MISSION: Intelligence gathering on the Vayt and their recent war with the Nelaraans.

OUTCOME: Status of the Vayt and the Nelaraans acertained. Vayyolet cleared for return.

NARRATIVE: After establishing First Contact with the Vayt, we have been collecting more information about the race. Most of what we know comes from the information packet we received from the Vayt. Observations indicate they were a mostly peaceful speices until a few months ago when a Civil War was fought.

The Vayt are the biggest power in the Nwr Sector. They were the founding member of the Planetary Trade Union (PTU). Unlike the Federation, this Union is solely trade based; member states do not follow any conformity rules with the exception of allowing free trade between borders and restraint from fighting other member races. These rules are enforced by trade embargos, but the PTU has no means of making people follow the embargos. Recently, there has been continued animosity between the Nelaraan Empire, with several member states being attacked and other member states defecting over to the Nelaraan Empire. This caused some alarm in Vayt which caused the rise of a nationalistic group on the planet.

It should be noted that ever since the dismantlement of the Ultranova weapon by Starfleet, Nelaraan influence has waned.

Earlier this year, the nationalistic group seized control of the Vayt parliament and a short Civil War was fought. There were limited civilian casualties, the majority of the casualties being governmental ships and defenders. The nationalistic group were supported by the Vayt military, an elite group of soldiers called the Nwrus. After the war, life largely returned to normal for the Vayt. They did pull out of the PTU, however. Our last mission to the planet had the Vayt launch an attack on the Nelaraans. We can confirm that this war lasted a week and resulted in the destruction of the Nelaraan homeworld. The Nelaraan Empire is currently fragmented and in civil strife. The Vayt have withdrawn, not ceasing any assets; it's clear that their casus belli was to destroy the empire instead of territorial gain.

Analysis of the execution of Vayyolet's previous commanding officer told us that they were executed for breaking a sacred religious law. Reports suggest that this law was regarding some sort of relationship, but we are not sure what the exact nature of the relationship was. Because of this, we cannot find any evidence of Vayyolet being in danger upon her return.

RECOMMENDATION: A closer eye should be kept on the sector politics with the fall of the Nelaraan Empire and the collapse of the Planetary Trade Union. The Vayt, though they are the biggest power, seem relatively amenable towards us and have not made any further military excursions following their attack on the Nelaraans homeworld. Instead, they have begun to trade with other powers in the region, albeit outside a free trade deal like before. It is the opinion of this officer that the Vayt are focused on retaining the status quo, now that their enemy has been crushed.

Furthermore, it is this officer's opinion that Vayyolet has no grounds to claim asylum, with there being no danger to her life should she return. She should be informed of this and allowed to make a decision regarding her future.
