(old) ARREST REPORTS

Security officers making an arrest in the course of their duties aboard Deep Space 13 are required to file an arrest report within 24 hours of the incident. These reports are collected here. The arresting officer is required to identify, to the best of their ability, the person being taken into custody; to describe the circumstances leading to and rationale for the arrest; and to certify that the arrest was performed in accordance with all applicable Federation laws and Starfleet regulations. Use the Starfleet Security Handbook for guidance.

OUTCOME: Suspect placed in secure quarters, under guard, by orders of V. Adm. Amiri.

NARRATIVE: While attending a dinner for senior officers hosted by Capt. Caspius and attended by V. Adm. Amiri and Cmdr. Jekk, I observed Amiri receive a communique informing him that a prisoner of the Azedi had arrived on DS13. Caspius suggested that this might be "Justine", a fellow internee from his time in Azedi captivity, and he strongly suggested that if that were the case, she should be arrested as a threat to the safety of the station. Immediately thereafter, security was summoned to the Event Horizon lounge by Capt. Nimitz. Having received the call on my communicator and being proximate to the lounge, I opted to answer it myself. I summoned backup while en route to the call location.

Upon arrival, I perceived an environment of alarm and stress, but no apparent physical threat. In particular, Capt. Ailes seemed in a state of agitation; I have since learned that she was among the group of captives taken by the Azedi, which might explain her reaction to situation. Nimitz indicated to me by way of a head nod the suspect, an Andorian, who was tense but apparently calm, and enjoying a drink from the bar. I greeted her and asked her to identify herself. The suspect gave her name as "Justine". Having confirmed that the suspect was indeed the fellow captive Caspius had suspected, I asked her to accompany me out of the lounge. The suspect was amenable to this, saying, "take me into custody". I took this at the time to mean that she might harbor concerns for her safety in this open setting.

It was as I was preparing to leave with the suspect that I became aware of chatter and murmuring among the crowd of onlookers, which by this point had expanded to include my dinner companions Caspius, Amiri and Jekk. They seemed to believe that this Andorian was the disgraced V. Adm. Minari Ashkeph, whose story I was broadly familiar with from news reports more than a year ago. Uncertain of the accuracy of this identification, I chose to hasten our departure and conducted the suspect to the detention center without delay or further consultation with Caspius or Amiri.

Once the suspect was delivered voluntarily into a cell, I made contact with Caspius, who instructed me to formally arrest the suspect. I informed the suspect of her rights and gave her the opportunity to clarify her identity; she chose not to do so. Shortly thereafter, Amiri and Caspius arrived, and I was asked to summon JAG Lt. Stray as well. Amiri conducted an interrogation of the suspect, a recording of which is attached. In summary, the suspect, believed to be Ashkeph by all parties, claimed to have gained a modicum of trust from the Azedi and was offering to spy for the Federation. Caspius expressed strong misgivings about this offer, but Amiri ultimately accepted it.

In order to make the suspect more comfortable, Amiri authorized secure guest quarters for her. Caspius opted to convey the suspect to those quarters personally, and alone, a violation of standard security operating procedure. I was not present at the time this action was taken.

RECOMMENDATION: Continue to confine suspect to secure quarters until instructed otherwise by V. Adm. Amiri. Discuss security procedures observance with Capt. Caspius.

OUTCOME: Three suspects booked for assault and attempted murder.

NARRATIVE: A trio of Klingons belonging to the Pilgrims' security detail jumped their House leader, K'athon, and a couple DS13 officers, CMDR Kermit and LCDR H'ajah. Suspect D'ghust stabbed K'athon with an apparent intent to kill. LTJG Beles and GUL Ghemor came to the victims' aid, stunning suspects K'rang and K'rodos, while D'ghust fled the scene. LTJG Beles gave chase and caught up with D'ghust attempting to rally the rest of House Mabh. With assistance from witnesses H'ajah and Ghemor, Beles subdued D'ghust without incident with the other Klingons. K'athon was taken to medical for emergency treatment.

OUTCOME: Reget and Pringal taken into custody after each attempted to resist arrest violently.

NARRATIVE: Following positive ID of our main suspects, warrants were issued for the arrests of Reget and Pringal, but initially they were difficult to locate. I learned today that a patrol officer assigned to deck 28, Ens. Hikken, had failed to report in, and the station computer placed him within the primary computer core chamber that runs through the deck at the central axis -- a location that was not on his patrol route. Furthermore, the computer reported that his position had not changed for the past 10 minutes. I dispatched a team to check on him.

Immediately afterward, I received a comm link request from a separate location: deck 28, section B, supply room 12. It was Reget, calling to let me know that unless I got him passage on a ship with 1500 of his closest friends, his associate Pringal would destroy the primary computer core. After issuing orders to seal exits on deck 28 and beam out civilians to secure locations, I went down to negotiate with Reget face to face. At this point I feared that Hikken might be a hostage or worse.

Although initially Reget was willing to talk, and even seemed open to calm discussion of his surrender, he eventually started behaving irrationally. He had been discussing the blackmail tactics he might use to compel his victim, Vobok, to speak on his behalf at his sentencing hearing: a campaign of misinformation aimed at making Vobok look responsible for the Pilgrims' recent woes. After I agreed that it seemed he had considerable leverage, and again pressed for his surrender, he inexplicably launched his misinformation campaign, destroying any chance of swaying Vobok, and directly attacked me, eliminating any chance of leniency recommendation from my department.

With backup from Valore and Raincutter, I subdued Reget and ordered security to secure the core, fearing that Pringal might do something rash after losing contact with Reget. After Reget was secured and in custody, I joined the hunt for Pringal in the core. When I located him, he was physically struggling with Valore, but she managed to get the upper hand, giving me a clear shot to stun him.

Fortunately, Raincutter had managed to locate Hikken in a closet, injured but alive.

OUTCOME: Captain Rosewood has pressed charges against the suspect, Lieutenant Ori has not.

KEY PERSONNEL:

NARRATIVE: On arrival to the scene, myself and Ensign Akosh encountered the offender striking Captain Benjamin Rosewood. According to Captain Rosewood, the suspect had become violent following an apparent family incident, and began to strike Lieutenant Ori numerous times. Once we arrived, we secured the suspect and Ensign Akosh escorted her to the brig while I began to question Captain Rosewood and Lieutenant Ori on the matter. After gathering my facts from the two, I sent them to Sickbay before going and speaking with the suspect.

RECOMMENDATION: Recommendation that the child be given a warning and perhaps a course in anger management and a visit to a counselor.
