NARRATIVE: On Stardate 95038.4, with authorization from Admiral Konieczko, I sent a message to the only currently known point of contact with the Junayd. Via their observer, who was posing as Cadet Tierno. Ms Tierno, was reluctant to contact them due to what she perceived as a failure on her part by helping us, with locating the Gainsborough survivors, and again with attempting to contact the Junayd ships during the battle at DS 13. She feared they would ignore her, or worse demand her return to be decommissioned. She expressed a desire to remain, and I told her I would argue for her if she helped. She did.

Later at Stardate 95038 A Junayd vessel was reported to be approaching Deep Space 13 attempting to make contact with myself. Before the Victory could move to DS 13 however the ship changed course and arrived at K7. Upon their arrival we received a text based message demanding the return of their technology, Ms Tierno. I stated that was not currently up for discussion as we had many questions and needed to speak with one another. This back and forth persisted for a short bit, and I started requesting authorization to use necessary means to protect the station. As I asked the ship moved on a collision course with K7. As we moved to intercept Admiral Konieczko came over the COM and advised we would surrender the Observer. At this point the ship changed course and moved away from the station. Conversation resumed as the Admiral now had the lead, and attempted to gain certification the Junayd would speak with us. I advised my disagreement with the returning of Ms Tierno, and this was later noted. I also advised the Admiral of what I had been told by Ms Tierno if she were to be returned to the Junayd.

Once the Admiral was satisfied with arrangements, he authorized the transport. After receiving Ms Tierno the Junayd ship then moved away, and exploded. No ships in orbit of K7 had fired, and the Admiral advised they had not taken any hostile action. Ship scanned the area to be sure there were no cloaked vessels that may have taken action, there were none. Scans of the debris showed the ship had self destructed. Some inorganic remains were recovered, as is typically found on Junayd ships.



RECOMMENDATION: Unknown, the Junayd exhibit the same lack of concern over life as the Azedi had demonstrated. Further contact while necessary, should be done with care.

ADENDUM:

As noted in Captain Quint's report a communication from Captain Caspius brought attention that a Junayd vessel was on a heading for Deep Space 13. I originally appointed him, as he was the ranking officer present to handle communications with the Junayd. I then contacted Captain Quint as he is more familiar with the Junayd through his interviews with Tierno to move to Deep Space 13.

As the USS Victory began departing we received word again from Captain Caspius that the Junayd vessel had redirected course and was now heading for Deep Space K-7. I informed Captain Quint to hold his movement and he positioned somewhere outside of current fleet space at Deep Space K-7. We awaited the Junayd and upon their arrival they transmitted a text based message asking directly for Captain Quint. You may find the full transcripts collected, compiled and attached. They then went on to demand back their technology.

Captain Quint clarified their demands for Tierno and began to attempt to open a dialogue. He was promptly shut down by the Junayd vessel, he attempted began and the ship let out a high-energy sensor pulse and almost immediately after set a collision course for Deep Space K-7. In the rapid process before the movement of the Junayd ship could be properly processed, Captain Quint asked for authorization to use force as needed, I told him to "standby" as I was about to take over. As the Victory and her CO registered the movements they re-positioned between the Junayd vessel and Deep Space K-7.

I informed the Junayd not to approach further and that we would provide them with their observer, I had not intended to do so then. Captain Quint voiced his disagreement, something that I did not acknowledge then. The Junayd responded to my message by stopping their approach and returning a safe distance.

I made it clear that I believed the Federation and the Junayd should open a peaceful dialogue, attempting to convince them of that by bringing up the shared common ground of history with the Azedi. There were several tense moments of silence as I wondered if my message had fallen on deaf years. I prompted them for their presence, knowing based on sensors that they were still there. I was informed that the observer would not know the knowledge I had given them and that we returned Tierno for 'decommissioning' a dialogue would be considered. I had felt there was a fairly decent chance that their terminology was not simply removing her from service however I lead myself to believe otherwise. I pressed them further for a guarantee, informing them again that we are open to speak to them and would rely on them speaking back.

Captain Quint came across a secured line and informed me that she is a living being and feared death, something he believed would be the result of being back in their hands. I did not acknowledge the Captain's message at this time. The Junayd came back after this and they told me that they would hear our words. I asked that Tierno remain with us longer and continue to observe us. My intention of course being to limit what we would allow Tierno to observe, then when it came time for future dialogue between the Junayd and the Federation we would bring Tierno along for debrief.

Again, the Junayd came back demanding their technology returned and refusing to allow us to 'study it further and if we wished future talks Tierno would be returned.' It is not captured but I contacted Captain Aloran in this time. I informed him of the situation and I asked for his recommendation. He recommended that I do as they ask.

In reviewing the official capture of communications it appears as if this was a rapid choice made by myself to hand over Tierno. I can only state that it was not. It was a decision made by myself but I did weigh the recommendations of Captains Quint and Aloran, I fell back on my own knowledge, I looked to my intentions to open a dialogue, end conflict and by extension provide sector security. It is my belief that firing on the Junayd vessel and destroying it would end any chance of a future dialogue immediately. Had we refused the Junayd were likely to ram Deep Space K-7 or possibly the Victory had they been quick enough to position themselves in the path. There are civilians aboard Deep Space K-7 and good officers serving on the Victory. I'm sure they would have given their lives if asked, but I certainly did not want to ask. Again, this also would not have been productive to open a dialogue.

I gave the order for Deep Space K-7 to beam Tierno over to the Junayd vessel. While there was a feeling there was no confirmed knowledge that the Junayd would kill Tierno there was even less that they would do by the self destruction of their vessel.

<DEEP SPACE K-7> Put the hammer down. We just received word that the Junayd are expected to arrive shortly. Weapons are unpowered at this time, we want to keep it that way.

<DEEP SPACE 13> Priority One Urgent: Deep Space 13 to Commodore Konieczko, Starbase K-7.

<USS VICTORY> Well..That was easy. En route.

<DEEP SPACE K-7> Go ahead Deep Space 13.

<DEEP SPACE 13> Captain Caspius here. The Junayd have changed course and are now en route to Starbase K-7.

<DEEP SPACE K-7> Understood Captain, thank you.

<DEEP SPACE K-7> Victory from Konieczko. Don't drop the hammer yet, Updated information is that they're changing course for K-7 now.

<USS VICTORY> Understood.....Why cant everyone be this eager to talk?

<USS VICTORY> We will take up a holding position about eight K away. Should give us plenty of room.

We both have seen a repulsive side of the Azedi and we hoped to engage in peaceful talks to prevent that from happening again to us or other powers in region. We do not know much about them and certainly do not agree with what they did to your people and only learned of it after your existance became evident at our station.
