LOCATION: Batris System, Ba'aja Sector

MISSION: Investigate reports of temporally displaced Starfleet contraband coming from a base in this system.

OUTCOME: Success. Temporally displaced Starfleet materiel found on site. Original location for said materiel found to be a rogue planetoid in the Allodus Sector.

NARRATIVE: The listed officers (minus CAPT Lyn) were called to a classified briefing by a representative of Starfleet Intelligence named Tycho, who reported the discovery of Starfleet materiel among a shipment of contraband found on a freighter three days earlier. This materiel had been found to have originated some four years in our future. This displacement corresponds to the appearance of two factions in the T'yavi sector that are also time-displaced; one claiming to be Starfleet, and the other of unknown origin. The materiel itself came from a privateer group operating out of the Batris system and led by a man named Joris. In order to determine where Joris was getting the time-displaced materiel, Starfleet has issued a warrant to investigate the base.

The above officers traveled to the Batris system aboard the USS Eminence, with the USS Endeavour and USS Shackleton held at the edge of said system as backup. As Joris was not wanted for previous crimes, and may have come across the time-displaced materiel as legal salvage, we opted for an open inspection of Joris' planetoid base, though we would not mention the temporal displacement. On the Eminence's approach to the base, it was challenged and hailed by two Orion frigates, serving as guards. CAPT Bishop spoke with the lead frigate's commander, a man named Denesh, and presented our warrant, stating this was a routine inspection. After some bluster, Denesh allowed us to proceed. At CAPT Bishop's recommendation, the team transported to Joris' base armed with hand phasers. CAPT Lyn remained aboard the Eminence.

On the base, we were greeted by Joris himself, and after taking a moment to allay his concerns, we wre permitted access to Joris' logs and led to a small side-bay. While LTJG Valore studied the logs for anything untoward, this officer began scanning any Starfleet materiel present for signs of temporal displacement, CMDR Akaela began a visual inspection, and CAPT Bishop continued to talk to Joris in an attempt to gather more information. Our inspection uncovered the following time-displaced items:

  • One (1) Modular terminal from an Odyssey class starship,
  • Six (6) crates of personal gear, including hand phasers, tricorders, and medical supplies,
  • Four (4) PADDs,
  • Two (2) crates of starship components,
  • Assorted personal effects.

It should be noted that most of the personal gear and PADDs were powered and in working order when found.

LTJG Valore's search of the logs indicated that the materiel Starfleet had already seized had been sold to one DaiMon Ket. Joris himself had logged the items salvaged. A note of a shipment of frogs used for illegal fights was also found.

When we asked Joris where he was getting the Starfleet materiel, he refused to answer; despite assurances that all we wanted was the location and that we would not interfere with his salvage operation. Joris became defensive, even frightened, when the possibility of Starfleet shutting down his operation for non-cooperation was raised. Even the offer of compensation for his trouble would not move him; he insisted that if he talked, Starfleet would ruin his 'big score'. When it became clear that Joris would not cooperate further, CAPT Bishop ordered that the time-displaced items be confiscated, and proceeded to depart the bay. Seeing that CMDR Akaela was continuing to speak with Joris and had seemingly established a rapport with him, this officer withdrew to a discreet distance and called LTJG Valore away, allowing CMDR Akaela a chance to salvage the situation. After some minutes of conversation, CMDR Akaela signaled this officer to return.

Joris indicated he was willing to divulge the location of the Starfleet materiel he found, on certain conditions. To wit:
  1. That we guarantee that CAPT Bishop personally be kept away from Joris and his operation,
  2. That we acknowledge that the salvage belonged to Joris and that anything Starfleet wants to secure must be paid for, with price to be negotiated on an item-by-item basis.
  3. That Starfleet dispatch a ship to guard the salvage site, ostensibly from competing salvagers.

This officer, after considering the terms, agreed, and a contract was signed by both this officer and Joris. A full copy of the contract has been attached to this report. Afterwards, Joris handed this officer a datachip containing both coordinates to the salvage site and a security key for a shield he had installed there. We collected the chip, and beamed back to the Eminence.

The chip held coordinates for a region of seemingly empty space in the Allodus sector, only a few hours away at high warp. While the Eminence proceeded to the coordinates, the above officers gathered in one of the Eminence's science labs to study the confiscated time-displaced items. Radiometric dating of an artificial eye found among the items placed its age at 300 years. The modular terminal was registered to the USS Samuel Bishop, NCC-100821. Files and communiques in the confiscated PADDs were seemingly from people known to CAPT Bishop. When CAPT Bishop checked the terminal for past access sessions, he discovered that there were two entries of note: A 10 day old access by one CAPT Joaquin Valencia, and a 3 day old access by an unknown user - which CAPT Bishop suspects was Joris.

When the Eminence reached the provided coordinates, we found a rogue planetoid, Class D. CAPT Lyn took the ship down into a cavern in the planetoid's surface; the cavern had been concealed by a holographic cloak, but its presence was betrayed by the shield Joris had installed, which provided an energy signature that could penetrate the cloak. Inside the cavern was a large supply base filled with Starfleet munitions and supplies dating from the 23rd century to the present day. The cavern itself is artificial, with the excavation having been done some 300 years ago. CAPT Lyn ordered her crew to salvage any time-displaced items, and deployed a probe as a sentry.

RECOMMENDATION: It is this officer's considered opinion that Joris could not have found this planetoid by accident, and that there is a high probability that someone passed on either a hint or the full location to him for reasons unknown. If this location is known to others, it is possible they may be linked to the time-displaced factions themselves - and may return. Therefore I recommend that any vessel sent to guard the planetoid be fully briefed on the capabilities of both time-displaced factions and be prepared for hostilities.

Given CMDR Akaela's rapport with Joris, I also recommend she be our contact with him should we need to question him further. Finally, a vetted and experienced trader should be called on to represent Starfleet in negotiations for purchase of items from Joris in keeping with our agreement.

ADDENDUM: There are several issues that have arisen from this that must be addressed by command and detailed to all personnel before any mission is undertaken. This main issue seems to be a rather cavalier attitude to the presence of temporarily displaced items by certain officers. Let us be clear, this technology is from the future. Whether that is four or forty years, these items are from the future and we have no way of telling what information they may hold and what the outcome of the future may be if these items are used improperly. We are not temporal agents, nor should we pretend to be, but, we must try to prevent undue alterations of the future if we can. The matter of "whose future is it?" and "how can we alter something that has not happened" may be levied against my recommendation, and it is ultimately up to command to decide how we proceed, but we must not lose sight of the fact that any technology from the future has the potential to disturb the balance of power. This matter is even more pressing considering the technology is Federation. Merely from a security perspective, we cannot have items like this lying around.

Thus, it is this officer's opinion that ALL future technology should be confiscated and quarantined immediately. The owners of the items should be persuaded to give them up, through compensation if need be. If they continue to refuse to relinquish the technology, the items should be thoroughly checked and if they pose no threat to the current or future safety of the galaxy, then they should be returned.

When it comes to Joris himself, the record must show that he was not a criminal at the beginning of the mission. The investigation was not on the person himself, but on the goods. As the author of the main report has stated, Joris cooperated with the investigation into missing Starfleet material. However, this is where I believe that Joris, however unintentional, became a criminal. It was clearly stated at the start that we were investigating missing items and Joris proceeded to hamper and delay the investigation. Had I been accompanied by different officers, I may have arrested Joris there, however, I was, admittedly correctly, persuaded by the officers listed that I should not arrest the man, mainly because the nature of his criminality could be debated. Instead, I took the offending items and left, given our investigation was over and the man would provide us with no further information, clearly adamant to hold onto his knowledge. It was this officer's thoughts to monitor the station's incomings and outgoings to track down the source.

However, as reported, once I had left, the other officers continued to attempt to persuade Joris to give up the information, which they managed to. I must note that the officers acted with full authority and there should be no question of disobeying orders; I did not give orders to leave and once I had left the base and returned to the U.S.S. Eminence, Captain Derenzis became the officer in command. Thus, I have no grievances about the nature of the conditions that were agreed, as I am certain that Captain Derenzis and her team negotiated the best possible deal. However, I am disappointed that we were forced to concede a deal from a position of weakness when walking away would have been better for us. This is all in hindsight, but it is important to note.

With this being said, I commend Captain Derenzis and her team for taking the initiative and taking steps to complete the mission successfully. I would also like to echo the Captain's recommendations and would like to note that I am familiar with a trader that can possibly assist in negotiations. However, he is not a friend of Starfleet, and though that could be a boon to this, it might also backfire. I believe he was last seen with our KDF allies if this is a possibility that you would like to pursue.
