NARRATIVE: Ms. Kalris, Lt. Niraj and I were tasked with accessing the Xedi ship's computer cores and retrieving as much information as we could regarding the Xedi, their travel plans and their intentions. Using the login information Ms. Kalris had acquired from the Xedi ship's helmsman, we were able to gain access to most sections of the computer core, including privileged communications addressed to the helmsman from an unknown coordinator.

There were several written messages and one voice message tagged with a restricted 'CELL' tag; the helmsman was able to receive messages and so we were able to view them, but he had no access to the 'CELL' subspace network to create or send his own messages. Given the text of these messages, this ship seemed to be functioning as a data courier, carrying messages from one location to another to render them untraceable through the normal subspace network.

"Helmsman." the voice greeted in a positive tone. "We have new orders for you. There is a very... important transport making its way to a neighboring system. Escort it to the Parin system, but watch what you do. It contains quite a bit of munitions, and even some very unstable ordnance. Its helmsman knows what it is doing, so defer to them for all navigation.

Whatever you do, do NOT approach any of the Kingdom of Parin's military border installations. They seem to be keeping a vigilant eye over their territory. A... Parin ship known as the R.P.V. Sword of Revolution will rendevous with you not far from there. The codeword is 'A Friend In Need'.

Good luck, and I'll wait for you to come back. Be safe."

Per LT. Niraj's analysis of the message headers, this communication originated in the Isep Xedi system on stardate 97523, approximately a month ago. Whether it came from the planet itself or another ship is not possible to tell from the information we had on hand. A further investigation of the data we pulled from the core may give us more insight. Lt. Niraj was able to pull the last three months of the database with the access codes we had.

Shortly after we retrieved this information, Team One set off an alarm; I made contact with Commander Samaras to confirm the situation was under control and Lt. Niraj and I concluded the download of the computer core and returned to the staiton for debriefing.

RECOMMENDATION: With regard to the data we pulled from the drive, I recommend we have it fully analyzed to see if our computer specialists can gain access to the CELL network. Determining who is part of this network could be critical to gaining a broader understanding of this situation.

Though it falls outside the scope of my assignment within this mission, I have spent all my time since I arrived on this station studying the Xedi and relevant data made available to me. There has been a reticence from Command to take a position on these rebels, and as we're in the middle of establishing a diplomatic relationship with the Xedi homeworld I can understand why no one wants in on this. I've got some suggestions I hope you'll consider when choosing that final position.

Per the team that examined the personal items of the Xedi crew, these people are not a trained military force. The Xedi consider their drive toward the acquisition of knowledge to be a religious mandate, and the willingness of incumbent Xedi government to accept the Federation's unwillingness to share advanced scientific and technological information in exchange for the Federation's friendship was seen by many as a betrayal of their core ideals.

The Klingon equipment onboard the Xedi ship confirms that the Xedi rebels are already receiving help from other civilizations, and we can't dismiss the involvement with Parin suggested by the intended meeting with the RPV ship. From at least one of those sources, they've also received dire warnings about trusting the Federation, and what the Federation does to its prisoners. This, coupled with the Federation's overt support of the Xedi planetary government, has placed us at odds with this rebel faction, whether we wish to be or not.

We have an opportunity here to act the part of peacemakers, to find a path to resolution for the Xedi and to uncover the source of these weapon shipments all at once, but our first steps must include gaining the trust of the rebels we're now holding captive. I endorse the suggestion made by CMDRs Akaela and J'Atho'Anor that we return their personal effects to them and transfer them to more comfortable quarters under guard. The sooner we can open a meaningful dialogue the sooner we can unravel this tangle.

NARRATIVE: This officer was filling in for Captain Bishop who deemed that this officer would be better suited to lead this mission due to previous background in shipbuilding. This officer was fully briefed prior to the event.

Lieutenant Valore opened up the briefing, and this officer split the group into three teams.

Team 1 was tasked with analysing the configuration of the frigates, as well as the Klingon weaponry installed. Team 2 was tasked with accessing the computer system to download any data of relevance. Team 3 was tasked with leafing through the personal effects of the prisoners to see if there was any information that could be gained from them.

The next portion of the report details the activities of Team 1. If a refit of any systems were to be done, firstly it was important to check if the power grid was able to support the necessary upgrades, so the team began by making their way to Main Engineering. Power was at minimal, with only power to life supports initially. Instead of risking a full power up of the ship, a portable power generator was beamed from the station and this was used to power a console which would display the power logs of the fighter. This was a prudent move, as after the console was powered, it showed that restoring power to the whole ship would be dangerous. This officer relayed this information to Team 2, and alongside Captain Derenzis, began to analyse the power logs, whilst Captain Bahieh focused on finding and ID'ing the weapons.

Power logs were minimal during the mission, but logs indicated an unusually large surge to force fields that took place around four weeks previous to this mission; for comparison, the engagement we had with these frigates is dated two weeks previous to this mission, so these forcefields could not have been tied to the shielding systems. It was found that these forcefields were heaviest around two areas in particular; a science lab, and a location labelled "Hard Storage".

Meanwhile, Captain Derenzis was looking into the disruptor and shielding installation dates, and managed to ID them to a date two months prior. The cloaking devices that was present on these ships during the U.S.S. Endeavour's engagement was not found. Captain Bahieh had also made progress on ID'ing the Klingon weaponry to be of the KV-W'ror4562-10 type II, a weapon commonly seen on Klingon ships ten years ago, around 2409, with a maximum output of around one quarter of a million terrajoules. It is important to note that these are official imperial weaponry, and not one developed by another house.

Once this information was collated, the team investigated both the Hard Storage and the science labs to investigate the reason for the increased power to the forcefields. Hard Storage was sealed tightly, and this officer attempted to bypass the biometric scanner to allow us access. This initially failed, as the computer recognised the bypass, but no action could be taken by the computer to purge any data as all the other systems were offline. This officer then managed to reroute power and authorise access, with the computer authroising access to an individual named "Citizen-Director"; it is unknown who this individual is. Inside the storage were the remnants of furniture, which had been completely destroyed by an explosion. Scans revealed that this explosion had taken place at some point in the past, but no date was able to have been pinpointed. There were no humanoid remains inside, but there was evidence of the cordyceps fungus in the room, though none of the team were at risk of infection due to the blast.

After sealing the storage again, the team made their way to the science lab. Here, the team found evidence of high grade explosive manufacturing (which were stored in Hard Storage, which is probably the cause of the blast), as well as attempts to synthesise certain medicine that the Xedi were not able to gain by official means, with lists to grey and black market suppliers for ingredients.

With all avenues of search completed, the team went through decontamination processes in order to make sure that none of the fungus was spread, and then reported to debrief.

RECOMMENDATION: This officer recommends that supplementary teams be sent to the frigates to confirm that the other frigates tell a similar story to this one. All ships should also be labelled as a Level 4 Biohazard due to the possible presence of more fungus in onboard.

One area of more investigation should be how the ships were able to cloak without any obvious cloaking technology.

Federation diplomats should contact their Klingon counterparts for assistance in tracking down how old Imperial weaponry fell into the hands of the rebels. They may be able to track down the rogue house responsible.

Intelligence operatives should investigate the ingredient suppliers for the medicine and/or the explosives. Questioning these suppliers may be able to shed some more light on the activities of the Xedi rebels.

ADDENDUM: While other teams were working on the ship, myself and Commander J'atho took to Engineering on the starbase to look over personal affects of the prisoners.

Some of the items were weapons, a few of which were modified with Klingon technology. Most notable though was the lack of commonality and no signs of mass production.. weapons were distinct and their maintenance was ad hoc instead of standardized for professional use. These were personal weapons taken care of by any means available. There was also signs that while Klingon technology was present, most of it was materials rather than whole weapons.

Most of the items were personal effects such as photographs, books, datapads with messages. Notably messages were written in such a way to obscure identities, perhaps with this scenario in mind. Initials were used and reference names such as "the feathers" which I believe referred to the Parin. Most messages and items were less of a use in terms of actionable intelligence but were very telling in explaining the motivations of the people and the level they are willing to sacrifice for their ideals.


RECOMMENDATION: To preface, it is well known at this point the Xedi rebels are willing to take actions that go beyond the reproach of our ideals, and I am not about to condone such things.

That being said, it is very clear these people are not megalomaniacal dissidents with the aim of causing unrest on their world without reason. Everything in their effects suggests they are well rounded people who keep close ties and have strong family relationships.. in fact they treat each other especially close as they chose to live in difficult conditions, with little to no supplies and little in the ways of outside support.. all for the purpose of achieving their shared goals of defeating what they believe to be an unjust government.

It is beyond this officer's station to suggest the proper Xedi government is deserving of this, but there has been a distinct cultural dissonance clearly in that these rebels are convinced beyond a shadow of a doubt that we are so entrenched with their government and abetting their evils that they feel the need to shoot us on sight. Our tendency to respond in kind as of late has done little to dissuade them of this. They are paranoid about us to a point they make secret deals with other nations, and the Xedi government waves this off as them being irrational. To say the government doesn't benefit from this would be inaccurate even if there is no evidence that they are supportive of the idea of the Rebels being against us. I recommend we take a closer look into the government, quietly if possible, to see if the stories we know about this schism are as accurate as we have believed.

Finally in an effort to try to better our currently terrible image among the rebels, I and Commander J'atho would echo the existing recommendation the prisoners be moved from cells to guest quarters and returned their personal effects, sans weapons or anything dangerous. This will hopefully be a first step into showing we are not enemies.. but more will be needed I think. The goal should be to try to improve our image among the rebels so they feel willing to talk to us on equal ground. They will not talk to us as prisoners, but they won't talk to us when we encounter them in space. We may have to make concessions to our guests beyond just making them more comfortable, but what those concessions are may have to be decided by higher authorities. I think it is worth the risk however.




OOC: This was a fun simple section of an RP, and I like getting to dive into this kind of thinking. Props to Valore not only for taking on this entire storyline but managing to hold it together RPing three separate scenarios at once because Sam is a menace despite the difficulty.

ADDENDUM: Following recommendations on the original report, this officer, along with Commander T'Lyra and Captain Valencia opened up another investigation into the captured ships to find the cloaking devices. Captain Valencia commented that the power from the engines could not sustain a cloaking device. Commander T'Lyra was able to access the ships logs and verified that none of the ships had any cloaking devices. An analysis of the sensor logs from the U.S.S. Endeavour's initial encounter revealed that the ships warped in very quickly, making it look like they had decloaked. A simple sensor calibration showed that this error could be corrected.

RECOMMENDATION: A brief sensor calibration should mitigate this error from reoccurring. It can be confirmed that the Xedi ships do not have any cloaking technology.
