ROLE OF GOVERNMENT

Isep Xedi II is ruled by a highly educated class of leaders, with the final authority being in the hands of a ‘philosopher-monarch.’

While it is a literate society, education is completed as part science, part religion. The more educated one is, the higher-placed in society and the government one can become. In that sense, it is a form of meritocracy. However, since learning (whether scientific, general education, or religious) is only available through the religious institutions, homage to the official state religion is required.

The legislative body is made up of one hundred individuals and is known as the Council of the Learned. Through a rigorous course of testing, administered each time a leader dies, individuals earn their place in the government. Any individual can apply. When the philosopher-monarch (titled: Honored Ruler) dies, only members of the ruling legislative body may be tested to replace him or her. Because of this, it behooves each member of the governing estate to remain up-to-date on their education.

This governing body controls all legal and religious authority on Isep Xedi. Barristers and judge-advocates are appointed by the Council, as well as the religious figures: whose titles are loosely translated as Professor, Dean, and Educator; in order of ascending rank.

While one hundred individuals governing millions seems like an unfair and tiny representation of the population, the judicial and religious institutions feed information to the governing body.


FIRST CONTACT

The Federation first encountered the Xedi when exploring the Isep Xedi system in 2416. At first, the system was thought to be uninhabited, due to the nature of the Xedi to live in subterranean dwellings that were very difficult to penetrate with sensors. First contact was made in three different ways, almost simultaneously. First, the U.S.S. Akagi sent a team to the eighth moon of the third planet and discovered the dilithium mining base there. Also, an away team beamed down to the surface of Isep Xedi II, and while taking shelter in the cave system, encountered some of the Xedi. Concurrently, the Xedi's first warp-capable ship, the Hopeful returned from its first warp trip out of the system and back, only to make contact with the ships, mainly the U.S.S. MacAlpine, in orbit around its home planet.

The away team on the planet's surface were able to make contact and be escorted into an underground city. They were introduced to a Minister from the Council of the Learned, who was eager for a tour of a Federation starship and came aboard the U.S.S. William Ockham to meet and further negotiate initial diplomacy.

A communications beacon was left with the Xedi in order to faciliate communications between the Xedi and th Federation.

HISTORY WITH THE FEDERATION

After their initial contact with the Federation and the Romulan Republic, the Federation left the Xedi undisturbed for a period of a few weeks. Then the U.S.S. MacAlpine, commanded by Captain Fiona Skye, paid a diplomatic visit to the People. They welcomed her, and a Minister Harley was chosen to represent her people.

The Xedi’s most obvious goal was to determine when they could make use of Federation technology. Considering that advancement of science and technology, for them, is essentially a religious dictate, the drive is not surprising. However, the Minister seemingly took the refusal in good grace.

Shortly thereafter, a scrambled message was received from the communications beacon that the Federation had left behind. When Starfleet officers arrived to investigate, Xedi engineers were found attempting to reverse engineer the communications beacon. In exchange for information on how to build such a beacon for themselves, the Xedi promised not to try and take it apart again.

There was successful visit of two Xedi Ministers to Deep Space 13 for a diplomatic function. There were many questions about culture asked both ways, and curiosities probed into joining the Federation again.

Later, the Federation and Romulan Republic sent representatives to Isep Xedi II to return the diplomatic gesture. It ended less fortuitously when several members of the delegation were unwittingly drugged with darmerie, a mildly hallucinogenic substance. The resulting investigation ended up sending a member of a possible anti-government group back into government hands for punishment.

PHYSIOLOGY

The Xedi (plural or singular) are a bipedal, humanoid species. The most notable feature about this species is that they are trinary. Recognizable physical features: The Xedi have smooth facial features with a few rounded details and gentle, dual forehead ridges that blend into their eyebrows. Soft ridges on the bridge of the nose face in a downward line as well. Their hairline is fairly far back, and they it is more common to observe short hair over long locks. Xedi commonly expose the extended lobes of their ears, and all three sexes often wear earrings, pierced or not.

Most notably, they possess large, reflective irises that take up the entirety of their visible eye. It is an evolutionary trait garnered from living underground.

BIOLOGY

Xedi have an unremarkable lifespan, on average roughly 120 to 150 years. Their adolescence is very short, resulting in an extended productive adulthood. Most worth noting is their trinary biology. Instead of ‘male’ and ‘female,’ the Xedi have Lee, Jer, and Fel. For reproduction, the Lee produce the ova, the Jer the sperm and the Fel carry the young.

Reproduction within the Xedi is not only complex, but risky to the Fel, as well. Fetal development is rapid, and stressful to the body. Gestation is only five months in length. Miscarriages are frequent, although less so with the advent of more advanced medicine. As their medical knowledge increases, childbirth became less stressful and infant mortality decreases.

The subterranean environment of the Xedi has had an observable impact on their physiology. Their skin ranges from a dark black to grey or brown as a result of higher than average background radiation which permeates the tunnel system. They are accustomed to low-light conditions and have particularly good eyesight underground, but have also evolved a nictitating membrane that protects their eyes in bright, direct sunlight. This membrane is usually blueish to lavender and has allowed the species to continue to make short term expeditions to the surface.


SOCIETY

The Xedi hold faith to be dearest to their heart. Their religion emphasizes belief and knowledge hand-in-hand. It seems contradictory, but their religion claims that all science was designed by the ultimate Genius. It’s a rather self-fulfilling prophecy. All scientific discovery was intended by this Genius, and all things that cannot be explained as yet are unknown mysteries that the Greatest Mind has laid before the People to challenge them to further exploration.

The history of their society comes from the evolutionary process of their trinary state. Childbearing is exceedingly difficult, and the species was theorized to have evolved into two ‘protector and provider’ type sexes to care for the childbearing fel. In the direction of this belief, their early history kept the fel rather restricted in activities and careers. While not exactly considered a second-class citizen, their protected state disallowed them from performing certain tasks. In modern society, they are much more free, considered on equal status with either of the other sexes. The only holdover is when a fel is gravid, in which case, not only are they physically incapable of some tasks without great risks to themselves and child, but other Xedi will try to prevent them from risky activities as well.

As an additional note: while medical professionals are considered respectable and it is a highly sought after profession, pediatric doctors are considered the highest of all medical professions.


POLITICS

In a more detailed analysis of their governmental machinations, one must begin with the interactions between the philosopher monarch (styled: Honored Ruler) and the Council of the Learned. The Ministers of the Council answer to the Honored Ruler, and in the case of ties in the voting process, the Ruler is the tie-breaker. He or she is permitted to introduce legislative bills, but in practice, is not as active a participant except when a global pronouncement is necessary.Their role is generally seen as encourage and warn. The Council makes the majority of the decisions, and due to the selection process, comes from a wide variety of walks of life. Their decisions tend to be made from science-based evidence, and as a result, a uniformly stable system has resulted, in modern times.

Beneath the Council of the Learned are the judiciary and religious appointments. These positions include judge-advocates and barristers, as well as the religious representatives and teachers. Religious appointments are highly sought after, as they are considered a ‘soft’ life and an oppotunity for improving one’s lot. Normally, it requires an immense amount of study and a genuine appointment involves both knowledge and a calling. In truth, only a fraction of the appointments are those called to the life. Most are people who are skilled at convincing Ministers of their faith, or those who outright buy the appointments. The Ministers, of course, being as susceptible to corruption as any other person.

Judiciary appointments are somewhat less sought after. Legal hearings being far less simple than teaching the science and faith of the People. That doesn’t mean that there isn’t some level of corruption within that part of society as well, it just is less so.

The most important facet of the judiciary and religious appointments, however, is a loyalty to the Council of the Learned and a willingness to report upon the status of the Xedi.


CULTURE

As a result of the intense focus on scientific progression in its religious guise, the arts on the planet have remained somewhat underdeveloped. There is one form of music that is popular throughout the people--outside of religious hymns--and that is an odd, hollow, wooden series of tubes of varying lengths with metal trims that are beaten upon with wooden or metal hammers, depending on the types of sound one wishes to make. Small groups of these instruments, known as Eefails are used to create compositions, as well as solo performances.

Sculpture, painting and charcoal are all popular mediums for visual artists--at the current point in time, a cubist movement is underway.

INTERPERSONAL COMMITMENT

The Xedi have a unique challenge when compared to many other species. Over the course of their history, their various forms of society have experimented with different methods for stable relationships. In the end, the state has decided to unofficially acknowledge relationships that are made up of two, three or more, so long as it is stable and a healthy environment for children. Marriage is fluid concept. There is no legal system for it; the government does not take an official stance on what is considered an appropriate marriage. The religious bonding between individuals is a vowing of affection and respect only, and it is not ‘until death do us part.’ The simple vows are conditioned with the phrase, ‘let the heart ever be free.’

The Xedi have a very well-developed system for pre-natal and infant medicine, the care of the young being the priority of the People. The Xedi pregnancy is notoriously difficult, resulting in extensive study and effort put into preserving the lives of both child and bearer. Even though it is fairly well-developed, they are not as advanced as their stellar neighbors, in general. This includes in medical knowledge. However, they are willing and eager to learn from any sources that they can beg, borrow or steal, and adapt to their own use.

While the biological variety of the planet is diverse enough to encourage a flourishing participation in biological studies, most of the wildlife on the planet is limited to the surface, which reduces the amount of expertise that the Xedi scientists have. There are some exceptions: certain types of fungi, cave fish, various amphibians and reptiles. As far as physics, chemistry and other “hard” sciences; they have split the atom and developed nuclear power, advanced into quantum physics and theoretical physics to the point where they have achieved their first attempt at breaking the warp barrier. However, they are on par with a beginning warp society; their matching sciences much to be expected.

The Xedi have only recently accomplished their first successful launch into warp speed. Their other ships are limited in number and size. The key to their first warp jump is the discovery of dilithium and its uses (found on the gas giant's eighth moon). They are willing to learn from any source they can get their hands on--knowledge is to be sought above all, it is a moral imperative.

They have been spacefaring for approximately one and a half-centuries, however, using more primitive methods to travel within their own star system until this recent trip. The fact that they discovered a source of dilithium in their own system contributed to their discovery of a warp-capable drive. The dilithium mine is located on the 8th moon of the third planet in the system.

As far as weaponry goes, the Xedi are still at the laser stage of development. They have advanced lasers for both hand-held weaponry and ship's weaponry.

Their ships are equipped with primitive, basic deflectors. The most advanced of which are no match for the least of Starfleet's equivalents.


UNDERWORLD ELEMENTS

The Xedi, overall, have a peaceful, stable world. They work together in harmony and the planet runs smoothly in an economic and political way. There is, unfortunately, a criminal element that has an established presence throughout the entirety of Xedi society. It mostly deals with gambling, and a mildly intoxicating drug known only as ‘darmerie.’ There’s a protection racket in the seedier parts of the larger cities, but the security services run by the judiciary system are often enough to relieve that sort of pressure.

PHYSIOLOGY

The non-sapient cuokkai (plural or singular, species name Laetus exhibuitus) are an occasionally bipedal, mammalian species. They are mainly arboreal, living on the turbulent surface of Isep Xedi II.

Cuokkai are small, never taller than half a meter at most. They are covered in a soft, thick fur that comes in a variety of colors except for their face, hands and feet, which are a dark, exposed skin.

Cuokkai have non-reflective eyes, complete with iris and pupil. However, they do possess a nictitating membrane in addition to regular eyelids to help protect their eyes from flying debris in extreme storms.

The cuokkai nervous system is poorly developed regarding pain receptors. Some die of injuries that would otherwise be reduced had the individual reacted more quickly to receiving a pain response. However, this trait is theorized to be a survival method for dealing with the dangerous conditions of the planet’s surface.

Their metabolic rate is considered to be extremely fast for any species, even a small one. They are required to ingest their own weight in food each day. Fortunately, they are an omnivorous species, and so their diet is balanced between prey and vegetative materials. Their digestive system is considered very hardy--the cuokkai can even survive off lichen and moss on trees in which is lives during difficult periods, albeit for a very short time only. A cuokkai will eat almost anything.

The cuokkai has a mouth full of a variety of teeth, from razor sharp incisors to grinding molars. At first, only skulls were found of the cuokkai; scientists were only able to use its teeth for identification.

BIOLOGY

The enormous trees in the tropical and deciduous portions of the planet (which cover the vast majority of the main landmass) are perfectly suited to keeping these small, timid creatures hidden and somewhat protected from the ever-threatening storms of the surface of Isep Xedi II. The average length of their lifespan is unknown, individuals in captive studies have lived only a short time due to the increased obesity and health problems a captive lifestyle seems to present. In captivity, they average only three years of adulthood.

A cuokkai bears live young, normally only one at a time. Twins and triplets can occur, but due to the arboreal tendencies of the species, it causes great difficulties for the parent. Both parents are involved in raises the young for the first three months, at which point, the male is chased off by the female and she finishes raising the young alone. It takes a year and a half for a cuokkai to reach maturity and move off on its own. This long maturation process seems to lend itself to increased ability to survive in the harsh climate. Additional parental attention to the young seems to have evolved to assist them in adapting to their difficult surroundings.

The young are ravenous. At times, they can eat up to three times their own weight in high-protein food in a day. They are not as capable as surviving off of harsher diets as the adults, requiring far more nutritious content for developing bodies. This drives parents to roam further and longer in search of food for the young.

Tagged, tracked and observed in the wild, cuokkai have so far been noted as living up to fifteen years. The average is closer to eight. Storms, predators, accidents and other cuokkai are usually the normal causes of deaths. A cuokkai reaches maturity at a year and a half and is chased from its mother to survive on its own.

BEHAVIOR

Cuokkai are not social animals except during breeding season. When the females (generally simultaneously) come into heat, there is a group gathering. Offerings of meat and fruit are provided by hopeful males to assuage the fears of the females, who often group together.

This species is neophobic. Even something as simple as installing an automated camera system caused them to avoid the area for a significant length of time. Cuokkai are not territorial in the traditional sense, their foraging paths cross quite frequently, but as long as they do not encounter one another, things proceed smoothly.

When two cuokkai meet outside of breeding season, they perform an intricate dance of introduction and declaration of peaceful intent. If one or the other is not convinced, the encounter can become defensive and violent. It is not uncommon for the voracious cuokkai to have an unfortunate encounter, then proceed to eat the fallen opponent.

They tend to be shy, and prone to scratch and bite when cornered, touched or when they perceive a threat, which is frequently. Cuokkai have very sharp claws and teeth and can inflict significant harm to unprepared researchers.


NOTES

Superficially, they resemble a Risian feathermonkey. There are a few distinct differences in the species, however. Instead of feathers, they sport fur. Cuokkai do not make good pets, for all of their small stature. They have also evolved to tolerate extreme weather conditions, and tend to grow obese and unhealthy in calm captivity. Their dexterous digits are ideal for climbing, but can be used to escape containment.

PHYSIOLOGY

Little is known about this non-sapient species, the Gemmae marrus. Located in the warmer oceans of the planet, this aquatic lifeform bears a slight physical similarity to many Terran fish, the similarities end there. Usually appearing at approximately 1.5 meters in length, the body is covered in emerald to white scales leading from the head to the tail, the eyes are solid black.

This rarely seen lifeform is rumoured to live for hundreds of years. While most information on the species is unknown their longevity is thought to be from the process of transdifferentiation.

There are multiple foundry maps for roleplaying on Isep Xedi II. They all departs from Starbase K-7.



The original Foundry that was the mission the team went through to discover the Xedi is named Isep Xedi II Introduction The ID is ST-HJ7RJMQAI. That is still available if someone wants to explore that.



There are multiple environments designed to simply roleplay in. One is the surface of the planet. It has no humanoid NPCs and is intended for exploration and player-to-player interaction only, including GM-administered events. It is named Isep Xedi II Surface and its ID is ST-HF2HXF2CE. There is also the underground city, which has its own Foundry. Starfleet has managed to alter their transporter technology to beam teams directly to the entrance of the city, but are unable to penetrate further inside with either sensors or transporters. It’s named Isep Xedi II Environment, and the ID is ST-HBQ2PNSFC.

There is no mission involved, it is strictly a roleplay environment. There are clickable items. These have descriptors or even lore information regarding the Xedi that might be console information your character receives by accessing that particular console and may be used In-Character.



1. Isep Xedi surface



This is an outdoor map in which there is flora and fauna on the surface to be explored. The sky is dark with impending storms and harmless wildlife wanders amongst the gigantic flora.



2. Underground Xedi City



This is the active part of the Xedi life. There are consoles with information here. Also, there are NPCs who have statements that you are welcome to incorporate or not. They are incapable of true interaction, though.
