LOCATION: Aldebaran Sector

MISSION: Conduct minor shakedown to verify effectiveness of repairs done to ship.

OUTCOME: Success, original plan was to go to K1454 to conduct a check of the existing colony work. This was detoured upon detecting a ship that appeared to be adrift. Still, all repairs functioned well at varied warp speeds an sublight maneuvering.

NARRATIVE: On Stardate 95626.7 the USS Victory departed DS 13 enroute to Tau Zeta, K-1454. The purpose of this trip was to conduct a shakedown of the repairs done to the USS Victory after the incident with the William D Porter a few days prior. While enroute LCDR Galanodel reported a ship appeared on sensors that seemed to be adrift. Dropping from warp and moving to investigate we discovered the ship in question. Its posture changed and stopped drifting. Concerned this could be a set up I ordered Yellow alert. Scans showed it was only us and the smaller ship, identified as the SS Ferret. This ships crew all seemed to be in good health according to scans conducted by Doctor DeCapulet. Eventually they did reply to hails, and the ship's Captain identified himself as Captain Newman. AS we spoke he explained they were transporting a cargo that could not be moved at Warp speeds. Identifying it as a Bisodium Supercarbonate mix. I was unaware of any such material, and a quick look at my Science Officer confirmed this. I played along while Commander Cotte worked with Lieutenant JG Niraj to identify the ship and set up a course of action. As I strung the conversation along Commander Cotte spoke to all of the Bridge officers to arrange for a response and gather more information. Keeping myself appraised by sending messages up in the view screen. In the end, the Captain of the SS Ferret provided false information as well as false customs documentation from K7. At this time I felt grounds were met to detain them. The ship was then tractored by Ensign Heath. AS Operations beamed the crew of the SS Ferret aboard via security beam out, an inspection team was sent over. Both operations occurred without incident, and the ship is now secured. Its cargo was arms and building materials. Moving forward I spoke with Captain Newman in the brig. He explained, eventually, that he was delivering the items to a Counselor Maykem of the Xedi.

RECOMMENDATION: Follow up investigation into how this smuggling operation came to be. Investigation assigned to Commander Cotte, report to follow.

ADDENDUM: The investigation into the smuggling operation was not as fruitful as hoped. Captain Newman stated that the smuggling contract was set up by Councilor Maykem through his ferengi crewman Cog.

Cog stated that Councilor Maykem contacted him approximately a month ago via subspace. Cog doesn't know how the Xedi got his name but admits to helping find the weapons and building materials we have seized. He furthers his claims stating he doesn't know what they were going to be used for; Nor does he know the name of the ship they were supposed to contact at the rendezvous point.

The remainder of the crew weren't able to provide much information that can be considered helpful, most of them seem to prefer risking trial than speaking.

RECOMMENDATION: I encourage pursuing criminal charges for the crew of the Ferret. Perhaps a plea bargain can be offered in exchange for more information.
