Rear Admiral Bishop,

Due to VADM Aluk’s regrettable passing, you are ordered to take command of the 38th Fleet.

The previous standing orders regarding sending available reinforcements to Sol have been rescinded and you are expressly forbidden from sending any more. This threat of ‘The Other’ that we now face is existential and we can no longer ignore the possibility that a number of Starfleet and Federation forces must be kept in reserve in order to spearhead a survival or rebuilding effort.

Apart from the USS Alexander and Kearsarge, the remaining 38th Fleet assets are yours to command in support of this contingency effort. May stars have mercy that it will not be necessary.

There is no doubt that news of the loss of multiple vessels has reached you. There is no doubt that you are receiving various conflicting reports from friends and family regarding the situation.

The Federation is facing a threat called “The Other,”. This threat has already destroyed multiple allied vessels, and other losses may be suffered as we contain this threat.

As such, we have been ordered to continue our usual activities and day-to-day operations. I expect the utmost professionalism from all in the fleet, and that you will continue to perform today as you did yesterday and the day before.

There is no doubt that we will be required in the near future to assist with actions after this threat has been dealt with, and when those orders come in, we will carry out those duties with the expertise the 38th is known for. Until then, we will continue to work as we have done, for Starfleet, and for the Federation.
