MISSION: Return the DS13 Intelligence, Science, and Counseling Departments, presently numbering 35, 20, and 160 respectively, to station. In addition, return 38th Fleet command and administrative officers to station.

NARRATIVE: On stardate 95076.3, Deep Space 13 was notified that ships carrying returning DS-13 personnel had entered transporter range. Embarkation priority was assigned to the inbound personnel and, over the course of the next hour, the inbound personnel were transported and shuttled aboard, certified for duty, notified of their position in the current duty roster, and assigned to quarters. In addition, 38th Fleet Command returned to the station. A welcoming reception was held for the personnel.
RECOMMENDATION: Now that all remaining assigned DS-13 personnel have returned to station, the station should be provided with its full expected complement of officers and crew through a combination of reassignments, transfers, and assignment of new personnel. Following the accomplishment of full personnel staffing, civilians should be welcomed back to the station.
