Captain, as I am sure you are aware, with the sudden increase of Klingon raids in your operational area, we need the front line ships to be at 100%. Unfortunately, the William Decker is not. And while a refit is possible, it would take the William Decker off the front lines for over 18 months.

Therefore, it is the opinion of this body that the U.S.S. William Decker be retired, and the U.S.S. Devron be reclassified as the U.S.S. William Decker-A.
The U.S.S. Devron was damaged in engagement with the Borg, which is why we are prepared to rename her.
