AAR: New Circini, Governor's Conference

As I'm sure you are aware, I've just returned from a meeting on New Circini involving a handful of other captains and the governor of the aforementioned colony. We didn't know why exactly the governor had called us to meet her there until we arrived. She had three proposals for us.



The first to be brought up was the suggestion to reopen trade with her colony's economy for Starfleet vessels. This is obviously preferable our current situation, which renders the colony's large native deposit of rodinium and quadratanium unusable to us, along with the rest of the trade that flows through the system. The governor presented this to us presumably as incentive to assist her with the other two proposals.



The second topic covered was related to the governor's belief that New Circini's economy was growing faster than its population could sustain. She claims they have more visitors and foreign operations than they have capable employees to handle them. More jobs than they can work, in essence. To that end she requests that New Circini be listed in Starfleet databanks as a location for settlers and other individuals looking for a new home, to bolster the population with Starfleet sponsored immigration. This would take little effort on our behalf, though of course we must consider that New Circini is not a Federation colony.

Through our discussion, she volunteered to provide us with ledgers for their last three years, which I have had reviewed and established that they don't raise any concerns. You can find them attached to this report. As well, several officers that weren't part of the conference delegation were sent to the nearby marketplace to investigate the status of the colony on a first hand basis. After speaking to a few of the officers involved, it seems that the colony is in good standing, with low crime rates and, of course, a bustling market. The relatively short period that the colony has been independent from Federation jurisdiction reinforces the assumption that they are up to par, and thus I recommend the colony be added to Starfleet's list of approved colonies.



The final proposal was unorthodox, to say the least. The governor requested that Starfleet assist in policing trade operations in the New Circini system, but discreetly and without general public knowledge that we were doing so. Her reasoning for this was to avoid discouraging traders in the system that, while being entirely legitimate and law abiding, may look unfavourably upon direct Starfleet influence and thus take their business elsewhere. The governor is willing to grant full jurisdiction to Starfleet within New Circini system space, and partial jurisdiction on the ground of New Circini Major. I quote:
"... if Starfleet were to... oh... let's say... they happen to be in the area, carrying out their own business, and they notice something illegitimate going on... and they stopped that? Well, no one could object to that, now, could they?"

While it's certainly not something that falls into the normal range of Starfleet operations, personally I don't see any harm in taking up a quiet role in assisting the colony with enforcement against lawbreakers and other dangerous individuals. The other officers present at the meeting didn't have any objections to raise regarding it, either.



Considering the benefits of a close relationship with such a major trading centre, I believe it's in our interests to assist the governor in her requests.

Good update, Captain, thank you.

I take it from your closing that you would be in favor of assisting New Circini in both of their requests? Do you have no cautions or concerns? You have the advantage of having met the Governor, so if there was anything insincere or suspicious about her motives, I would appreciate the perspective.

That goes for the rest of you who attended the meeting. Do any of you have concerns or opinions on whether or not we should dedicate assets to this?

Free advertising for the colony is one thing, especially if they meet the standards we would impose on our own Federation colonies. I am frankly less certain about the second request. It is unquestionably unconventional.

Admiral,

The Governor didn't give me cause for particular concern. While I am certain she has her own political stratagem local to New Circini as well as probable trade interests she is pursuing, I don't see how either of her requests could be manipulated into granting her power or some other advantage we wouldn't want her to have.

It's perhaps worth noting that in both cases, she justified her request with the reason that New Circini didn't have enough workers to fill its jobs. This is an uncommon problem, though such a claim could likely be verified by taking a look at population data from the colony. As for the unconventionality of the second request, I concur, though it could take the form of nothing more than a few routed patrols through or near New Circini. It is, after all, a chance to improve our anti-piracy campaign in the area.

Long story short, Admiral, yes, both of her proposals have my recommendation.

After due consideration and consultation with various authorities, this is my decision.

On the first request. The local colonial command office has reviewed the ledgers provided by New Circini and concluded that their settler shortage is a genuine issue. They have agreed to send a small investigation team to complete a survey of the colony's quality of life for listing eligibility in Starfleet-certified colony recruitment rosters, as well as take inventory on the jobs and skill sets that are most highly in demand. Cooperation from the New Circini government office on this front would be appreciated. This tentative agreement is merely to list the colony as an option; we will not be exerting extraneous effort to redirect settler traffic.

On the second request. I admit that if it was not for your approbation, Captain Varley, my instinct would be to deny the New Circini governor her odd request. Starfleet is not of the habit of indulging in private sentinel work at the whim of third parties. However, there is something to be said for our mutually twisted histories and the efforts required to begin to fix such relationships. If it means engaging in some slightly unorthodox diplomatic ventures, then so be it, as long as it does not compromise our core principles. To that end, these are my conditions.

1) 38th Fleet is willing to enter into a formalized and SIGNED agreement with the office of the governor of New Circini that dictates the terms of Starfleet's jurisdiction in legal matters. The agreement's consequences should be binding to the governor's successor, should a change of office occur.

2) If personnel of 38th Fleet are ever directly asked about the agreement between Starfleet and New Circini's government, they will not be required to lie or otherwise cover up the nature of Starfleet's involvement. Third parties who perceive contradictions will be directed to the New Circini office for clarification.

In other words, New Circini may leave the formal agreement unannounced if they are determined to do so, but Starfleet will not be obligated or inconvenienced to keep it confidential.

At your convenience, Captain Varley, please arrange for a return delegation to New Circini to present my terms to the governor and see if they accept. Should you be unable to attend yourself, Neema should be able to provide for a briefing for whoever goes in your stead.
