Admiral,

I hope this communication finds you well. I write in regards to the operation against the TSTT of which I believe primary operational independence has been handed over to Captain Nimitz. I'll start by saying, I've done some research on the TSTT, and it's my understanding they are a civilian Federation trading corporation and any reports I have been able to access show only circumstantial evidence they are anything but. Surely, worthy of investigation, but not militaristic action at this time.

Last week, I paid a visit to the U.S.S. Endeavour whilst my shuttle underwent repairs and was involved in what seemed at first to be routine supply run to the Vonta colony in the Kelterre sector. Unfortunately upon arrival, it was discovered that the colony was operating as a front for a slave ring operation. The full details of which should be included in the After Action Report which should be provided by the Operational Commander in due time.

During questioning one of the prisoners, a Ferengi, mentioned that he would give information on the TSTT, however this was the only mention, any suggestion the slavery ring operating on Vonta was supplied by the TSTT is conjecture. Captain Bishop, however, took this as a solid fact that the TSTT were involved. A sentiment shared by Captain Nimitz who arrived to support the Endeavour while under attack. Upon learning of the TSTT mention, Captain Nimitz began a rather bloodthirsty exclaim where he mentioned wanting to "erase the company off the face of the galaxy".

At this point, I attempted to appeal to the Captain's senses, as Starfleet cannot act as judge, jury and executioner of the Federation, particularly with this being a civil case, to which himself and Captain Tanaka vehemently disagreed. Captain Nimitz further assured me that the Admiralty, later expanded on to mean yourself, agreed with his assessment that Starfleet should be dealing with this directly. He supplied me with a PADD showing a communication from yourself, however the communication only mentions that you were awaiting information from Federation security and would pass that along to the Captain once you received it.

I have to be honest, Admiral, had that PADD revealed that you were authorising attacks against Federation civilians, I would be skipping the Chain of Command in this instance. I feel what has occured is a serious dereliction of duty on those involved.

Captain Nimitz left abruptly, and I raised my remaining concerns with Captain Bishop. Admiral, I'm not a lawyer, but I would hope to have the same grasp of Federation and Interstellar law any Starfleet officer, let alone a Line or Flag Officer would, or should, have. Captain Bishop demonstrated a regard for civil law that both Captain's Nimitz and Tanaka did not, and while his words eased my mind on this matter, Captain Nimitz and Tanaka unfortunately appear to have forgotten their duty to uphold Federal law.

Admiral, I must request at the very least your orders to Captain Nimitz are clarified to include how much operational freedom he has, as well as what processes he can undertake. Further, Captain Nimitz implied he had evidence that this corporation is involved in a slew of illegal and illicit activities, if that is the case (something I am unfortunately loathe to accept as fact), I would implore for all appropriate legal actions to be investigated and implemented against the civilian entity to dismantle the support network of their criminal activities. Meanwhile Starfleet can continue suppressing activities that fall under our jurisdiction.

To that end, I wish to confirm the Dallas has returned to active duty and I will be happy to engage in deterrent operations, should you deem it. The Dallas, her crew and I are available should you wish to discuss matters further or for immediate reassignment.
