It is my duty to report the following to you in as prompt a manner as possible.
I was selected to act as Republic liaison, for lack of a better option at the time, on a mission aboard the USS October, a Federation starship, under the command of Captain Morton. The mission, to investigate reports of a rogue Warbird of unknown allegiance, operating in the neutral space between the Republic and Federation territories.
Reports of this ship brought us to an area of search. While there, the crew of the October discovered a derelict Mogai class Warbird under the Republic banner, a giant gash running along its lower half, and up along its main hull. Initial scans found no signs of life, and Captain Morton sent an away team to the derelict, I of course accompanied to ensure the security of Republic property, both in the form of the ship, and its data cache. Along with myself, Morton sent a small detachment of MACO personnel, lead by the MACO Colonel Zala, and Captain Bishop.
Once aboard, while the Starfleet personnel attempted to determine if their readings had been correct, I quickly downloaded the Warbird's computer data, including several highly classified schematic diagrams and engineering data on ship construction. I was able to determine that the Warbird was the t'Lashire, a Mogai class warbird that had been reported lost after an encounter with pirate raiders in the area just beyond Republic space. After my download, I placed a fractal encryption on the data core, to ensure that the information could not fall into the hands of any enemy or ally.
Zala and Bishop moved to unseal the captain's office, I followed. Once inside, Zala asked me to access the captain's military log. It was then that I was able to notice a sound coming from the bridge. I alerted the Starfleet officers, and while they went to investigate, I quickly downloaded the captain's full military log. After inspection, I determined that the t'Lashire was lost in battle with pirate raiders, as had been reported. I encrypted the log, then followed the others.
As they left the office, they came under fire, though the shot only seemed to target an EPS relay, causing much light and noise, but no actual physical damage to personnel. The aftereffects left the bridge in a cloud of plasma, leaving the Starfleet officers effectively blind. I attempted to use my infrared vision to detect the shooter. I was unable to do so, prevented by the tech he wore. We took position around the bridge, and as the cloud dissipated, a man became visible, armed, but with his weapon pointed up. He then dropped his weapon, upon request.
I spoke with the man, rihannsu, he offered answers, but not at the point of a Federation phaser. I strongly suggested that Zala and Bishop lower their weapons, and allow the man to explain his presence and motives. He did so.
He claims his name is Vaebn, a spy of the Terix Government, sent to recon the ship. Likely to download the same classified material I had discussed earlier in this report. He went on to express his desire to seek refugee status, I informed him that he could speak to Morton of such things, once he left the t'Lashire with us, to which he agreed. It was then that he pulled a device and offered to decloak his own vessel, the T'Varo we'd been sent to investigate in the first place. Before transport, I took his suicide capsule from him.
The Starfleet officers had failed to inform Morton aboard the October, about the decloaking Warbird. This caused alarm within their ranks, and we were transported back instantly, to the medbay.
Once aboard the October, I observed a medical exam on Vaebn. He was in peak health, but had a device embedded in the bone of his left wrist. Which he admitted was one of the tools of his trade, a subdermal communicator and emergency transporter unit. I urge the nurse to leave it in tact for now, with Vaebn's assurance that he would not use it.
Captain Morton then arrived to question Vaebn himself. At this time I made an official claim to both the t'Lashire, and the Terix spy's ship, for the Republic on your behalf, to Morton. Vaebn's answers to Morton's questions were accurate to the events that had happened on the bridge. He once again, for the third time, confessed to espionage against the Republic, by way of trying to steal the fore mentioned classified data, for use by his own government. Likely to aid them in their ship building efforts, or to attempt to defeat our vessels in action, at least this is my educated speculation.
On our return to DS13, I alerted Morton to the device in Vaebn's wrist, to which he took proper precautions. He told me that he would respect and honor the claim to the ships, by the Republic, once they could be assured that no other people were aboard, concealed by the same tech Vaebn used to allude us. I instantly saw this as a likely stalling tactic, to allow them to gather intelligence on Romulan designs, and systems, but could not prove such a claim, and kept it to myself until now. Morton left personnel on two runabouts to investigate the Warbirds in question.
Upon my return to DS13, I alerted erei'Riov t'Veras to the broad strokes of this report, and she attempted to question the spy, Vaebn, herself. Her request to do so, denied.
I hope this report will allow a more complete investigation by Republic personnel, into this clearly Republic matter. Attached to this report, the t'Lashire's computer core data, and complete captain's military log.
