Commander Madison ran a briefing on information received from the USS Tolstoy indicating a warp signature detected by a Starfleet monitoring platform in the SK-427 System, henceforth, the Kr'Anadar System. Starfleet has been monitoring a pre-warp civilization on the second planet, known as the Masaad, for approximately 78 years.

Eight years ago, a nuclear exchange was detected between the major Masaad factions, leaving the planet largely devastated with significant radiation spread, rampant disease, and a shortage of resources. While Federation technology could normally be used to solve all of these issues and potentially save countless lives, the Prime Directive forbid us from making contact. With a warp signature detected in the system, we believed we'd been presented with a unique opportunity to initiate an expedited First Contact and begin the process of restoring Kr'Anadar's ecosystem.

The USS Atlantis departed DS13 shortly after Gamma Shift. Our mission objective was to locate and identify the source of the warp signature, and-if it originated with the Masaad- make formal first contact and open up diplomatic relations. A secondary objective was in support of the proposed Operation: Clean Slate, to locate those areas of the planet in the most urgent need of Federation aid. We chose an arrival point in a nearby asteroid field from where, with minimized power and comms emissions, we were able to take some initial scans without risking detection by any ground-based sensor systems.

Before long, we detected the presence of a warp signature, indicating a velocity of Warp 2. This was our first indication that it may have been a non-native vessel passing through the area. Unable to learn any more from our concealed location, we proceeded into high orbit. Elevated levels of background radiation prompted us to move Atlantis to Yellow Alert, with shields raised. Communications picked up scattered military communications from the surface, corroborating the expected desperate state of the civilization below. In the open, clearer scans allowed us to pinpoint the location of the warp-capable vessel, so we set out on an intercept course.


Entering sensor range, passive scans detected evidence of a singularity-based drive system: an extremely unusual development and a highly unlikely advancement for the Masaad. In response, we dropped any pretense of silent running and performed active scans. What we found was a Romulan Valdore-Class Warbird, with unknown identification. We hailed the vessel and were greeted by its Commander, claiming to be of the "Royal Debrune Ascendency", and claiming to be in the process of helping the people of Kr'Anadar. It is important to note at this point that myself and several of the bridge crew were able to identify the Commander as D'Kera Mandukar, or at least, a clone thereof, based on prior intel.

While I attempted to negotiate for the warbird's withdrawal from the system, my crew identified a Romulan shuttlecraft and landing party on the planet's surface. When it became apparent that the Commander would not leave willingly, I extended an offer to discuss the matter in person aboard the Atlantis. She agreed and the channel was closed. A plan on the bridge was quickly devised, to transport both the Commander and the Romulan landing party directly to the brig, while simultaneously disabling the warbird while shields were lowered for transport. Thanks to the expert performance of the Atlantis bridge crew, our efforts were successful.

With the Romulan landing party not present, the local Masaad began looting the landed shuttlecraft, severely hampering any efforts to contain the cultural contamination. With the cooperation of the Romulan Commander in custody, we were able to obtain the shuttle's command codes and remotely pilot it off the surface, at the next point where no Masaad were inside. Unfortunately, it appears that most of the shuttle's supplies and equipment were removed prior to our efforts, including at least a handful of plasma pistols and rifles.


Our captive, identifying herself as "Commander Kera 00418", also informed us that a vessel known as Vauthilai was en route to Kr'Anadar. I believe this to be the former RRW Vauthilai, stolen from the Republic several months ago. I would also like to express my concern that this clone, if speaking truthfully, may be one of hundreds of copies of a dangerous criminal.

Using Atlantis' entire compliment of shuttlecraft, a formation was prepared and the disabled warbird was towed back to DS13. Atlantis itself will remain in high orbit of Kr'Anadar. In addition to waiting for the possible arrival of the stolen Vauthilai, I am making preparations to begin first contact procedures, with the leadership of the major factions on the planet. I am requesting permission to follow this course of action, under the clause of the Prime Directive allowing Starfleet to act to right earlier violations or accidental contaminations.

We're already committed. We may as well do some good here.

Chassy S. Quaen is prepped and ready to stun at any given point. Trusting, this one.

D'Kera sees Perim... and she begins to clap. "Braaaa-vo, Captain. Interrupting an aid mission, leaving advanced technology on a prewarp world, and let's not forget the unprovoked attack of a recognized and sanctioned trade partner of the Ferengi Alliance. I do wonder what they will think of this..."

Perim: "Two are irrelevant, one is easily rectified. I'm sorry I couldn't be more hospitable, but safety often outweighs goodwill." She looks over to Chassy and holds out her arm in a subtle downwards motion, "So let's try again. What're you doing here, Commander?"

D'Kera grins at that. "I seem to be your prisoner, Captain. Does this surprise you?"

Perim tilts her head to one side, "Interestingly enough, it's not the first time."

D'Kera smirks. "You know, in the Reunificationist circles, they used to speak of the Federation as a lofty ideal. A utopian civilization, a source of aspiration and a role model for the Romulan people. A counterpoint to the everyday violence of Romulus. And D'Kera believed those words. Oh, Spock spoke them so eloquently. Coming from him everything seemed so clear, so... logical. But here we are. You, my jailor. I take it my vessel is disabled? What are the projected casualties? Are these the actions of a peaceful, utopian explorer? Because all I see is a soldier. Here you are, above a planet where you have watched a species suffer for over a century, nearly annihilating themselves under your careful watch, and you are more interested in stopping those willing to give them a future beyond a footnote in some anthropological textbook. Tell me, Captain. How is the view from your moral highground?"

The shift in Chassy Skyler Quaen's expression is subtle, but it's there. D'Kera's getting to her.

Perim nods slowly, "We're all judged for our choices, Commander. They're not always easy. The Federation's stance on delaying first contact exists for a reason. In a way you're right. By your actions, you've forced the Federation's hand. We're going to help these people. And maybe some will be saved today, and maybe everything will turn out fine. Or, maybe a year from now they'll be fighting each other with antimatter warheads instead of nuclear." She shakes her head, "I'm no more a soldier than you are a savior." She turns to depart, but only makes it about two steps before she pauses and turns back, "How many of you are there?"

D'Kera smirks. "Come now, Captain. If you've really met me before then I'm sure you know that's not how this works. Though it strikes me, you've not yet asked my name."

Perim visibly considers not biting, but, "All right. I'll play along. What's your name?"

D'Kera bows with a grin. "Commander Kera Zero-Zero-Four-One-Eight, at your service."

Chassy S. Quaen lowers her weapon, something just now dawning on her.

Perim rolls her eyes. "Cute," she says, then turns and departs without another word. If it's an act, it's a good one.

Chassy S. Quaen, notably, remains.

I have returned to DS13 from Kr'Anadar (SK-427 System), following the aftermath of Operation: Clean Slate (report attached). One of the reasons we remained, was to await the arrival of the rogue ship, Vauthilai, which was reported to have been arriving within two hours. We stayed an additional twenty hours, and still it did not arrive. Atlantis dropped a communications platform in high orbit before departing, which, in combination with the already present monitoring satellite, will allow us to maintain continuous observation and instantaneous communication with Kr'Anadar and any ships that may approach.

While in orbit, I also endeavored address the second reason for our stay, by making official first contact with the people of Kr'Anadar. While they are not yet naturally warp-capable, they have been visited by members of the so-called Royal Debrune Ascendancy and have come into possession of an unknown amount of modern or near-modern Romulan technology, including at least a handful of personal weapons.

Based on orbital observations and prior surveillance of the planet, we identified three major factions: The Val'Kir, the Liviri Imperium, and the Kordivan Pact.

The Val'Kirus Collective was the first government we were able to establish contact with. Residing on the planet's northern islands, the Val'Kir are fairly industrial, technocratic, and the most generally open-minded of the factions. Their geographic isolation has left them somewhat desperate for resources, compared to their neighbors. While it was not advertised or discussed during the initial contact, surveillance has noted the existence of a government-sponsored eugenics program, favoring the physically and intellectually ept, in terms of resource distribution. They were eager to speak with us, and extremely open to the possibility of a Federation-mediated global peace initiative.

Our second contact was with the Liviri Imperium, the original recipients of the 'aid' provided and left behind by the Debrune. The Imperium was only willing to speak with us with the stipulation that it would be 'off the record'. They are an authoritarian regime, grounded in ceremony and long-standing tradition. Despite being in possession of advanced alien technology, they appear to be publicly denying the existence of alien life and attempting to cover up the entire encounter. All indications are that the Liviri would prefer to conquer and rule the planet, and they were extremely hesitant to agree to even attend a Federation-mediated peace conference.

The third major faction on Kr'Anadar is the Kordivan Pact. Or, rather, it was, until the nuclear war that left the planet in its current state. A large portion of Kordivan territory is uninhabitable wasteland, and very little infrastructure survived. The central government appears to have broken down entirely, leaving the remaining habitable areas governed by regional city-states. Atlantis was unable to make contact with a Kordivan representative, but I believe it is important to consider the well-being of the Kordivans in any future negotiations.

While Atlantis and I were due to return, I strongly believe that long-term diplomatic contact should be maintained with these people, in order to discourage the possibility of more damage or conflict resulting from this gross failure of non-interference. When a peace conference can be arranged, I would gladly volunteer to participate.

To the concerns that are doubtlessly being raised over the legal and ethical ramifications of such a commitment to involvement with an underdeveloped species, I posit that if the Federation allows the Debrune Ascendancy to continue to interfere with this planet's development, then we are still in violation of the Prime Directive. To leave these people to their fate now would be not only immoral, but also injust. There is historical precedent for older interstellar powers successfully guiding younger civilizations towards membership in the galactic community, and I believe the better option, in this case, is to provide peaceful, developmental guidance through diplomatic contact, while preventing any future incidents of gross interference.
