Admiral, Captain,

Given that the captain and crew of the U.S.S. Shackleton, as well as the administration of the fleet to which it is assigned, suffered as a result of the inspection under LCDR Pierce, I feel I should address you personally about the results of both Pierce's court martial and the Nebula Class Review.

First, Pierce's court martial was concluded five days ago, with a verdict of GUILTY on the charges of sabotage of Federation property, four counts of manslaughter, falsification of reports, and fraud. The last two charges extend back to his original work on the Shackleton as a consulting engineer during its construction, as he knowingly reported false results to the tests of his prototype dilithium matrix; the fraud attempt was exposed in the follow-up investigation conducted by the JAG Office here at Starfleet Command. Pierce has been dishonorably discharged from Starfleet, and sentenced to fifteen years at the Tantalus Penal Colony.

As a result of his actions, the inspections of both U.S.S. Shackleton and U.S.S. Sutherland had to be thrown out. However, the other twenty-eight Nebula class starships inspected in this time period have given us a clear enough picture for the Nebula Review Committee to render a decision.

It is the judgement of this Committee that the Nebula Class remains fit for its roles as defined in Starfleet Exploratory Directive 902.3, specifically as a mobile research platform, a border territory and deep space exploration and diplomatic vessel, frontline support vessel in times of extended conflict, and mobile testing platform for new technologies. The Nebula Class vessels currently in service will continue to serve alongside their newer counterparts in these roles. Given the results of the inspections, the ASDB will not revisit the question of the Nebula Class's continued viability for no less than twenty years time.

With this decision, the Nebula Review Committee and its inspection teams are now dissolved, and the personnel returned to their former posts. The ASDB will be conducting a review of personnel evaluation processes, to insure that someone with an agenda such as Pierce's cannot be granted an opportunity to pursue said agenda to the detriment of Starfleet.

Again, our apologies for the harm Pierce caused to your ship and fleet in our names. We wish you safe operations going forward.
