LOCATION: Aldebaran Sector

MISSION: Contact with Xedi ship, armed with disruptors and shields not in line with Xedi current technology standards. Brief hostilities ensued.

OUTCOME: Xedi ship escorted to Federation border without incident.

NARRATIVE: On stardate 95665 the USS Victory had departed DS 13 to conduct regular patrol and operations details. An hour into the deployment, Lieutenant Commander Galanodel advised that sensors made contact with a Xedi ship that appeared to be on course to pass near DS 13. This was of interest due to the slowly improving Diplomatic interactions between the Xedi and the Federation. It was also unique due to the fact the ship was armed with disruptors and shields not consistent with their current technological evolution. Due primarily to the interests of improving the Diplomatic stance between our Governments, I contacted the Xedi ship to greet them and politely ask what brought them to Federation space. The Xedi ship then raised its shields and armed weapons. Stating they were on a Diplomatic mission and to leave them alone. I ordered the Victory to Yellow alert per regulations and also per those same regulations pressed the conversation. COMS are attached:

<C> "Diplomacy is all well and good Xedi vessel but, not at gunpoint. If I may ask, what diplomatic matter has you in a defensive stance?"
<C> "Our mission is none of your business. You are in our way, leave us be."
<C> "You are crossing Federation space. It does become our business. IF you are passing through we can provide escort."

At this point I ordered the Victory to Red Alert, contacted support ships and ordered weapons lock but, to hold fire. I advised the Xedi ship to either stand down and talk the situation through or to return to Xedi space. The ship responded by moving towards DS 13 at warp 5, weapons and shields still online. The responding ships were on intercept course at this point. DS 13 was advised of a hostile approach. The USS Endeavour was first to make contact, and shots were exchanged. No damage was reported by Captain Bishop, but the Xedi vessel was taken out of warp. Once the other ships all converged on the location talks again resumed. At this point I contacted Fleet Command and advised them my recommendations of letting Command and the Xedi Government sort the situation out. 38'th Command directed that we escort the Xedi ship back to the border and advise them they had violated Diplomatic Protocols, and our Government would be contacting theirs. The Xedi ship did comply and was escorted without incident.

RECOMMENDATION: Looking into the source of the Xedi newly acquired armaments and shields. Also, immediate Diplomatic contact with the Xedi Government before another incident can occur and spin out of control.

MISSION: Response to Alert sent by U.S.S. Victory

OUTCOME: Xedi vessel intercepted and escorted back out of Federation space after negotiations.

NARRATIVE: On Stardate 95665.1, the Shackleton recieved an alert from the USS Victory to all nearby Starfleet ships that they had encountered a Xedi ship that had, quote, "attempted to fire on us," unquote. I acknowledged the alert, ordered the Shackleton on an intercept course, and brought the ship to Yellow Alert. At around the same time, responses also came through from the Pegasus and the Endeavour. We received an update soon after that the Xedi vessel was armed with disruptors and comparable shields, both at a level of technology not previously reported among the Xedi.

Before we reached the intercept point, our sensors recorded weapons fire from the Xedi ship against the Endeavour, which was the first vessel to reach them. Sensors recorded that the Endeavour returned fire, and the Xedi ship dropped out of warp soon after. Both the Victory and the Shackleton arrived and moved to keep the Xedi vessel contained. The Shackleton's weapons were powered on at this point and our shields raised as per Yellow Alert protocol, but we refrained from locking weapons so as not to inflame the situation further. The Pegasus was last on the scene. Myself, Captain Bishop, and Captain Nimitz were brought into holographic conference while Captain Quint attempted to reason with the Xedi captain.

In the communications that followed, Captain Quint was able to convince the unnamed Xedi captain to power down weapons. Once this was done, I ordered the Shackleton to power our weapons down in response. The xedi captain insisted they were on a diplomatic mission, and at one point appealed to both Captain Bishop and myself that Captain Quint was obstructing their lawful business, asking if we supported Quint. Captain Nimitz responded that the Xedi firing on two Federation vessels constitituted an act of war, and I stated that the Shackleton had sensor logs showing the Xedi vessel firing on the Endeavour. The Xedi captain continued to insist their actions were non-hostile, asking what proof we would accept, and again appealed to Captain Bishop that Quint would not believe him. At this point, Quint muted the outgoing call, first to converse with us on possible courses of action, and then to contact Command, advising them of the situation and requesting instructions.

As this conference went on, I requested the course data of the Xedi ship, which LCDR Galanodel provided on Captain Quint's order. This data was passed on to the Shackleton's Stellar Cartography division, which attempted to extrapolate it to find the probable destination of the Xedi ship. Their report could only confirm that the Xedi ship would pass through the V774 Tau system, but not whether or not DS-13 was their intended destination or somewhere else.

Command gave instructions to escort the Xedi ship back to their side of Federation space. Quint resumed contact with the Xedi vessel, and informed them of Command's decision, stating that the Xedi government would be contacted about this incident. The Xedi captain acquiesced, and all ships on site escorted his vessel back to Xedi space, letting it go as soon as it had left Federation territory. There were no further hostilities during or after this escort.

RECOMMENDATION: The Xedi captain's behavior suggests he may not have been made aware of Federation diplomatic protocols and Starfleet protocols for defending our space; whether this was an error or a deliberate omission, it is impossible to say with the data available. The presence of modern level disruptors and shields aboard the Xedi ship is also cause for concern. At this point, I recommend that the Federation pursue this matter through diplomatic channels, and that Starfleet vessels patrolling near Xedi space keep watch for other ships attempting to breach Federation space without observing protocol. Extreme caution is advised, both tactically and diplomatically, should such encounters occur.
