exist landed on Mirhassa's second moon (see below) and 5 others exist, implying Mirhassa has future plans to expand someday.

Notable Locations
Kaliken: The official capital of Mirhassa is primarily a government center where the Council meets to deliberate on day to day matters. Since it is primarily a government city it eschews the typical civilian flair in lieu of practicality but it has grown a recent urban life district mostly for the youth and other types who live there for work to enjoy themselves when not working. The city is also home to the Gai'Shian training campus which includes the college and a large array of training grounds, as well as a fully functioning military base with the Naval liason to t'Sarnev for the Kaliken district. In recent years t'Sarnev has preferred to let the Gai'Shian Orrha to represent her at the Council instead due to the local Naval Commander's neutral apathy and nearing retirement. The Enriov herself has been barred from attending council meetings anymore after being told she was too disruptive about her views on the current state of affairs. She has been invited back since the Iconian attack to discuss clean up efforts, and has summarily ignored the invitation.

Okhala: While not the capital of the planet, Okhala has the distinction of being the largest and most thriving city on Mirhassa. Why? Because its residents are primarily fire-type personalities and enjoy life to the extreme. Okhala is characterized by several gleaming spires in the day which act as massive city-scale torches at night to provide a natural form of illumination for the night life alongside electric lighting. The largest torch is affixed on the grounds of the Okhala Elemental Temple, a fire temple of course, which sits at the cities epicenter and is commonly seen as the primary source of spirituality on the planet. This is actually a false belief though because there are far more earth personalities among Mirhassan citizens than any other, but no one will deny that the fire-based people of Okhala are certainly the most expressive and noticeable. Okhala itself sits on a large river bank and relies on a combination of hydroelectric power and a subterranean singularity reactor. The annual Elemental festivals are held in Okhala, even the non-fire ones, and to their credit the locals go out of their way to be welcoming of all the Elements. As usual though, the fire festivals get the most active. The Central Mirhassan University sits here as well, which is the premier civilian higher education center and of course Okhala is home to its own district Naval and Gai'shian bases.

Kaveth: Though not actually on the planet, one would be remiss to discount the Kaveth itself as a proper location. In high orbit of Mirhassa typically and spanning a length more than 3 kilometers the Kaveth is a monumental and historic icon of the world. It serves as the military headquarters, academy, and living space for nearly 250,000 people. Since it was originally designed as a colony ship it is not currently used to it's maximum capacity and those living there enjoy rather lavish accommodations as a result (living there comes with a signed agreement that in an emergency they will have to give up many luxuries to accommodate more people). If not military members, the residents on Kaveth are Maintainers of the ship, Research and Development scientists and engineers, and even cultivators of the mobile rain forest that has been maintained on board since the ship was first built. Though structured like a military base for the most part inside, like any starbase the entertainment facilities are full service and arranged in building-like sections around street-sized walking paths neighboring the forests, all under artificial skies mimicking the planet below. Kaveth allowed visitors and tourists to a degree once but shut the service down before the Iconian War, and has not since reopened it. Even when it did, getting the permissions, money, and permits to enjoy a proper trip to the Kaveth was extremely difficult.

Morhhae: Also known as the Triad City. Morhhae isn't on Mirhassa, but on it's second moon, a K class planetoid with a thin non-oxygen based atmosphere comparable to Mars in the Federation. Morhhae was a test bed of the Landing Spire ship type by dropping three of them in close proximity into a large crater area to form an off planet colony, mostly for research that benefited from the lower gravity. In order to test the Spire ships the first one was dropped at a high velocity to test its the tactical use. The resulting shock wave caused dust storms on the moon for a month. The second two were lowered at a more gradual pace so as not to harm the first ship and settled within 70km of each other. While not the first bases on the moon (a traditional one exists 2000 km northward), they came fully equipped and ready to move in once stabilized. After deciding they were better served staying put to research long term viability of a spire-based colony, the three were linked together by roads and their drive engines disengaged to ground them in. The Triad City today hosts a population of 3200 people, mostly scientists and technical personnel, but one of the spires also serves as a small military outpost as well. Only one other landing spire has made landfall since on kre'Mirhas, and it was to test the ships ability to land and then lift off back to orbit.
