THE GALIXORI ACCORDS
Spoiler: Article 1: The Senate and ConsulsShow
The United Terix Republic’s ruling government will be a Senate, comprised of elected members from each of the planet’s provinces that will control legislation and various other government matters. Senators are to be elected every five years. Two Consuls will be elected annually and will serve one-year terms. Both Senators and Consuls may be elected for an indefinite amount of terms. A Consul may veto another Consul’s decision, and a Consul may veto any Senate decision. Consuls are to be given the highest juridical powers and will act as a board of advisors for the senate. If a Consul is to die while holding office, a new one shall be elected at earliest possible time.
Spoiler: Article 2: Separation of Government and MilitaryShow
The government is to have no control of the Terix Defense Force, and the Terix Defense Force is to have no control of the government. The Terix Defense Force is to act strictly as a defense force against external enemies, and will not involve itself in internal matters.
Spoiler: Article 3: Appointment of Officials by the Proper Terix GovernmentShow
The Proper Terix Government will be given the ability to choose the first commander of the Terix Military, and the first heads of both of the National Police Department and the Intelligence Bureau. These changes may not be overridden by the Senate or Consul, and must stay in effect until either the resignation or death of one of these position holders, at which point the Consuls will choose another person to fill the vacant role.
Spoiler: Article 4: Monitoring of CommunicationsShow
The government reserves the right to monitor and record all electronic communications occurring within Terix borders. These communications may be held for an indefinite amount of time and will be accessible by the Senate, the Consuls, the head of the National Police Department, and select members of the Intelligence Bureau.
Spoiler: Article 5: Transparency of Government RecordsShow
Government files and records are to be made available to every citizen of the United Terix Republic. This does not include recorded communications as outlined in Article 3. This is does not include personal information such as tax records, medical history, and biographical information. This does not include information deemed classified by the Intelligence Bureau until six months after the information was initially considered classified.
Spoiler: Article 6: Restriction of FirearmsShow
All firearms will be equipped with genetic readers that will lock a person out if the person is for whatever reason restricted from utilizing firearms. Since a genetic code not on record wouldn’t lock a person out of the firearm automatically, everyone will have their genetic code recorded and linked to their personal information. As stated in Article 5 this information will not be accessible by Terix civilians or members of other government bodies.
Spoiler: Article 7: Punishment of Criminal ActsShow
Every person convicted of a criminal offense has the right to a fair and speedy trial regardless of supposed crime and evidence. Time between a trial and conviction is to be no less than six weeks and trials are to be public and conducted by an impartial judge and jury.
Spoiler: Article 8: Control of the EconomyShow
All factories and businesses will become state-owned, and wealth will be distributed equally among the population. The state will control production of all items made on Terix including ships, weapons, and gear for the military.
Spoiler: Article 9: Agricultural ColoniesShow
In order to increase agricultural production a more suitable world for farming will be located and colonized using military assets. Colonists will be selected randomly from a group of eligible volunteers. The colony will act as an extension of Terix and will have all the same rights as provinces on the planet.
