BIOGRAPHICAL HIGHLIGHTS
From a long line of politicians and leaders, Tokkra tr'Rehu was born into an influential Romulan house. Tokkra enjoyed a rather privileged upbringing, attending the finest educational institutions that Romulus had to offer. When the time came for him to begin his military service, he entered the Imperial War College and graduated a commissioned officer. Tokkra served with distinction for nearly sixty years, attaining the rank of Commander and completing several tours of duty in deep space. He retired with honors upon being offered a seat in the Imperial Senate.
Tokkra's political career was fairly unremarkable, as his views generally tended to align with the accepted direction of the Empire (and the Senate majority). When the Dominion War was raging across the quadrant, Tokkra spoke out in the Senate in support of the motion to join the war. He began to grow restless as the fighting continued, reportedly regretting his decision to leave the military. After the war's end, he gave up his seat in the Senate and returned to the Star Navy.
In the decade following his recommission, Tokkra advanced his station quickly, reaching the rank of Subadmiral. He and his battlegroup were on a deep space assignment during Shinzon's coup in 2379. He was a vocal opponent of the self-proclaimed Praetor Tal'aura, but refused to join Commander Donatra's breakaway movement. He would go on to lead a campaign against the Imperial Romulan State, though his battlegroup failed to recapture any lost territory for the Star Empire.
When reports were disseminated that the Romulan Noble Houses may have been responsible for the death of Praetor Tal'aura, Tokkra was one of the many Romulans detained by the Tal Shiar. In an unlikely twist of fate, his stay at the Tal Shiar detention facility ensured that he wasn't present on Romulus when it was destroyed by the Hobus Event. In the wake of that tragedy, Tokkra was reportedly able to secure his own release from the Tal Shiar in order to lead a group of vessels on a search for survivors.
Post-Hobus, Tokkra continued his service as a high-ranking member of the Star Navy. He was a supporter of Admiral Taris, and received his promotion to Admiral upon her appointment as Praetor. When Sela usurped the position in 2403, Tokkra was a strong opponent of her rise to power. Speaking out against her cost him greatly, however, and soon he found his own influence dwindling and his assignments lacking in prestige or importance. When Sela declared herself Emperor in 2408, Tokkra resigned his commission in protest.
The following year, Tokkra was approached by the fledgling Romulan Republic to resume his service following the death of Commander Temer at the Khitomer Conference. Tokkra agreed, if somewhat reluctantly, and retained his rank. His initial work for the Republic involved a number of stability campaigns near the Federation border. In 2411, Tokkra received a promotion to Senior Admiral and returned to Republic Command on New Romulus. His ongoing project from that point was what would become the Republic Exchange Commission: an initiative to bolster friendly relations and cultural understanding between the Romulan Republic and other major powers through the exchange of officers.
