AAR: Alien Database Decryption

SUBJ Decryption of the Alien database found on D-3191





Under orders of Deep Space 13 Command, a team was assembled on board the U.S.S. Asimov in order to decipher the alien database discovered on a planet on D-3191. The team was composed as follows:

- CAPT Andrej A. Timoreev
- LT.CMDR Mathilda Zaldo
- ENS William Steele

The team met on board the Asimov bridge. The first attempts were made in order to establish a provisional translation of the database language. The team was able to establish that the characters used in the database are the same used by scavengers met by the Asimov and other Starfleet vessels during the expedition to D-2764.
After these first tries, the team focused its efforts in the use of decryption protocols on the database. Before proceeding, I ordered to make a second copy of the database to work with, avoiding any unnecessary damages to the original copy in the Asimov computer. Luckily, the standard protocols proved to be effective: the team was able to retrieve a passkey, using it to obtain access to the database. A computer analysis showed that only 27% of information was fully available, with 19% of fragmented data, and 54% of the database unrecoverable.
The team took the opportunity to obtain as much informations as possible from the database at the moment.
The following discoveries were made:

- The civilization which produced the database called itself Kilur;
- Its homeland was in the Kilur system, now to be identified with D-2764;
- Biologically, the Kilur were a humanoid species;
- The Kilur government was organized around Four Habitations (it's impossible for the moment to exactly determine their role in the whole structure), distributed as follows: two Habitations inside the Kilur system itself; one in the Droni system (to be identified with D-3191); one in Tafor system (yet to be identified: located in the Sector Alpha-7192;
- The Kilur space extended for 22 lightyears around the Kilur system;
- The Kilur possesed a formidable military force, and they thought to be the most powerful civilization in the whole universe;
- The Kilur kept contact with many other civilizations;

No chronology has been established yet. However, references to the Klingon Empire could allow to establish one.
During the analysis of the database, the team expressed many hypothesis:

- The Kilur and the scavengers could be closely related: Ensign Steele stated they could be direct descendants; however, no biological similarities could be identified; thus, it'd be best to think about an indirect cultural influence (probably due to the scavenger activities);
- A reference made by the database to the Impluvium led me to believe that the creators of the Impluvium itself were more ancient than the Kilur; if that's the case, it's possible that our activities in these area of space are only scrapping the surface of a while network of ancient civilizations;

Considering the report, the team makes the following recommendations:

- to send the fragmented parts of the database to the Science Department in order to proceed with further analysis;
- to send a new, well-equipped, expedition to the different locations indicated by the database as main settlements, cultural or religious centres of the Kilur in order to recover as much data as possible;
- to ask to the Klingon Empire for access to their database in order to help us establish a first chronology for the Kilur, and maybe to understand more about them from a foreign perspective;

Note:
I am well aware of the many difficulties Starfleet is meeting in this region of space, particularly regarding the relations with the scavengers. It's my opinion that Starfleet should not, however, leave such difficulties to stop us from mounting a new expedition. D-2764 should receive, in this sense, maximum priority: although there are low probabilities that the main sites were not yet scavenged, any discovery made there could enlighten us much more about the Kilur.The database is only a remnant of a vast, powerful, and advanced ancient culture. It's our duty to find and understand as much as possible about them. Also, further discoveries about the Kilur could lead us to a better understanding of this region of space, including its astronomical dangers and anomalies. Using the Kilur as a "ground" upon which to establish our first steps, we could reconstruct a whole world of ancient civilizations and cultures, their interactions, their different histories. I thus recommend to submit all these discoveries to the Federation Archaeological Council as soon as possible, too.

(( OOC note: I like that Timoreev wants to press forward in the name of discovery, because Sivath believes that a much more cautious approach is needed. I think a debate on this subject could explore interesting topics like the role of Starfleet in unfamiliar territory and the ethics of exploration. I'd love a chance to hash this out in a meeting about next steps for the exploratory effort. Perhaps before, after or during the staff meeting this saturday? ))
