Official report:
Responding to an alert request made by Lt. Sedai, security arrived in the public outpost lounge and discovered several individuals engaged in a scuffle, instigated by a dispute between Cpt. Boyson and Cmdr. Paxal. A confrontation between the officers resulted in insults, and Cpt. Boyson drew his weapons (perceiving Cmdr. Paxal as a threat), at which point Lt. Sedai requested security response.
Cmdr. Paxal attacked Cpt. Boyson (unarmed), and was restrained by other individuals on the scene. The Romulan, Saren, responded to the scuffle by drawing an energy rifle, possibly involved with instigating disagreement, detained in brig for possession of un-checked firearm.
Responding officer notes that several off-duty Federation officers on scene were carrying sidearms. No arrests made. Suggest official review of Outpost weapons carrying policy.
With assistance of Romulan Sublieutenant Vahkur, Cmdr. Paxal and Cpt. Boyson were detained and placed in the brig for questioning. Cpt. Boyson removed his rank insignia on scene. Cpt. Boyson's immediate interview indicates he feels his life is threatened by Cmdr. Paxal.

Incident appears to have been instigated by Cpt. Boyson following high tension as a result of "Aurora" incident earlier that day. Request review and correlation of reports.

Request review and questioning by ranking security officer and/or outpost commander.

Report as follows:
From what I have noticed and heard, Captain Kurt Boyson's vessel was destroyed several hours after this incident, which made him very much on edge. Acting Captain Susan Collingwood mentioned to me that evidence pointed to the bomb being Romulan in design.
After the Buildering simulation, some of us returned to the bar, where I had interactions with a captain Solvust and captain Lyspha. I am unaware of how the hostilities started but I noticed what was going on when captain Solvust began acting strange in what I can assume was her empathic abilities realizing what was going on.
When I turned to look at what was bothering her, I saw several Romulans and Captain Boyson standing at the bar, and Commander Paxal standing near the window, looking out. Captain Boyson seemed intently angry at the Commander, however I failed to see any reason as to why. Against better judgement, perhaps, I decided to attempt conversation with the commander. We had a short, very pointless conversation before Captain Boyson said something along the lines of displaying intent to arrest Paxel, however I saw no reason as to why he should be arrested. In response to such words, Paxal responded with harsh words, which caused the Captain to draw his weapon. The rest that ensued wasn't fully known by me, as when the Commander attempted to lunge at the captain, I did my best to hold him back, and thus my head was in his back for most of what was going on. Even after Paxal was detained, the captain still insisted on keeping his weapon drawn upon him, and I have it in my opinion he would have fired on him if me and captain Solvust had not held the Commander back. After Kurt had left, why is not known to me, I received hand cuffs from the Security officer, K'Tia, and detained the Commander with them, which followed with me leading him to the brig, where I relinquished personal effects from the Commander, minus his undershirt and trousers, and left the items at the security station.
My request may not mean much but I request Captain Kurt Boyson's eligibility on this station be tested, as this is not the first time he has started problems.

Reporting Officer: Commander Paxal, Romulan Republic.

Report as follows:

While I admit Captain Boyson and I have openly disagreed before, I was unaware at the time of the incident that he was under increased stresses. Non-the-less, the incident began when Captain Boyson interrupted my introductions to another commander of the Romulan Republic.

I attempted to make my displeasure known about this interruption known non-verbally to avoid disruption to the environment. To which Captain Boysion stated; "Paxal, stop trying to stare through me. I am not in the mood to deal with your crap."
I took this as a personal insult and walked away to prevent further offense, which would require I make a formal complaint or escalate matters further. Deliberately taking my attention to the exterior facing dome to avoid eye-contact, which may further provoke this highly unstable Earther individual.

Sublieutenant Vahkur approached me some minutes later. I regret that I may have let my frustrations show to this junior officer, given the circumstances however, I believed them to be perfectly justified at the time. I also lamented my lack of Klingon vocabulary to properly curse the unfortunate incidents of recent history.

Shortly after this, Captain Boyson could clearly be heard to say, "Captain Solvust, if you wish to prevent corpses, I would advise you to shut up Rellir."
I retorted angrily to this and threatened to remove part of his cardiopulmonary system and insert it into his digestive tract. It is at that time, Captain Boyson drew his weapon.

I do not recall what followed in my blind fury. I understand that Sublieutenant Vahkur, Station security and other Federation personnel intervened to prevent a lamentable loss of life.
Mild phaser burns to my abdominal region and holes in my outer protective clothing indicate that a weapon was discharged on a lower stun setting than would have been effective.

Once I had regained my senses and calmed down to make an informed, rational decision. I instructed a member of my crew to ensure that all Glaive troops returned to the ship. Further, I promised to submit to station security and subsequent investigation.

Supplemental.
I have since had a sincere apology from Captain Kurt Boyson, which I accept. I understand the pressures of command and the frailties of the human psyche that this contributed to his earlier hostility. This apology has been witnessed by Commander Faerith, who vouches for Captain Boyson's sincerity.

I regret the incident and apologise unreservedly to both the Command and Security officers responsible for Station Argo.

I shall submit a similar report to New Romulus Command.
