NARRATIVE: The starships USS Eminence and USS Shackleton made a rendezvous with the starship USS Tiberius in orbit around the Siral Colony. The objective was to make a detailed analysis of the temporally displaced Starfleet transceiver discovered by the USS Pegasus on its last away mission to the colony. In addition, the USS Tiberius crew recovered several fragments while engaged in aid operations to the colont. The fragments appear to have originated from the unidentified attackers.

After arrival, all samples were sent to a lab on board the USS Tiberius. Cmdrs. T’Vrin and Mandra began analysis on the recovered hull fragments while Lt. Pertwee began analysis and disassemby of the recovered transceiver. Results of the analysis are attached to this report.

Several hours after analysis began, the Tiberius suffered a minor incident which caused several overloads in the science lab. As a side effect, some of the hull sample phased partially through the floor of the lab. This necessitated removal of the floor in order to recover the sample.

RECOMMENDATION: The temporally displaced nature of the recovered transceiver has been confirmed. Analysis of the hull fragments has also yielded interesting data.

No conclusions can be drawn, and my recommendation is that no further action be taken at this time. Due to the content and potential scope, this report and all information will be forwarded to Starfleet Command and the Department of Temporal Investigations. The USS Langley is currently en route to recover the transceiver. The hull fragments are being secured aboard the USS Eminence and USS Shackleton.

This report and all materials will be considered restricted until further notice.

To all concerned,

We would like extend commendations for your adherence to protocol and timely reporting of these events. You will also be relieved to know that, because none of the involved parties were temporally displaced at any point during these events and there is no conclusive evidence that this temporal event was or will be caused by any of the involved parties, none of you are currently subject to investigation.

As for the report itself, it is currently beyond our means to proceed further. DTI lacks the operational assets to initiate search operations for the alleged Starfleet temporal refugees or deal with the potential external threat posed by the unknown aggressors. As such, operational command of this situation will be given over to Starfleet Intelligence, which will maintain contact with our department.

Effective immediately, the report and all attached materials are to be reclassified as confidential and accessible only to authorized personnel and Starfleet ranks Captain or above. Any new intelligence gathered is to be classified as highly sensitive and restricted until further notice.

The unknown aliens pose a potential threat to Federation interests and civilians. Starfleet personnel are permitted to resume normal operations with respect to the aforementioned aliens. Although they are temporally displaced, the external threat posed falls outside our purview. However, any intelligence gathered during operations is still to be classified until further notice, in the interest of temporal security.

Starfleet personnel are strictly forbidden from any actions intended to gather intelligence or make contact with the alleged Starfleet temporal refugees unless authorized by Starfleet Intelligence. This and all the above have been reviewed and approved by Starfleet Command and can be confirmed if needed.
