LOCATION: Fleet Admin Offices, Deck 75

MISSION: Respond to medical emergency call.

OUTCOME: On site medical evaluation determined the Admiral was under the effect of a hallucinogen. Patient was sedated and transported to sickbay. Further medical information below.

KEY PERSONNEL:
Vice Admiral Neema Perim (Patient)
Lieutenant Commander Gira Niya (Initiated Medical Emergency Call)
Lieutenant Commander Katriel Sedai
Lieutenant (j.g.) Jonathan Cullum
Lieutenant (j.g.) Costas Delphiki (Responding Physician)

NARRATIVE: Several minutes before the above stardate a medical emergency call was initiated from the Fleet Administrative offices, specifically the office of the Vice Admiral. Prior to the call the Admiral was heard over the base public address system speaking several seemingly unrelated and nonsensical phrases.

Upon arrival the listed officers were already on scene, attempting to ascertain the Admiral's condition. A medical scan revealed the Admiral was suffering from a powerful hallucinogen (Specific strain information is attached). This was confirmed with a matching scan of the Admiral's dinner. An icoberry tart was identified as the vector of transmission. Security secured the sample and is following up. After attempts at communication failed I administered a moderate dose of Morphazine and had the patient transported via site to site to sickbay one's isolation two.

More in-depth scans conducted in sickbay revealed a far more sinister and targeted ailment, which is the reason for the reports classification level. The hallucinogen is mixed with two other components. First, a strain of aphasia virus and second, a very specific enzyme. The enzyme is unique to trill, and further only compatible with unjoined trill. Specific analysis of both the virus strain and enzyme are attached. I will provide a more brief outline of the combined effect, and additional consequences.

The hallucinogen serves as the primary transmission vector and masks the other components from anything but targeted scans. The aphasia virus creates the most immediate and observable symptoms by targeting the temporal region of the brain. These symptoms include loss of language speaking and comprehension and significantly degraded auditory and visual capabilities. Left unchecked the virus can be fatal. The third component, the enzyme, is actually binding with immune cell receptors to create a timed release of specific antibodies. Over the course of roughly 72 hours this enzyme will create enough antibodies to completely remove the virus. This set-up was meticulously crafted to ensure the Admiral is unable to report for duty for at least three days. It's not possible to purge individual parts of this set-up. A total purge is possible, but the effect on the body is severe and the process is time intensive. The safer course of action, and the one currently in effect, is to allow the virus to burn out after the three day period.

With a critical peace conference only a day away the timing of this is not a coincidence. The Admiral will be out of action through the weekend and unable to attend. However, that aspect of the investigation is being handled by security.

RECOMMENDATION: Devote resources to the security investigation surrounding the incident.

OOC: @bobisgod171 is the GM for this event. Don't expect to talk to Perim IC'ly for a bit, though!

LOCATION: Security Offices.

MISSION: Identify links, if any, to delivery of toxin to Admiral Perim.

OUTCOME: Full confession.

KEY PERSONNEL:
Commander Dandin Strand
Senior Chief Petty Officer Grorsh

NARRATIVE: Officers on the scene during Admiral Perim's medical emergency requested the my department detain and question the Admiral's yeoman, who had delivered the food that contained the toxin. The Petty Officer was located in his quarters in a state of distress. He immediately confessed upon our arrival and willingly submitted to arrest.

Petty Officer Grorsh outlined motive and opportunity in an interview in security. The Petty Officer's sibling, Ensign Birg, was killed in action aboard the U.S.S. Damocles, one of the first vessels lost to Confederate Naval forces. Grorsh was distraught over the loss of family and worried about the impending arrival of the Confederacy for peace talks. His anger at the lack of action and belief that Admiral Konieczko would take a harder line prompted his action.

Security has no reason or evidence to suspect any accomplices and is ruling this investigation complete. The data gathered has been forwarded to JAG, and Senior Petty Officer Grorsh has been suspended and confined to the brig pending trial.

RECOMMENDATION: No further action required. Case has been forward to JAG.
