LOCATION: Rogue planetoid, Deep Space, Allodus Sector.

NARRATIVE: Landing Party consisting of above named officers (apart from CAPT Lyn, who remained aboard USS
Eminence) beamed down to the supply base, where we were met by Privateer Joris. Joris then showed us to a region of the base his people had been unable to penetrate, stating that something killed three of his personnel when they last tried to do so. We found a sealed door, with a nearby door panel opened and the isolinear circuitry inside unresponsive due to Joris' stated brute-force attempt at entry. At this officer's direction, CMDR Davin attempted to restore the circuitry to a point where CMDR Mandra could access and disable any failsafes present.
Unfortunately, the attempts to restore the circuitry instead activated the failsafes themselves, namely two phaser emitters embedded in the floor. LTJG Valore detected these emitters just seconds before the emitters opened fire. CAPT Morton was in the line of fire, but narrowly escaped being hit. While CMDR Davin attempted to shut the failsafes down manually, the emitters continued to fire seemingly at random, although CMDR Mandra was first to notice the beams targeted the privateers specifically, while avoiding Starfleet and Republic personnel. CMDR Davin was eventually able to shut the emitters down, and later destroyed them at this officer's recommendation to prevent their reactivation. It is estimated that between 20 and 25 privateers were killed or injured during the barrage. This officer called for medical teams to be beamed down from the
Eminence to treat any injured. The door remained open, revealing a corridor designed according to Starfleet ship specifications. SUBLT Aev was able to successfully ID and map the locations of an additional 14 emitters down the corridor, which this officer ordered destroyed before they could be brought to bear. Outside, at LTJG Valore's suggestion, CAPT Morton, LT Duarte, SUBLT Aev and LTJG Valore directed the evacuation of all remaining privateers to the
Eminence to prevent further deaths. At this time, it was believed Joris had evacuated with the rest of his people.
Scans from the
Eminence revealed the corridor extended into two separate areas, one a cluster of small rooms, the other a larger room with a heavily shielded chamber. At this officer's direction, the party minus CAPT Morton and LT Duarte proceeded to the larger chamber. Partway to the chamber, CMDR Mandra detected a data line she could tap into directly in an effort to disable any further failsafes; the line was behind a panel, which CMDR Davin cut into using his disruptor. CMDR Mandra was able to successfully access the data line, and while she was unable to disable further failsafes, she was able to confirm the security system present was actively tracking all personnel in the party, and had tagged Starfleet and Romulan personnel as 'friendly' or at least 'non-hostile'. CMDR Mandra also discovered that Joris was still in the base, having apparently chosen not to evacuate with the others for reasons unknown.
On reaching the door leading to the larger chamber, CMDR Mandra was able to open the door without any special requirements - the door seemed keyed to permit Starfleet personnel. Inside was a series of terminals and a computer core, which CMDR Mandra and SUBLT Aev discovered was in the middle of a data-wipe, initiated at some unknown time before. SUBLT Aev was able to halt the data-wipe, but not before large portions of data had been lost. One particular item stood out; a map of this part of the galaxy, centered on the Allodus sector, on which was displayed almost every known Starfleet vessel currently operating in this region, as well as a number of non-Starfleet vessels. The group collectively surmised that the map may be assembled either from data from the future, or being updated in real- or near-real-time from monitoring ship transmissions. This officer requested the
Eminence leave orbit, proceed to a given distance away, and return while exercising radio silence until they returned to orbit. The marker representing the
Eminence did not move until the
Eminence resumed contact, giving credence to the latter hypothesis on how the map was assembled and maintained.
During the above test, CMDR Davin told this officer that the failsafe we found at the first door was, despite using Starfleet equipment, of Romulan design. This suggests that we may also be looking at temporally displaced Romulan personnel, though whether from the Republic or the remains of the Star Empire is unknown. After the
Eminence returned to orbit, CAPT Lyn noted that the attempt to track Starfleet vessels on such a scale had been unsuccessfully attempted by Preator Shinzon some years before. CMDR Davin confirmed the sensor map and data collection was similar to Shinzon's attempt, though more successful.
At this point, SUBLT Aev, who had begun examining other terminals, reported that internal sensors had gone down. This officer contacted the
Eminence and on learning that Joris had disappeared from sensor contact for them as well, requested security teams to being sweeping the corridor and chambers for Joris; the assembled officers also prepared to defend the operations room should Joris mount an assault. Security arrived without further incident, and without further sign of Joris. After leaving one team to secure the operations room with CMDR Mandra to continue attempts at data retrieval, the party and one other team proceeded to the other end of the corridor, which housed what appeared to be crew quarters. Security teams were sent in to clear separate sections while this Officer, LTJG Valore, CMDR Davin and SUBLT Aev searched a neighboring section of quarters. All officers were given orders to stun Joris on sight.
This officer spotted Joris attempting to aim a weapon at the group. I called out a warning to the group and fired in an attempt to disable Joris. CMDR Davin also opened fire. While my shot succeeded only in disarming Joris (and causing his weapon to explode, injuring him), CMDR Davin's shot hit Joris and stunned him temporarily. This officer then attempted to secure Joris. At this point, Joris demanded to know what we had seen in the other room. While this officer attempted to contact the
Eminence to have Joris beamed to sickbay, Joris proceeded to escape my grip, and drew a second weapon.
At this point, this officer was hit from behind by a heavy stun beam, striking the shoulder area, and temporarily incapacitating me. I would later learn that LTJG Valore, in an attempt to stun Joris, had fired the shot. By the time I had regained some awareness beyond my immediate condition, Joris was dead, apparently from turning his weapon against himself.
RECOMMENDATION: The supply base and operations room within should be locked down AT ONCE. The ability to track almost all of Starfleet poses a clear security risk, and access to it must be strictly controlled. While we made some progress in determining how this tracking was being done, the exact method used to assemble the map needs to be determined in order for appropriate countermeasures to be used to defeat future attempts at tracking.
With regards to the shooting incident resulting in my injury, it is this officer's considered opinion that the incident was an accident. The narrow field of fire, my own position with respect to both Joris and LTJG Valore, and the rapidity of events all combined to produce the above mentioned result. It is this officer's conclusion that LTJG Valore is not at fault, and no disciplinary action is required.
This officer would also commend the actions of CMDR Davin and SUBLT Aev, who helped to counter the security failsafes in a bid to prevent further loss of life, and who were able to shut down the data wipe. Full analysis of the data collected should be attempted, and the data itself secured as best as possible.
