OUTCOME: First Contact not established. Vayttian pilot not returned; brought back to DS13 on the grounds of poltical asylum.

NARRATIVE: After careful consideration following the rescue of the Vayttian pilot, this officer decided that an effort should be made to conform to her wishes and return her back home. This was not a simple task; there was a possibility that the Vayttians were in a civil war and to return the pilot to the wrong side could result in her death. However, due to the fact that contact with the Vayttians was inevitable given their presence in the region, this officer elected that the primary mission should be to establish First Contact, and, upon understanding the political nature of the Vayttians, return the pilot if she so wished, as a secondary objective. Precautions were taken to escape the region should the system be unstable, without opening fire on any attacking force.
Upon arrival in the system, we noticed that there were few signs that a war was taking place; civillian traffic could be detected, though military ships were in dock around the fourth planet in the system. These were powered down. Our hails were greeted by an automated message to deal with space traffic. However, we were unable to respond to their request of whom we wished to contact, due to the design of the message. It was realised that a special glove that was issued to the Vayttians, was needed to proceed further. With Vayyolet's consent, we used her glove to attempt to contact the diplomatic corps. Vayyolet noted, with surprise, that there was no response from the diplomatic corps, and that it did not exist anymore. Contact with Vayyolet's ship, the V.S.S. Ne'Roran, indicated that there was nobody assigned to the ship currently. It was at this point when Vayyolet opened up a news channel and became very distressed.
The channel showed an execution by firing squad; the executed Vayttian being Vayyolet's commanding officer. Vayyolet became very distressed and had to be calmed and comforted by Captain Derenzis and Commander Larson. Upon witnessing this, this officer decided that the political situation was potentially volatile, and there was no chance of returning Vayyolet to her home planet. This officer, therefore, aborted the mission and departed the system.
Upon analysis of the news report, and of Vayyolet's testimony, we are unsure why the commanding officer was killed. News reports list it as heresy which seems to conform to Vayyolet's statement that her side won the war, but we cannot discount the fact that the war itself was based amongst religious lines and this execution was the continuation, or the formal end, to the civil war.
RECOMMENDATION: Vayyolet's future, already complicated, has become even more complicated. The U.S.S. Endeavour is returning to Deep Space 13, where this officer will recommend that the Federation grant Vayyolet political asylum. However, it should be noted that, at the time of the submission of this report, Vayyolet has not been informed of this. Steps should be taken to explain to Vayyolet this process and ask her opinion. It is also to be noted that Vayttian social custom dictates that the age a Vayttian is considered an adult is fifteen, and Vayyolet is aged thirteen. Furthermore, counselling indicates that her mental capacity is low compared to Federation standards, although it is not known if this is the norm for all Vayttians.
Information on the Vayttians is at a premium, and this officer recommends that information gathering about the state of Vayttian affairs should be gathered as a priority to establish whether or not future communications with the Vayttians should take place.
This officer would also like to echo the commendation placed by Commander Larson for Captain Derenzis, in calming down and comforting Vayyolet. In addition, this officer would like to echo the commendation placed by Commander Samaras for Lieutenant Shinwa, whose modifications to a Vayttian transponder would have enabled us to exit the system safely if the Vayttians proved hostile. Simulations run following the event showed the modifications would have confused any sensor system, buying the ship valuable minutes to escape the space without any shots being fired from either side.
