TO <38th Fleet Command> FROM CAPT Jack Buchanan SUBJ Altercation in Starlight Cantina
At approximately 1900 hours, a member of my crew, one Lieutenant Jha'zet Ch'Shara, assaulted Lieutenant Commander Keth in the lounge area of Starlight Cantina. By bystander accounts, he ordered a hot beverage, and then proceeded over to the area in which the Lieutenant commander and a friend were sitting. He introduced himself, made brief conversation, and then smashed the glass containing his beverage across Lieutenant Commander Keth's face. He was quickly restrained by nearby Starfleet Officers, while Subcommander Aurelia t'Veras assisted Lieutenant Commander Keth into the medical bay. He was promptly moved to the brig and put into a cell, later being interviewed by both the attending security officer and Subcommander t'Veras.
Ch'Sara doesn't contest his actions. However, he claims that not only does he have no memory of committing the crime, but that before he blacked out, he felt a brief moment of what he described as 'drowning in an ocean of rage'. While it is entirely possible that Ch'Sara is lying, it seems.. unlikely. Though he has a history of psychiatric issues, they are entirely non-violent. He's proudly served in Starfleet for almost a decade. Furthermore, eyewitness reports state that he seemed to 'zone out' before he became violent, as if he wasn't in control. Scans found no evidence of implanted devices, but the possibility of telepathic control remains a possibility.
Further investigation is heavily recommended.

Please have security begin a full investigation into this incident immediately. If Lieutenant ch'Shara was under the control of another entity, I want to know that definitively. If that should be the case, I want to know who, why, whether the Lieutenant did anything else without his knowledge, and whether there is any further risk. Please ensure that Lieutenant Commander Keth is interviewed as well, in case she was not a randomly-chosen victim.
Consider this a top priority, and make use of whatever resources and personnel you deem necessary. I will expect regular updates on your progress.

Security was called to TAC deck earlier today due to a reported assault. Ensign T'Sahen was first on scene, with myself arriving shorty thereafter. Initial reports by Ensign T'Sahen stated that Captain Jack Buchanan had admitted to assaulting the Android Andria on the Tactical deck. While a crew of engineers attended to Andria, I preformed an interview with Captain Buchanan along with Ensign T'Sahen, in which the Captain described the assault, mimicking almost exactly the previous assault by Lt. CH'Shara. Captain Buchanan described the same "fog of hatred" just before the attack and stated he didn't remember the actual attack but did remember immediately before it and after it. At this point, I contacted Counselor Sedai, who preformed her own diagnosis of the Captain, and stated that she detected the same kind of symptoms as the fungal infection found in Lt. Ch'Shara. I instructed Ensign T'Sahen to take Buchanan to sickbay to run a level one diagnostic in order to confirm or deny that he was infected. Will follow up on Medical's report as soon as possible. I also initiated a level one security lockdown of the USS Robau and contacted Medical to add the fungus found in Lt. T'Sahen to the station biofilters to limit the spread of this infection.
TO <38th\Command> SUBJ Emergency Damage Control on Republic Positronic Android
Responded to call for engineering assistance with damaged Soong-type positronic android. Arrived to find Lt. Kaczmarek already on the scene. Hardware seriously damaged in incident allegedly involving Capt. Buchanan. Kaczmarek had already removed memory core from damaged positronic brain for safekeeping. Working with Kaczmarek, connected cranial unit to external power source and interfaced with damaged neural net to diagnose the extent of damage. System already massively corrupted and degrading quickly; diagnostic identified positronic subprocessor as completely inoperable. Kaczmarek took initiative to improvise basic subprocessor from off-the-shelf components, a measure which allowed us to halt degradation.
Android is beyond means of DS13 in facilities, equipment and expertise. Damage may be irreparable, but arrangements made to ship unit to Daystrom for further analysis.
Special mention needs to be made of Lt. Kaczmarek's ingenuity and efficiency in this matter. Credit for any chance of mitigation to loss of Andria unit is due to her handling of crisis.
