AAR: Deploy Warning Buoys at D-2483

In Stardate 92775.1 Fleet Captain Perim ran a briefing about an operation of buoys deploying. USS Tyre and RRW Aensai were chosen to deploy the firsts warning buoys (see precedent Halcyion's Virus Information) near the space station D-2483. According to the information possessed by Starfleet, the base was used frequently from the scavengers that operate in the area and, for this reason, was chosen to be the first place where place the beacons. The buoys have to diffuse an alarming message about the use of Kilur technologies and, at the same times, diffuse the anti-virus.

After the briefing the USS Tyre and the RRW Aensai departed from DS13 under the command of the writer and with the presence of different officers from Starfleet and the Romulan Republic. Initially, the intention was of advance at half impulse speed, with the Aensai in active concealing to cover the advance of the Tyre and try make contact with eventual scavengers in the area. After the arrival an initial scan located the presence of eleven (11) lifesigns on board the space station (Klingons, Cardassians and Humans) and four ship: two ship with light weapons, one unarmed and an heavy cruiser. The ships and the team on the station didn't responded to any of the attempts of the USS Tyre to make contact. Probably, but that is not sure, they maintained their communication offline, maybe as a safety precaution against the Halcyon's virus.

A series of options were evaluate:
- Commander Thue and Ensign Steele suggested to advance, with the active cloacking of the Aensai or of a shuttle, near the base and transport a small team to make a face-to-face contact with the scavengers on board.
- Lieutenant Commander Tilly suggested to fake a sort of scene where the Aensai intervenes to confront the Tyre, trying to appears friendly to the scavengers and, after a false confrontation between the federal and the romulan ship, communicate the intention of the Tyre in the area and the plan of the warning beacon
- Captain VanDeer and Commander Tilly proposed the use of light signals to communicate without open channels with the scavengers.

After other attempts to communicate, the writer decided to send a team of the Aensai, with the presence of Commander Keelah, on board the station. The scavengers on board, despite the friendly approach, decided to run away, activating an instrument that diffused radiation in the area, forcing the team to return on board. Despite the use of different languages and codes, the light signals was inefficient or simply ignored. The writer also didn't supported totally the idea of the Lieutenant Commander, judging the relationships between the Alliance and the Scavengers too deteriorated and, considering the situation of the Halcyon's Virus, the mission too essential to assume that risk.

Considered the situation, the writer decided to release the buoy. Commander Thue proposed to leave the Aensai in the area, with the cloak active, to control an eventual activity of the scavengers. After that, the Tyre departed from the area, returning to Deep Space 13.
