Starfleet prides itself in tolerance and acceptance of all, regardless of any labels that define us. Your actions at the Event Horizon Lounge yesterday showed a complete disregard to the service you signed up for, bringing not only yourself into disrepute, but your colleagues, Deep Space Thirteen and the 38th Fleet, and the Federation as a whole. Your exchange with Subcommander t'Cyklaas was founded on racial overtones that are completely unacceptable in this day and age. Not only this, your exchange was based around information that took place with a Level 2 security clearance; not matters you can toss about at a bar.
With regards to disrespect to another officer which led to breaking confidentiality on a recent report, you are being charged with one count of Conduct Unbecoming an Officer.
The following disciplinary actions will be taken:
Effective immediately, you are placed on a full suspension from active duty. This suspension will last a total of thirty (30) days from the date of this message. You may remain onboard the U.S.S. Endeavour during this time, but you will be limited to civilian only areas.
You are to submit a full written apology to Subcommander Eviess t'Cyklaas, CC'ing myself and Commander Samaras into the message.
You are to review confidentiality protocol and complete a refresher test administered by Lieutenant Commander Jan before returning to duty.
This notice will be permanently attached to your Starfleet personnel file and made available for review by any future promotions boards, awards committees, or superior officers to whom an understanding of your service record is relevant.
Your actions have jeopardized your standing and reputation within the Federation. You are strongly advised to consider the implications of your actions, and to understand that further violations may endanger your career in Starfleet.
You have 48 hours to acknowledge receipt and understanding, or to dispute the claims by filing a request for trial by court martial. If you request court martial, limits on the severity of punishment are waived, and if found guilty, you may be subject to severe disciplinary actions such as demotion, discharge from Starfleet service, or incarceration.

After a review by the Judge Advocate Corps, Command has elected to amend this letter of reprimand with revised charges and disciplinary actions. Due to both your interactions with a Romulan Republic Exchange officer and your subsequent exchange with your superior officer, you are being charged with one count of Provoking speeches or gestures.
The following disciplinary actions will be taken:
