AAR - A Visit to Echomet II

On Stardate 93176.3, a team was assembled from Deep Space 13 and accompanying ships to return to Echomet II for a diplomatic mission to continue gathering information to assess Federation membership potential. Captain Lorian of the U.S.S. Caelian led the briefing.

Upon arriving, one team was sent to a medical center in the city while another team led by myself was sent to assist in repairs of their train system. Commander Sivath took the lead on the repairs. An underground power supply overloaded one of the rails and it had to be reset as well as a couple of other repairs. That was the extent of our repairs to be done.

However over the shoulder of one of the echometan engineers we saw an open ticket further down the line that was months old. We decided to further lend aid, when we arrived we found ourselves in the Irreo District of the city.

The Irreo we were later told are mute and communicate via sign language. This district consisted of primarily Irreo echometans though there were some exceptions. Some have decided that it's easier for them to live with other Irreo and so over time the district segregated itself.

It was later explained there are specialized schools where the education is tailored to them and their needs. Not only do they learn the standard language that they all use to communicate but they learn a sign language as well. They only work jobs where they they can be non-verbal in their communication. Therefore they're prohibited from running for government, working in leadership positions and many other career paths.

The generator that was offline was one of three and deemed not a necessity to repair. Explaining why the ticket had been open for so long. Several of the components had to be swapped out with some that the populace had in a nearby engineering station. In short order we had the repairs completed and returned to the city.

In tandem with the engineering team led by Captain Konieczko, a small medical team was sent to Echomet II to augment data collection on the state of realized medical care and technology available to the inhabitants. The local contact, Dr. Allop, compiled a report as a complement to the research already performed by our specialists, but he wished to discuss the results in person.

On the walk from the shuttle landing zone to the medical center, Lt. J. Kermit noted the abundant presence of bright purple crystal. There were large aggregate crystal formations above ground and significant veins of the same substance visible in the natural rock within the city. He identified the substance as mid-grade dilithium, and postulated that it is likely to be just as prevalent on other parts of the planet.

They also have an interesting method for projecting an unusual hexagonal field into their decorative pools. Lt. J. Kermit was taking readings of it when he was bumped and his tricorder fell into the pool. Command will be relieved to know that it was retrieved without incident and its readings on the dilithium and the hexagonal field are intact for further study. See attached.

We arrived at the medical center and spoke to Dr. Allop, who provided us with his report. See attached.

Dr. Allop explained that roughly five percent of their population suffers a genetic mutation that prevents the natural development of the Echometa voice box; they dub those afflicted the 'irreo'. With their current technology level, they have been unable to establish a link to hereditary, lifestyle or environmental factors in the parents of the affected. I have included a proposal for alternative research methods. See attached.

Their focus in this area has yielded interesting results in the pattern of advancement in Echometa medical technology. In seeking a cure for the irreo, they have stumbled upon more advanced methods of treatment - a narrow but significant improvement in their average medical achievements - including some very effective techniques in muscular and dermal tissue generation.

Captain Konieczko contacted me, concerned about the level of care the irreo patients in the medical center were receiving. It would have been a breach of protocol for the administrator to let us intrude upon a patient, but my ACMO, Dr. Drei, did converse with an irreo orderly to determine if the group has been suffering from discriminatory practices. Dr. Drei reported the irreo orderly, Noeli, seemed content and did not believe herself (the irreo) to be oppressed or badly treated.

After conversing with Captain Konieczko in the debriefing room, however, I think the subject merits further investigation from our colony specialists.
