Commanders,

We currently have ninety-eight (98) Dominion style clone stasis pods stored in our detention complex, and two (2) such pods stored in our main sickbay. Three (3) of them contain Vorta that appear to be clones of the Keth line, while the rest appear to be Jem'Hadar. While I am fairly comfortable with the level of security, and the seriousness being given to it, I'm unsure how long these pods will be kept on DS13. This being a fluid situation, this may take longer than ideal to handle, I'm handing down the following dirctives on where and how these pods will be handled, and by whom.



  1. A dedicated location will be aranged for the ninety-eight pods currently being held on the detention level. This location will be cargobay seven. All materials currently in this location will be moved to other cargobays for the durration of pod storage. Cargobay seven will be secured fully. Doors, hatches and jefferies tubes will be sealed and secured via forcefield, and checked on the half hour by security personnel. A security detail will be assigned to the cargobay to oversee the secure storage and safety of the pods, and anyone authorized to study them.

  2. The two remaining pods will be moved from the main Sickbay to an ajacent lab, and security procedures covered above will be followed here as well.

  3. The only authorized personnel allowed to study either set of pods are those medical and science officers selected by their respective department heads. These officers will submit to search before and after visiting the locations, that search will be given by the assigned security details.

  4. All other interested parties must go through my office prior to being granted approval to visit and study these pods, this is without exception.

  5. All information gathered on these pods is to remain in-house, and not shared with the general public, civilain, officer/crewman alike or the media.

  6. All findings on these pods will be shared with my office, without exception.

  7. At no time will ANY of these pods be opened, activated, nor shall the occupant be revived without the approval of this office.

  8. Should any of these pods activate on their own, or if any of their occupants awaken from stasis, all efforts to return them to stasis will be made if possible. If that is impossible, the occupant will be sedated and moved to the detention complex for the shake of security and order. If any of the occupants is revived and attempts escape, they are to be stunned, NOT KILLED, and likewise, moved to detention.


Follow these directives and we will be fine. The matter is being handled by command, and a plan is already being devised for the long-term situation. Continue your studies on the pods and their occupants in the meantime.

Captain,

I'm not exactly comfortable with 95 Jem'Hadar soldiers sleeping in the cargo bay, but I understand the necessity of the action and appreciate the security measures you've taken. I do recommend that we get them off our starbase and to a more suitable detention facilty ASAP.

While command works that out I've selected two of my senior officers to take a look at these pods. Lieutenant Commander Lovun and Lieutenant Commander Roberts are both dominion experts and have worked on pods like these before. Equally important, they'll ensure what they learn doesn't leak. Both officers assure me there is information to be gained from the pods themselves, without disturbing the occupants inside. They'll need to bring some basic equipment with them. I've informed them that the equipment will be checked upon entering and leaving the cargo bay. There is no risk of the equipment interfering with the stasis function of the pods. The same procedures will be carried out with the two pods in lab 045.

I'd also like to pass on a suggestion from Lieutenant Commander Lovun. Your security measures seem airtight, but he recommends that both the cargo bay and science lab be configured to alternate between high and low gravity states in the event one or several of the pods is activated. This can be done with a few tweaks to the deck plating and artificial gravity controls. It's a non-lethal method of incapacitating any hostiles in the cargo bay.

Anything we find will be forwarded to you as soon as we know it.

Your concerns have been noted. You might also rest assured that they're shared by myself and the command. Arrangements are being made, and I'll leave it at that for now.

As for your Lieutenant Commander Lovun's suggestion for additional security measures, please co-ordinate with Commander Kozath and make the appropraite adjustments to the deck plating to make that happen. I want the controls for it to be outside the actual rooms themselves, so that in a worse case scenario this measure can't be manipulated or otherwise turned against our personnel.

Additionally, please look into ways to shield against low-yield EMP discharge, which has been a reported tactic of the Vorta Keth Six. And brainstorm with Kozath and your teams on any additional methods to ensure the security of the station.

Commanders,

Effective immediately the two (2) pods stored in the Medical lab will be moved to Cargobay Seven. All Medical and Science personnel will no longer have access to the one hundred (100) pods stored in Cargobay Seven, without my personal approval and on a case by case basis. The Security detail assigned to Cargobay Seven will equip themselves with EVA suits while running their sweeps within the cargobay. The Security detail will have a transporter lock in place while within the bay, without exception.

Engineering will work on a way to isolate and if needed, adjust the gravity plating within Cargobay Seven, and co-ordinate with Medical on determining the maximum safe gravity that would not kill a Jem'Hadar, but would render it immoble.

Medical and Science will co-ordinate on producing an air-borne sedative that will effectively incapacitate a Jem'Hadar, and instruct Security on how to best disperse it.

Security will use both of these measures to secure Cargobay Seven in the event that these pods activate, and revive the occupants, but will also prepare to vent the bay of breathable atmosphere, after evacuating security personnel from the bay, in the event that these measure do not work as intended. If evacuation proves impossible or problematic to a degree that puts the base in danger, you will vent the bay, and recover your personnel afterwards, hence the EVA gear.

Commanders,

You are to co-ordinate with each other on the best, most secure ways to prepare USS Asimov for storage and transportation of our one hundred (100) stasis pods. I'm going to suggest to you that the aft cargobay be secured much in the way we have secured DS13's Cargobay Seven. I would also suggest that all shuttles and workbees be moved from that section and stored elsewhere on Asimov, or aboard DS13 until we return from an undisclosed destination.

I want Asimov's aft cargobay completely secure, and if possible, cut off from the rest of the ship. If necessary set up an independent power source to handle environmental systems in that cargobay.

I look forward to hearing any additional ideas on how to best transport these pods safely and securely. Once you have a plan of action, I want you to start carrying it out, and keep me informed.

We have a very delicate operations on our hands here. Let's make sure we work this out as carefully as possible to minimize any and all risks possible.


After some consideration I'd like to take some of this offline so we don't unnecessarily spread information (even under security clearance) to unintended officers. Departmental heads, I'm going to be contacting each of you individually for assessment so we can more broadly review what organizational problems we might run into in meeting Captain Freeman's orders and how we can more efficiently get around those without congesting normal operations.




With that said,






Commander Kozath I would like for you to start immediately meeting the Captain's organizational orders as seen above. You're overseeing some diplomatic events at the moment with the Bonesinger but I don't need to tell you this takes priority. Move people where you need to in order to make this happen.



Commander Ti'rin, let's look immediately into the equipment needed for what the power requirements would be of safely transporting those stasis pods. We need to ship them quickly. We want the area of the ship they're contained within not only self-sufficient, but sensor dampening from the exterior if it can be managed. Containment protocols must be easily enabled and explosive decompression immediately triggered in case of a breach in security protocols.



Commander Everhart and Commander zh'Lindresko, please coordinate to ensure that we can safely transport these beings and get Engineering any specifics on the needs to keep these pods stable and in stasis.



I'm open to any and all ideas you might have. This is, as previous, only on a need-to-know basis. If your subordinates have ideas based on what's being asked of them, please pass them along but not at cost of the operational security of this station.
