Subject: Official complaint filed by Commander Saren tr'Volskiar of the Romulan Republic.
Upon the most recent review of my terminal I had received information that a recently acquired ensign assigned to my ship, an alien by name of Wimble, was detained aboard Outpost Argo for schematics. While I fully understand the concern that this line of action brings up and likewise condemn it I also am severely upset by the fact that I was not asked to question a member of my own crew acting outside of orders. I understand that I was not in the immediate vicinity for the incident and it may have been considered difficult to take this course of action but I feel it is only fair to alert the command of Outpost Argo that as a representative of the Romulan Republic this feels like a direct insult regarding how Starfleet officers regard not only my crew but fellow captains of the Republic.
I would also like to take the opportunity to politely request that my crewman be returned to me so that I might question her. While upset as stated above I would like to extend an 'olive branch' and offer to share any information as well as stand in for questioning myself after I have finished disciplining the member of my crew in question. I hope that this will be acceptable to Outpost command and will help avoid any diplomatic incidents. I thank you for your time.

Your frustrations are acknowledged and understood. I do not believe it unreasonable that any commanding officer should feel slighted for not being involved in the investigation of criminal charges against their subordinate. I have personally investigated this matter, and it is my conclusion that a breakdown in communication occured, delaying news of these events from reaching you. Rest assured that an evaluation of these channels will be performed with the intent of isolating and correcting these failures to prevent a repetition of these circumstances. I would ask that you also bear in mind that the offense perpetrated by the officer in question constitutes a serious breach of security requiring swift action to prevent classified information from being transmitted to potentially hostile sources. While the United Federation of Planets and Starfleet holds the Romulan Republic and its representatives in the highest of regards, I must remind you that criminal activity commited within the boundaries of Federation space are subject to Federation Law and are the jurisdiction of Starfleet.
None the less, our investigation has exonerated the officer in question, and they will be returned to you along with a full incident report and a transcript of the interrogation conducted by our personnel. I hope that this information will satisfy your concerns, however if there remain any outstanding issues you may make inquiries through the appropriate channels.
