History and rumours.
S'Tokkr once spent two years on Andoria. This was apparently shortly after the Hobus Event.
Rumour has it that S'Tokkr only ended up on DS13 after Rellir's Grandfather brought him on as a senior security officer. Those with ears in the right places may have heard further rumour of a favor traded from one senior Romulan to another.
