Brief:
Seral Val S'Nat, noted as just "Seral" in most documentation. Permanent address listed as "Kir, Vulcan", no specific address. Genetically, Seral is Vulcan, with at least one human antecedent.

As of most recent transfer 55 years of age. Seral joined Starfleet as a second career, graduate of the VSA-Advanced Planetary Sciences program. Graduated SFA w/Honors 2395 historian program. Initial assignment as an adjunct instructor; history dept of SFA. Continued post-grad studies. Advanced to full professor. Volunteered for diplomatic training, engaged upon diplomatic missions and was given a citation on her first negotiation as a junior attache’. Returned to SFA as Instructor and extracurricular advisor till 2412. Again assigned to diplomatic service temporarily in our embassy on Mol’Rihan only to return to SFA in 2414 until early 2416.

Evaluation for Return to Duty:

Background information: Seral was born on the outskirts of Kir, Vulcan, in the home of her grandfather Seran. She was raised there until her mother "A'Sera", returned to Starfleet service stardate 41190.0. LT A'Sera was assigned to the sciences department, sensors officer, on board the USS Odyssey NCC-71832. Seral lived on board with her mother for roughly 4 years. As a child, Seral was one of the non-essential personnel offloaded to Deep Space 9 in 2070 before the Odyssey left on its ill-fated mission to the Gamma Quadrant.

Seral was left in the care of LCDR Antigone Chen, and her daughter T'Ryssa who was Seral's friend and often caretaker. Seral listed her friendship with 'Trys' as one of the things that helped her cope with life on board the ship, and then the with loss of her mother. Seral was eventually taken to Vulcan and her grandfather Seran. Home life was austere as the home was part of a monastery, and Seran was very strict about studies. Seral was raised by Seran to be Vulcan, for reasons unanswered, he did not wish to acknowledge her human genetics. She; however, sought connection with her humanity, becoming fascinated with human culture. Probably more so because of her grandfather’s insistence on denying it. At his urging, Seral was prepared for and then accepted into the Vulcan Science Academy.

Her field of study was Planetary Environmental Sciences, equivalent to degrees in a series of sciences: Atmospheric Meteorology, Biology, Chemistry, Ecology, Edaphology, Geodesy, Geology, Limnology, Mineralogy, Oceanology, Physics, Pedology, and Zoology. A disciplinary note is on file from the VSA, it's contents are restricted but it resulted in a reduction in the position offered her upon being granted full credentials from the VSA. As a result, Seral was accepted upon graduation into an analyst position within the Vulcan Government in which she worked for three years. Just months after graduating, Seral submitted an application for a position in Starfleet. She was denied. Despite being denied, the request damaged her career and caused strained relations with friends and her grandfather.

Despite the troubles her previous request had caused, 15 months later, Seral made another inquiry into position with Starfleet. Again, she was denied but was offered an application to SFA. It is unknown if this was intended to dissuade or encourage, but it had the latter effect. Seral was long fascinated by Starfleet history, sometimes spending breaks from the VSA in research, and expeditions to relic sites from the Earth-Romulan War. One of which was of particular note, the recovery of the artifacts of NX-05 from one of the moons of Tau Ceti IV. Seral took part in months of microgravity and extravehicular survival training in order to take part in the work, neither of which was considered pleasant, or necessary for her intended career with the V’shar. It was stated that this expedition was one of the inspirations to her applying to Starfleet Academy. <i>Evaluator's research into the excursion produced notes indicating that "Seral was too much impressed by what was accomplished by the humans with such minimal technologies."

Seral stated to the evaluator “Mother’s dedication to a purpose larger than one world is inspiring, and I wish to take up her mantle and continue her work.” Official records show that as a child of a deceased Starfleet Officer, she was granted preferential scheduling for an interview, and testing. She passed the tests with exceptional scores, having an extensive education already. However, the decision was made to put her entrance on a deferment to determine if she was psychologically suited for Starfleet or a security risk. During the deferment period, Seral moved first to the Vulcan enclave in San Francisco and then to a flat in the area known as 'China Town'. During the deferment, she attended the University of California, San Francisco as a graduate student in the History department.

Seral was granted admission to Starfleet Academy in the following class year with a large number of academic credits toward graduation transferred. She excelled in academic studies, though she required counseling in interpersonal interaction. Cadet Seral was challenged by team or group projects, as well as adjusting to the command structure. She was put into diplomatic training courses to help her to work better with others. It wasn’t until she was offered time during a official break before the second year to work on the 'Atlantis project' that she began to find common ground with other students. Many of staff volunteers believed that she would declare for the engineering department, as she found some affinity with the work of reconstructing the more than 200 year old starship. However, she continued with history as her major course of active studies, and tested out of many of the science courses, proving that she had a firm grasp from her work with the Vulcan Science Academy.

Moving into Command school she once again ran into some personality complications. While she completed the work and proved her grasp, it was determined that she was not psychologically prepared for command roles on a starship. The psychology report stated, “With some years of experience, she may be a good candidate for command, but at this time, we determine Cadet Seral Val S’Nat unsuited for command.” The Commandant of SFA, Admiral Michael Quay, wrote in his official recommendation “Command experience is necessary to draw out the best in LT Seral (Seral Val S’Nat), give her command of the ship she already cares about, and won’t see combat. You will see a Captain develop.”

After graduation, she was offered an assignment as an instructor in the history department of Starfleet Academy, with options for sciences as well. Furthermore, LT Seral was assigned conservator and pro-tem commander of the academy reconstruction of the NX-05 living museum ship due to launch as part of the Federation Day celebration. From that launch to this report the ship is used as a museum, teaching tool and reminder of the beginnings of Starfleet and it’s traditions. As of this writing, LT Seral is the only permanent member of the crew, as staff volunteers from the Academy, and Cadets act as crew to maintain her readiness and space worthy condition on a volunteer basis. The Atlantis is used for a Cadet cruise at once per semester based upon conditions and security.

LT Seral has also been frequently on loan to the Diplomatic Corps, having been assigned a number of limited excursions. These often occurred during cadet cruises to the different worlds of the UFP to give tours and presentations to dignitaries and universities. The Lieutenant performs presentations on Starfleet History, Origins, Political Repercussions of historical interactions, as well as tours of the museum ship. Being an instructor has not limited her post-graduate work. Being known to say "a logical being seeks to improve their mind, without end" as she is fond of quoting Ambassador Spock. There are whispers among some students, that Instructor Seral, is 'a professional student.'

On her personality, LT Seral is an amenable officer, capable and given to well thought out actions as well. She claims her two greatest inspirations in her life to be; her mother A’Sera of Vulcan, a Lieutenant in the Sciences division of Starfleet, and Ambassador Spock of Vulcan. In her own expression, her fondest memory of her youth on board a starship was when she was seven years old, spending a day with Ambassador Spock while he was being transported to mediate a peaceful cooperation between the Romulans and Klingons. He continues to be an inspiration to the Lieutenant.

Since before relocating to earth, Seral has held a fascination for things human but was unable to explore them. Once on Earth, she was able to feed her curiosity and fascination with human culture, very well fed it was indeed. Records indicate that for several years ongoing, beginning 2396, Seral held a deep friendship with Security Officer, LT Samuel A. Beck, and was introduced first hand to many human customs and culture by him. Note: Form 600-35 on file.

Current: The recent assignment as Junior Attache to the delegation mission to discuss a peaceful resolution of the conflict with the Klingon ambassador and his team showed much confidence in her preparation and knowledge by the Ambassador. The fact that there arose a conflict between her and one of the ambassador's assistants was not considered to be her doing, but proved out to be political cover for the breakdown of the talks. The Lieutenant was awarded a Meritorious Service Medal for resolving the situation without injuring the Klingon, even though he had stabbed her several times in an apparent attempted lethal assault. Regardless of the failure of the mission in general, the Ambassador had nothing but praise for the Lieutenant.

-Starfleet intelligence reports that evidence exists the Cestus III assault forces were already en route when the incident occurred, the incident not the cause of the attack.-

The reason for this re-evaluation is two-fold, to determine if A) LT. Seral is fit to return to duty after the incident, and B) If her request to be transferred to starship command pathing or to reinstated as an academy instructor is warranted.

It should be stated clearly, that academically Seral was always exceptionally astute, dedicated and focused. There was not a class in which she was not able to master the materials within.

Physically; she was exceptional by human standards due to her youth in the heavier gravity environment of Vulcan, and her healthy regimens and eating habits aid in her healing. Her physical recovery is nearly complete, light duty for a few more weeks should see her completely physically healed.

Psychologically; Seral seems unharmed by the incident, though as should be expected second guesses her actions and blames herself for the failure. I believe she will move on from this as well, and learn from the situation in time. Complicating the matter, however, is her insistence of following adherence to an obscure Vulcan school of thought. The Lieutenant believes she must accept emotion to grow from it, not suppress it. This is in conflict with many other tenants which she follows from her people, and my research into the practice shows this creates a disparate personality. As such I must state by my professional understanding she is by this evaluator's opinion too unstable emotionally to be considered for command promotion at this time. I see no reason however not to reinstate her in position of Academy Instructor.

Addendum:
Since joining Starfleet two decades ago, LT Seral became known to command strictly as an academic. Permission to leave the secure dock in which the Atlantis museum ship is kept has become less and less frequent due to security concerns since the Undine resurfaced. Irritation with these situations have become apparent by her logs which have begun to show her dissatisfaction with her position. Her contacts within the diplomatic core have not provided the satisfaction sought, causing her to requested permanent transfers several times though they have been denied. Unfounded rumors that she is a security risk still seemed to haunt her career. Against my recommendation, she has inquired and been offered a position as a science officer at the very remote outpost, DS15.

Against my own better judgment, I am approving her request for transfer the 11th fleet. She will be be ferried to DS9 via the USS Hiroma, from there she will pilot the USS Curie, Danube Class Runabout NCC 92949 to DS115 designated Starbase Archer in the Zenas Expanse.

After 6 solar months of working as a floating science officer, filling in for the Sciences Department both on and off station DS15, Seral was granted to select a small team and lead a mission of her own design. Her mission was one of exploration, small-scale, but detailed and using her entire body of skills learned at the VSA. The ultimate purpose to find a permanent world for the growing number of Lekaari refugees on the station.

Summation of her mission logs indicated that probes were sent to 127-star system within 20 light years of DS15, and upon analysis there remained approximately 30 possible worlds to investigate after probe analysis. During the planning phase, the Lieutenant was in daily conference with the Lekaari elders and people, learning about their culture and language in order to better determine what their needs were beyond the most basic.

Once assembled and launched, her team spent roughly 25 of 30 days each cycle for a year, in survey and analysis of planets of the Zenas Expanse. Her team consisted of herself as commander and Planetary Scientist, Dr. Eric Sanderman as a mission specialist in Archeology, Lt Stephan Michaels Security, and Ens Carol Chandler as engineer replacing Cpo Katay who was initially tapped. Apparently part of her criteria for choosing a crew was that all but Sanderman be qualified pilots and capable of interpersonal cooperation with the temperamental archeologist.

Additionally, The USS Faraday was reassigned from SB47 to work in concert, providing mobile support of the mission, by request of Admiral Young. CDR Delancey and crew provided additional support in analysis and probe maintenance as well as resupply and recreational facilities from time to time. Once a suitable world had been established, supplies and personnel to construct the base colony structures were tasked from both the Faraday and DS15.

By all metrics, the mission was a success, and CDR Delancey put in a request that LT Seral Val S’Nat be considered for a merit promotion. This consideration is being pushed to her new duty station as she is to be reassigned to the 38th fleet due to the restructuring of the 11th fleet in light of the Hur’q resurfacing. Vice Admiral Sakkhet’s has already signed off on her release.

As a side note, however; a psych consult is requested concerning the report by Dr. Sanderman that decisions were made to avoid DS15 whenever possible due to psychological trauma. He indicated that Seral confessed to him that she chose to do analysis in the field, and resupply with the Faraday rather than returning to the starbase due to a desire not to be on that particular station. The cause Dr. Sanderman claimed, was a PTSS resulting from the attack upon the station by a force of Borg. Note official reports by base staff March of last year. Apparently, the idea of being assimilated is incredibly haunting to her, as was the image of having to combat those whom she had known and were assimilated. A councilor has been assigned to assess.

  • Dinner at Klang's: A social gathering on Qo'nos, at the estate of a fictional member of the high council. Activities include: the feast itself, a revel with Klingon foods and drink, as well as interpersonal conversation and challenges; challenges of honor to be dealt with words or violence; tests of strength and endurance; romantic interactions; diplomatic challenges; subterfuge and espionage; escape and evasion tactics for both ground and starship level.

  • Seral-Atlantis NX-05: A private simulation made from holo-photography of 8 archaeological explorations, and recovery missions on the original NX-05, as well as the recovery and subsequent faithful reconstruction of the ship launched in Feb 2156, disabled and scuttled June, 20th 2156 over Tau Ceti IV. Few of the specs were changed, some upgraded material and processes were used in it's reconstruction, but nothing but a metallurgical analysis would show those differences. The simulation includes the shuttle pods, the original 2156 era space docks and a view of 2156 Earth. The final portion of the holographic reproduction allows the user to walk among the crew as they go about daily tasks or join them as a member. The crew is reproduced based upon Captain Weiss and the original crew manifest, and personnel records of Starfleet.

  • Pon Farr: While more data is known about this Vulcan cycle than in previous centuries, it is still considered to be intensely private. Counselors and Chief Medical officers should note that the Vulcan physiology has progressed to an ability to acutely suppress emotion and control one's actions. However; a throwback to their early evolution is a mating drive that cycles every five Vulcan years, equating to approximately seven UFP standard years. This cycle can result in a severe upheaval of personality in the direction of finding or returning to a mate.

  • In the particular history of Seral of Vulcan, this officer is not as of 94469.6, mate bonded. She has eschewed the bonding after initially being paired in traditional arranged marriage with a V'Ros, subsequently killed while attempting a Vulcan maturing ritual called the Kahs-wan. Seral was ceremonially bonded to a second mate when she would have been 14 UFP standard years of age. This bonding too was broken by another Vulcan maturing ritual, this one named the Rite of Tal'oth. Rules were broken, when the telepathic bond between Seral and her bond-mate T'Arrik alerted the latter to danger which Seral was facing. He sought her out in the forge in which they were to be surviving singularly. T'Arrik was slain by the poison of a le-matya, his body was carried out of the Forge by Seral for honorable burial.
  • Make note, Seral believes that she carries yet the remains of his Katra, or soul memories. This may be the true cause of her unwillingness to accept another mate.
  • According to Starfleet Intelligence files, one Security Officer, LCDR Samuel A. Beck (deceased) had filed correct forms 600-35 with Starfleet indicating that there was an intimate relationship ongoing with Seral of Vulcan/ Seral Val S'Nat. The status was marked renewed from 2397 through until his death in the Battle of Sol at the conclusion of the Iconian conflict.
  • Volunteer missions: Seral has become well known to senior staff of DS15 for volunteering to to take duty shifts on volunteer missions, some of which are classified above this level. These are stress points as they often are with most officers. Be aware that these exist as this is not strictly an academic officer any further.
  • Amarr assault on Starbase Archer; A stress point of being in direct conflict in which every man woman and child on the station was in physical peril. One of the reported incidents linked was during the clean up, in which there was un-exploded ordinance that required disposal. The mixed team disarmed and disposed of the several tonne shell which had the potential to destroy a large section of the station, including the deck in which LT was originally working before joining the effort.
  • Borg Invasion of Starbase Archer; LT Seral flew shuttle runs to put civilians out of harm's way, then returned and was present at station in the command center during this attack that threatened the entire station. There were reports of hand to hand fighting in which she put herself into the path to protect senior officers. She then worked consecutively several additional shifts on the clean up in the aftermath. LT Seral has reported nightmares, waking hallucinations and disturbing feelings of unease concerning the dead on both sides, and those killed that were in the process of being converted into Borg. Her greatest unease though seems to be with the concept of being assimilated.
  • Reports were forwarded that the Lieutenant has made attempts to avoid the issues and in Vulcan tradition suppress the experiences rather than deal with them. After in depth study of this officer, it is my professional opinion this is an error. My experience suggestions the best option to suggest is personal analysis and acceptance of the situations, and establishing a plan to move forward to a sense of normalcy rather than avoidance.

Emergency surgery was initiated while patient was maintained in a suspension field to allow for cellular sutures to the aorta and a protodynoplaser was utilized to stabilize her immune response while the surgeon regenerated the damaged kidney.

    Patient was placed in a medically induced coma for 96 hours to induce rapid cellular regeneration. Patient was declared stable and awakened, cognitive and reflexive reactions established within parameters. Patient transferred to San Francisco Mercy General by request for convalescence. Patient ordered bed rest for 10 days, and referred into a physical therapy program.

    Patient permitted to return to duty after full physical and psychological evaluation after 2 months injury leave. Follow up performed 3 months post surgical, Patient wounds showing normal healing.
