Hello Admirals,
Your first question is probably going to be who I am. I'm a doctor from the independent Cardassian mining colony of Shahr. I'm also the co-founder of the largest medical clinic that operates there. For nearly 15 yeas I've been running that clinic, and I've been responsible for the care of hundreds of patients each year. In order to do my job and take care of the people there I need to make sure our operations are not disrupted so as to prevent cross-contamination, exposure of sensitive materials to the air, and safe, controlled care of patients. All of this, however they were disrupted today due to the unlawful and disrespectful intrusion of one of your captains.
While minding my own business today, going through records and making sure all of my patients were being taken care of, a Starfleet ensign barged into my clinic and rummaged around like he owned the place with complete and utter disregard for the property rights of the clinic. Before he could cause any real damage I decided to immediately intervene and question him about what he was doing. Upon doing so and telling him to cease his incessant intrusion, one of your Captains, a Romulan male if it helps you learn which one, intervened and ordered the ensign to continue his scans. Despite my reminding him of the colony of Shahr's complete sovereignty from the Federation and therefore the lack of Starfleet jurisdiction in the area, he demanded and ordered me to step aside and allow the investigation to continue, even going so far as to tell the MACO accompanying him to forcefully remove me from my own clinic. One of the things he said to try and repress me was that I "should file a complaint with Starfleet", therefore I'm doing just that.
I believe the Captain to be unfit for service due to his reckless nature and inability to understand the delicate nature of certain situations, not to mention his disregard for sentient life. During our conversation he used threatening to murder civilians in order to persuade me to give up authority in my clinic, stating "I do have orders to scuttle the area if we don't complete our mission." Seeing as this was the middle of a dense urban area, scuttling the area would involve the deaths of thousands of citizens. Additionally, the scuttling of the area would be extremely reckless due to the fact that he hadn't even found a shred of evidence to condemn me or the clinic of any illegal activity, let alone collusion with the True Way as he claimed. If the way this Captain goes about life is by firing torpedoes at things when they don't work without worrying about casualties, and breaking laws and Starfleet ethics to get what he wants, I'm afraid many people will get hurt and won't be as fortunate as me to have another person of equal rank to speak logic to him.
On another note, I received information that he had conducted unauthorized scans of several freighters in orbit, gathering information about their cargo. This was again him stepping outside of his jurisdiction, and when one of the freighter captains questioned him about this, he replied "I could spend the next year listing all the reasons why that would be a very bad idea... but just to save time, you can scan our weapons systems". What the Captain was referring to was the freighter simply asking him to leave. Beforehand he also mocked the same freighter captain by stating "I humbly apologize for scanning you without permission, would you like a coupon for 20% at Dronzana?" I'm frankly disgusted by this Captain and his methods, and wish to see some form of restraint be placed upon him.
