AAR: Ralin Peace Talks (...As Good as a Wink)

MISSION: Establish peaceful contact with the Ralin, establish a cease-fire agreement if possible.

OUTCOME: Diplomatic contact with Confederacy established, cease-fire agreed upon. Follow-Up meeting arranged based on mutual agreement to withdraw from each others space.

NARRATIVE: At Stardate 94818.5, a meeting held by Admiral Perim informed the executing officers of the intended mission, giving clarity on the result of the message delivered to the Ralin. As intel on who received the message was inconclusive and the message we received in return was vague and non-specific on terms, it was decided to move with caution. The USS KASSANDRA under CAPT Derix would take point, delivering the group to the agreed upon coordinates at the specified time. Two additional ships, the USS ATTAR and USS AKAGI would standby in a nearby system with the RRW TUTTALIUS remaining under cloak to serve as a communication bridge.

After an uneventful journey, KASSANDRA arrived at the specified coordinates at Yellow Alert condition to remain cautious. Three ships matching designs from Species 2492 were detected, though not matching the Dreadnought classification observed previously. According to scans performed, threat level from those ships was minimal (Detailed readouts and scan results are attached to this report for further study and inclusion in further briefings on Species 2492).

CAPT Derix opened hailing frequencies, transmitting the first message. A reply was soon detected. Maintaining caution, Engineer Mana was ordered to isolate and check the return signal. After determining it to be non-intrusive, contact was established. A meeting on board KASSANDRA was agreed upon.

It is worth noting that the method used for transportation utilizes the same Wormhole Technology,or the same principles as those used for powering Species 2492 ships. This led to a brief moment of confusion when a small wormhole materialized inside the Ready Room (at the indicated coordinates for transport). Said wormhole displaced part of the chair in the process and was not deterred by Shields! It is currently unknown if the wormhole can be established through shields as well, or if the connection merely remained after shields were raised, however this is an area we should investigate thoroughly as it could mean a devastating disadvantage during potential hostile engagements.

A security officer from Species 2492 arrived via the Wormhole first, scanning the immediate area and the personnel present, CAPT Timoreev, CMDR Nimitz and CAPT Derix. Radiation exposure was detected, likely result of the wormhole, though it remained even after the wormhole was closed, however, it was determined to be of non-lethal dosage at the time by CADET Tierno. She alerted the CMO to have anti-rad Hypo's ready for after the meeting.

Questions about Attache Lev Bim Bozgid's non-presence were asked and answered, upon which their main representative arrived, introducing himself as Arch Guide Aci. Preliminary greetings were exchanged, and a mutual desire for more peaceful relations was established. Perhaps surprisingly, it was revealed that our secret message had been relayed to the Confederacy as a whole and the Arch Guide was speaking for the whole of the Confederacy, not only for the Ralin. The Arch Guide expressed interest in a potential Officer Exchange to learn about the Federation and expressed curiosity if the Ship represented the workings of the Federation. An exchange of information about our cultures was proposed by CAPT Timoreev and graciously accepted.

The reporting captain at this point relayed the desire of the Federation to establish a cease-fire between the Confederacy and the Federation. The Arch Guide was willing to agree to this, provided Federation ships would leave the space claimed by the Confederacy and not cross into their territory again. Engineer Mana provided a PADD upon which the Arch Guide indicated the claimed space, which was deemed acceptable, providing a fair amount of time for any Federation vessels currently in Confederacy Space to be diverted and leave without being intercepted.

Upon reviewing the indicated area, it was noted that Talos Junction Outpost, on Yuhop, fell into their claimed territory. CAPT Timoreev, wishing to avoid a potential discovery of this outpost after not disclosing it, informed the Arch Guide of the Outpost, though the specific nature of the Outpost was kept vague, with CMDR Nimitz describing it as part research, part R&R location. While this seemed to throw a bit of a wrench into the negotiations at first, a reminder that we were not aware of Confederacy space at the time of establishing said outpost brought the conversation back on track.

A temporary cease-fire was agreed upon, along with a follow-up meeting aboard Starbase DS13 a week later. Details about the meeting would be transmitted through the Arch Guide, along with reports on the withdrawal of Federation ships from Confederacy space.

The reporting captain believes the Arch Guide expects the removal of Talos Junction Outpost as part of the agreement to be made at that meeting and the initial willingness to remove Federation personnel from Confederacy space likely will make it difficult to contest that.

The meeting was concluded in good faith and KASSANDRA returned back to DS13 without incident for debriefing by RDML Konieczko.

RECOMMENDATION: Preparation for the follow-up meeting and determining best course of action for dealing with Talos Junction. At the very least, in order to keep peaceful talks as uncomplicated as possible, the original nature of the outpost should remain undetected. Additionally, recommend research into the wormhole-technology and how it can bypass our shields.
