38th Fleet,
As all are aware, our fleet encountered an unknown space-travelling species on stardate 93707. The encounter was the catastrophic loss of three vessels, including life. The unknown species has been categorized as Starfleet Unidentified Species 2492, or Species 2492 for the remainder of this memorandum, and for further reference until an official species name is assigned.
In light of these events, I am issuing the following command guidance to the fleet.
1 - The Romulan contingent is tasked with conducting reconnaissance of the systems and areas that we have seen Species 2492 in. Your stealth and cloaking capability will be critical. Additionally, a critical information requirement (CIR) is can Species 2492 detect cloaked vessels?
2 - Captain Thiessen, use the starbase engineering and science departments to continue work on defensive measures for verteron beam and neutrino-based weapons and their wormhole generation technology. CIR for these two departments is how we can stop their weapon systems and how we can detect where they are travelling from.
3 - Squadron Commanders, continue your patrols, making adjustments as necessary to defend the starbase and Starfleet assets around the sectors where we have seen species 2492. Consider all interactions to be hostile until they indicate otherwise. Ships travelling through systems and sectors that we have encountered species 2492 will do so at yellow or modified yellow alert. Lastly, to those commands that lost ships and personnel, make necessary arrangements for memorial services within your commands.
4 - RADM Perim will be leading a special task force to look at possible avenues for diplomatic engagement with Species 2492. Any personnel she tasks as necessary are to work within that task force until further notice.
Personnel are encouraged to seek out their chain of command, should they have further questions.
