On Stardate 93094.5, U.S.S. Atlantis under my command departed DS13. The mission as outlined was to travel to the system designated G183-A (which we had previously visited in a mission to salvage Iconian and Romulan technology) in order to properly assess the previous, inadvertent contact with the Zantaari peoples and ensure a full lack of cultural contamination.

On arrival at the star system, we encountered a signal being transmitted from a Ferengi-made buoy located inside the system's asteroid belt. The message was as follows:

Spoiler: >>audio file:Show
Welcome to the Zantaar labor authority. The Zantaari are ready to work for you, in exchange for relocation from their doomed planet, and we’re ready to facilitate that deal for a reasonable fee. These Zantaari are a fiercely loyal race, willing to do anything you tell them to, without question. They’ll treat you like a god, because they don’t know any better. But only if you make a deal with us. So please signal us, and we’ll talk business!

An order was made and followed for Commander Caspius to scramble the buoy's message, to prevent further problems.

The planet was in peril as noted by the buoy - however, our attention was diverted by the presence of a human-crewed transport vessel orbiting the planet that the Zantaari inhabit. Communications were detected between the surface of the planet and this vessel. After some effort a transmission was intercepted. On determining we could contact them without alerting the Zantaari, I ordered an open communications line. The communications are as follows:

Spoiler: >>Communications LineShow

Unknown Vessel:
...don't know whether to take them for a walk or feed them my table scraps, I hate dealing with xenos, but he already has a buyer, so get the next shipmment ready, thirty minutes...wait, I'm getting a hail, maybe it's him, I'll check back in a bit.

Unknown Vessel:<C> This is Mayflower.

Atlantis: <C> "Mayflower. This is the Starfleet vessel U.S.S. Atlantis. Couldn't help but notice that buoy just a ways off, I was hoping you could enlighten me as to your business in this system?"

Unknown Vessel: <C> Starfleet? Are you kidding me? What brings you out this way? This isn't your system, it belongs to the Sons of Paxton, so why don't you take your traveling zoo back across your border before things get ugly?

Atlantis: <C> "Actually, as this is unclaimed space and I'm pretty sure my government doesn't recognize any planetary governments named the 'Sons of Paxton', I'm afraid that's not going to happen. If you're a businessman, that's fine, but we'd like to have some details."

Unknown Vessel: <C> You'd like some details huh? You're one of them aren't you? Maybe one of those belly worm carrying spotted goblins, or a freak deaky mind reader? We don't recognize your authority here, this system, and everything in it belongs to us. Those are the details you get. Oh, and one more thing.

Following this exchange, from outside of the system four single fighter craft entered sensor range. The Sons of Paxton's fighters destroyed the sensor / communications probe launched previously and it was clear they assumed that our probe had been the vessel we were on. Understanding this, we launched a second probe with distracting audio output and contacted the ship again, transmissions following:

Spoiler: >>Communications Line 2Show
Probe: Nyah nyah nyah, the Sons of Paxton, fail in action, nyah, nyah, nyah.

Mayflower: <C> Oh, you've got to be joking!

Atlantis: <C> "Well, hey there. You make it a habit to fire on Starfleet vessels?"

Mayflower: <C> I have a habit of protecting what's mine.

With their fighters occupied by the probe, Atlantis maneuvered into position closer to the freighter. We shut down their warp field thanks to a very skillful effort from Engineering, and used the confusion caused by this to transport all slaves and crew aboard Atlantis to waiting security and medical teams.

Spoiler: >>Communications Line 3Show
Mayflower: <C> This is Simon to the Pilgrims, break off attack and head to Plymouth.

Atlantis: <C> "Hey, Simon, can we have that talk now?"

Mayflower: <C> You just screwed up, Stafleet. And you cost him a lot of latinum, and he's gonna make you pay it back.

Atlantis: <C> "Spooky. Now, can we come aboard or would you -" *coughlaugh* "...like to come see us?"

Mayflower: <C> How about you suck my di--

All members of this crew are now detained on starbase until a full investigation can be performed in full, due to the clear evidence of slaving. The Mayflower is now in our custody in orbit of DS13, and information has been downloaded and is saved for study by our security teams.

Unfortunately it was clear that given the scenario presented to us that the Zantaari can not be left behind on their homeworld. Despite the fact that their homeworld is ailing, the real and present danger comes from the black market awareness of their system and their desperate situation. As a starship captain I was left with no choice but to begin immediate organization for their retrieval and resettlement as endangered refugees.

I will detail the situation specifics with the Zantaari with an addendum to this report.

Officers Involved:
CMDR Thiessen, T.
CMDR Sivath
CMDR Caspius
CMDR Jarnefelt, C.
LTCDR Russo, A.
LTCDR Mandra, A.
LT Kermit, J.
ENS Brecken, H.

All crew on this mission did a phenomenal job. Without such keen eyes and skilled minds we likely would not have managed to save these people. Specifically Commanders Caspius for his work with the probe and Sivath for his warp-field manipulation were key to our ability to conduct the rescue as we did. All involved deserve recognition for their efforts.

Continuing,

The State of the Zantaari People

The Zantaari people are led by High Chief Ooog, pack leader of the Zantaari nation.

According to Ooog, their planet - the third planet in the system - collided with the fourth planet which is what led to their desperate societal state. Their people had a core belief that in their darkest hour, Godmen would come to save them from their doomed planet.

As far as can be initially determined this is what led to their enslavement. Likely thinking that these Sons of Paxton individuals were there to rescue them from their dying planet, they accompanied them initially. By the state of the Zantaari we have had to provide considerable medical attention to, though, it's clear that it did not last long and violence became necessary to subjugate the Zantaari.

Unfortunately this does mean their general population still believes we are these Godmen. High Chief Ooog determined we were not their prophecied Godmen, but at his counsel did not make the general announcement to his people. It is his belief that informing them of this would cause undue distress and unrest, and given the situation we're currently involved in, all ways to keep the Zantaari calm should be taken.

Housing:

Currently the Zantaari are being housed in Cargo Bays on decks 106, 112 and 113 thus far with plans for more to be cleared and allowed for habitation once more refugees arrive. We have just received our second load of refugees, totaling 18,272 Zantaari currently aboard the station. Thankfully, DS13 is equipped well enough to handle the full population of the Zantaari twice over. Staffing is a bit tight at the moment but the chiefs are handling their departments well, and we've encountered no problems with the civilian population or any impediment to officer efficacy.

I've tasked Doctor Foster and her team to assist us with the construction and programming of consoles for the Zantaari to mimic the limited access and UI of their own computer systems. The entertainment of their own media and tales and limited information on what has happened to them will be necessary to quell possible dissent in some individuals.

Enslaved Zantaari:

We have no official number currently on the amount of Zantaari enslaved by the Sons of Paxton organization. Ooog implied there may be more enslaved than we currently are in the process of sheltering, which leads to possibly staggering numbers of individuals who may require rescue. A full investigation will have to be made into the ship Plymouth and the Sons of Paxton organization.

Our teams have already put notices out, but as of now, our information remains limited.

Resettlement:

Due to the massive potential reach of this slaving operation on the Zantaari people, we cannot chance resettling them in their home system. The amount of potential security that we would need to continue to provider to ensure that innocent civilians are not made slaves would be too great.

Unfortunately this will require we find a planet or colony for their resettlement far from the known coordinates of their home system. This will, as well, be an ongoing process and the appropriate reports are being filed to begin the process for request of settlement on any eligible local systems.

In conclusion,

though inconvenient, there was no other choice remaining for the safety of this pre-warp civilization's people, other than the course of action taken. They are a goodly, well-tempered species and it's my hope that with very careful planning, we can at least begin their resettlement while searching for their slavers and those of their community currently being exploited.
