AAR: Long Way Down

LOCATION: Jiriis II, Jiriis System, Aldebaran Sector

MISSION: Deliver colony supplies.

OUTCOME: Most supplies delivered without trouble. Jiriis II refused supplies, stating that they no longer wanted Starfleet assistance.

NARRATIVE: The U.S.S. Bark was tasked with delivering supplies. These supplies were delivered without incident, with the exception of the fifth delivery to the colony on Jiriis II. Upon arrival at the colony, we noticed a significant upgrade to their orbital space from the last known configuration. There were many orbital defence satellites, which we later ascertained to be from a group called "Hassan's Orbitals", a company that was recently purchased by the TSTT.

Upon contact with the colony's representative to inform them of the arrival of the supplies, we were told that the supplies were too late and that the colony no longer wanted them, saying that their request had been fulfilled by private contractors. It was learnt that the previous governor had lost her seat to a newcomer (the one we were speaking too), who promised sunshine and rainbows, and everything in between.

After establishing that the colony wanted nothing more to do with Starfleet, we opted to keep the supplies and moved to continue our deliveries.

RECOMMENDATION: It is clear that the TSTT have some hand in this colony, but we are not sure to what extent. I would recommend that we ramp up intelligence investigations on the TSTT. We certainly don't have any proof that they are acting illegally currently, but to anticipate their next steps may help to uncover illegal actvities, as well as hinder their plans.

ADDENDUM: During the conversation with Tedal Nik, the new governor of Jiriis II, this officer requested Lt. Niraj to search local news networks for clues behind the change in government, the dramatic increase in defense satellites orbiting the planet, and the colony's new stance with respect to Starfleet. Lt. Niraj found the following items of note:
  • The changes observed in the colony appear to have started with the delayed supply shipment, which at the time of this report is four months overdue. Local media outlets, which Lt. Niral described as "shock media" used the delayed shipment to denounce former governor Zyshia zh'Kilihr and call for her removal. The resulting election saw her ousted, and Tedal Nik installed as governor.
  • These same media outlets are also calling for secession from the Federation, although at this point there is no formal declaration of indepedence.

This officer had inquired Tedal Nik about the motive behind the increased number of defense satellites. Mr. Nik stated that there were no real problems with pirates or other threats. Rather, the satellites were put in orbit because, quote, "It would just be a shame to have these lying around not in use," unquote. Mr. Nik then went on to state that the colony is now prosperous because they no longer need Starfleet support, having found private companies - of which Hassan's Orbitals is presumably one of many - to provide for their needs instead. His attitude toward this officer was arrogant, bordering on hostile when this officer and CAPT Nimitz noted the fickleness of private contractors as a basis for a planet's defense.

RECOMMENDATION:It is this officer's considered opinion that we are witnessing the first moves of a hostile takeover of a Federation Colony. Although CAPT Nimitz and LTJG Niraj are of the opinion that the Trans-Sector Trading Triskaidecarch is behind this takeover, this officer notes that the evidence to support such a hypothesis is limited. However, given that the TSTT has been the subject of multiple investigations of criminal activity, this officer would note that, should Jiriis II formally declare independence, the TSTT may decide to move their corporate headquarters to this planet, thus putting it safely outside Federation scrutiny.

This officer therefore recommends that Starfleet intelligence devote resources to investigating the forces behind Jiriis II's change in stance, as well as learning just how widespread the anti-Federation sentiment is on Jiriis II. This officer is concerned that, if Jiriis II formally leaves the Federation in favour of TSTT rule, that the people there will be exploited in favour of a small ruling elite of which Mr. Nik is a suspected member. Starfleet intelligence should also investigate other colonies in this sector, to see if similar anti-Federation political movements are likewise mobilizing, possibly with support from the mystery actor behind the Jiriis II situation.

Finally, our own failure to deliver the requested supplies on time was what gave the anti-Federation faction on Jiriis II the opportunity they needed to seize power. This officer therefore recommends increased attention and resources to our colony support efforts, to insure other colonies have their needs met, and thus to restrict other political attempts by outside actors to influence colonies in this sector to secede.
