AAR: Ralin Diplomatic Outreach (A Nod Is...)

NARRATIVE: RRW Tagor departed DS13 at the scheduled time, headed for Azedi space. On entering Azedi space, we encountered two dreadnoughts but went unnoticed and were able to continue past.

On arrival in Ralin space we awaited word from Starfleet and determined the best potential landing spot. Two major population hubs came to light out of many. However after determining that there was a large structure in the northern city that sensors could not penetrate, I determined we could not risk this being a governmental facility like the stations, and focused on the southernmost city.

Once the message was received from DS13, the teams loaded the message aboard the probe and it was transported into a marketplace in the southern city on Ralin Prime. The message, included here for documentation, was as follows;

"To the people of Ralin and the Confederacy of Azed: we come in peace. My name is Lev bim Bozgid and I am a diplomat for the United Federation of Planets, a republic of hundreds of members united under the principles of liberty, exploration, and peace. We know very little about each other, and our interactions have so far consisted purely of armed conflict. I am reaching out to you today to open a dialogue between our people with the goal of establishing mutual understanding, peaceful exchange of information, and ultimately a lasting friendship. I look forward to speaking with your representative, and would be more than happy to meet face-to-face if the situation permits it. Greetings again from the United Federation of Planets, and thank you."

The message was broadcast for several minutes, before the device appeared to be moved to a shielded location. We cannot confirm who this was moved by, but given the local population density the odds are good in favor of it being a Ralin.

On our way to the planet of the Ralin, we encountered on sensors a situation of a species unknown to us in distress. The two dreadnoughts had intercepted a convoy of ships we have no knowledge of in our banks, potentially a new species. After consideration it was determined we were unable to directly assist without putting the mission at risk. A shuttle was deployed under cloak to attempt to rescue any living survivors from the unknown vessels' escape pods. We were unable to locate any survivors. The sensor scans of the vessels have been included with this report.



RECOMMENDATION: We can only truly wait, in regards to the message, to see if contact is made.

In regards to the attacks on the convoy we witnessed, it may be worth projecting the course that was made by these individuals. If there can be more deaths prevented it's worth a perfunctory search of the area so long as it's not deep in their territory, one imagines.

NARRATIVE:
Crew departed from DS13 aboard the R.R.W. Tagor under Commander t’Xereth. As an Intelligence Officer, I manned communications and sensors in order to have access to the most data possible and to ensure the covert nature of the mission.

Upon arriving at the edge of Azedi, the Tagor’s sensors picked up two 2492 dreadnoughts, traveling at impulse. The Tagor’s trajectory would have put us within half a lightyear of the ships. Because speed was not imperative to the mission at the time and sensor range on 2492 vessels and stations are still an unknown, I suggested we alter course to ensure the dreadnoughts would detect us. Commander t’Xereth agreed and made the proper course corrections. The Dreadnoughts continued on their heading and we were able to move through Azedi space unmolested.

Approximately fifteen minutes later, the Tagor’s sensors picked up another group of ships. These ships did not match any known 2492 designs and were not along the Tagor’s path. The Tagor continued course, arriving at the edge of the Ralin homeworld system. No dreadnoughts were present, however two orbital stations were present on opposing hemispheres of the planet with a variety of smaller craft moving in and out of the system utilizing wormhole technology. Further scans determined no other cloaked ships were in the area. From the information gathered from scans, Commander t’Xereth locked in a course to sections of the planet between the two orbital stations to minimize the likelihood of detection.

As we waited for Starfleet to transmit us the communication they were formulating, the ships of unknown origin the Tagor’s sensors had picked up dropped out of warp. Moments later, the 2492 dreadnoughts jumped into the system via wormhole technology and began to immediately fire upon them. Some discussion among Commander t’Xereth and Commander tr’Aodhh about attempting to covertly intervene commenced, however it was decided the mission was priority. Commander t’Xereth decided to send a shuttle under cloak to attempt a covert rescue mission while the Tagor continued to the Ralin homeworld. Commander tr’Aodhh attempted to assist by putting together a deflector mod designed to mask transporter signatures on the shuttle. Once the shuttle was deployed, the Tagor resumed course.

Once closer to the Ralin homeworld, I began sensor sweeps of the planet to determine species compositions. Two main cities in the north and south. The southern city was comprised of 81% Ralin, 15% Kacem and 4% another indeterminate species. The northern city was comprised of 77% Ralin, 5% Kacam, 6% Frith, and 12% other 2492 species. Commander t’Xereth asked for opinions from myself and Commander tr’Aodhh for opinions. We all agreed finding an area of heavy Ralin concentration would ensure the best chance of the message avoiding governmental suppression. I suggested the southern city to avoid the government facility in the north and scanned for an area of heavy Ralin concentration. Commander t’Xereth suggested a marketplace. From the scans, I was able to offer a specific marketplace location.

After some discussion, it was decided transporting the probe directly into the marketplace carried the least risk of being detected. The probe was beamed to the marketplace and we were able to confirm the message was successfully delivered. A few minutes later the Tagor stopped receiving the transmission. Scans could not detect any detonation from the probes location so it was likely moved somewhere shielded. With no additional probes provided to repeat transmissions, the Tagor had no other option but to withdraw and set course for DS13.

On the return trip, the Tagor retrieved the previously deployed shuttle. Unfortunately any survivors of the convoy attack were taken prisoner by the 2492 dreadnoughts and the shuttle did not make an attempt to claim any bodies or wreckage with the dreadnoughts still present.

RECOMMENDATION:
Based upon my observations from the mission, I have several recommendations to make.

Firstly, it seems problematic Starfleet decided to wait until the Tagor disembarked to construct the communication. Waiting for the transmission kept us in 2492 territory longer than necessary, increasing risk of the Tagor’s discovery. Had we been discovered, it is highly likely we would not have lived long enough to transmit the communication, less retreat from Ralin space.

Secondly, due to the potential of government suppression of the communication, at least three probes should have been provided. These probes could have been simultaneously deployed at locations highly dense in Ralin population. This tactic could have increased the likelihood of Starfleet’s communication dispersing through the general population significantly.

Thirdly, it is questionable as to why two Romulan Commanders were assigned to this mission. While it did not appear to negatively impact the mission, the idea of having two commanding officers of the same rank on a ship together is problematic. Because the Tagor is under Commander t’Xereth’s command, Commander tr’Aodhh was not a necessary asset to this particular mission. This in no way means to suggest Commander tr’Aodhh himself is not capable, but simply could have been problematic on the basis of potential contradictory orders.

Fourthly, it is my opinion the shuttle should never have been deployed to attempt rescue of the attacked convoy. As unfortunate as the loss of life was, the risk of being revealed was too high. Had the shuttle been identified, 2492 warships likely would have responded with an immediate and detailed sweep of the surrounding area. Because we still do not know the sensor capabilities of 2492 warships, we would have had no reliable way to avoid detection.

Addendum: Upon reading Vice Admiral Perim's AAR, recommendations should be made for the Romulan detachment to receive all orders and intentions. The ambiguity mentioned in the report would have been a nonfactor if Starfleet had properly communicated orders to the Tagor.

NARRATIVE: After receiving intelligence regarding the sociopolitical structure of the Confederacy of Azed (previously 'Species 2492'), command decided to attempt to send a message to the Ralin, the confederacy member species deemed most likely to be opposed to hostility and most likely to be receptive to diplomatic overtures. The hope was that a direct appeal would bypass any interference or negative propaganda about the Federation and provide us an opening to further peaceful communications. In order to accomplish this, a Republic Warbird (RRW Tagor) was tasked to enter Azedi space under cloak and deliver a comms probe containing a message from the Federation. To minimize delay, the warbird was dispatched while the message was being composed on DS13.

The message was ultimately recorded by Diplomatic Corps Attache Lev Bim Bozgid, with input from Starfleet and the RRF. The message was transmitted from DS13 to the Tagor, where it was encoded into the probe. Due to an ambiguity in Tagor's mission briefing, their crew was under the impression that the message was intended for the Ralin populace, rather than their leadership structure. As a result, Tagor delivered the probe into a civilian marketplace, rather than to a government authority. The probe was subsequently removed from the marketplace and taken to a shielded location. Command and the FDC do not currently believe this deviation will have a negative impact on the overall objective.

Tagor additionally reported witnessing a pair of Confederacy dreadnoughts interdict and destroy a convoy of unidentified cargo/transport vessels. While this is disturbing behavior, it is not dissimilar to previously documented unprovoked attacks in the Kelterre and Doza sectors, and it is not surprising that the trend continues within their own claimed territory.

RECOMMENDATION: Command intends to maintain current fleet posture and await a reply from the Ralin.

ADDENDUM: During gamma shift, stardate 94808.5, DS13 Ops tracked the approach of a small probe-like object traveling at low-warp on a near-collision course with the starbase. The object's signature matched that of a probe previously encountered during the Species 2492 attack (ref: AAR).

Yellow Alert was ordered and shields were raised. 3 docked civilian vessels were ordered to shelter-in-place. One vessel within the shield perimeter on departure vector was ordered to return to port and complied without incident. Seven vessels were ordered to depart the system immediately, all complied. Captain Thiessen was notified of the situation.

The probe was requested to identify itself, and did not reply. Ops sent orders to reduce speed and change course, without reply. The probe entered the local system, still on approach vector. At a range of 322,341 km, the probe sent a narrow-beam transmission and exploded. A lack of outside influence or signs of distress from the probe lead us to conclude that its destruction was the result of self-destruct. This behavior has been noted from Azedi probes previously (ref: 2492 Activity). The transmission from the probe was routed to and received by our external comms platform. The message was examined for malicious code and found to be clean. At this point it was determined that there was no further threat to the starbase and Condition Green was restored. Normal civilian traffic patterns were resumed.

The message received was unencoded plain text in our language:
94818.8 (-22.744, 110.589, 54.875)

We believe this to be a reference to a stardate (four days from now, shortly after gamma shift) and a galactic coordinate set. Our best guess at this time is that this is a reply to the diplomatic message sent to the Ralin. As such, this report has been appended to that AAR.

A shuttle with EVA Team was dispatched to the former location of the probe to survey the debris. Nothing of interest was recovered.

RECOMMENDATION: The probe's destruction was clearly not intended to harm us and it didn't take any overtly aggressive actions. This may be the closest thing we've ever seen to a non-violent encounter with the Azedi, and Ops recommends Command treat this as a diplomatic reply.
