OUTCOME Reactor stabilized aboard liner Stellar Jewel and fires contained. Sitka provided assistance until larger rescue vessels could arrive. Minimal loss of life.

NARRATIVE On above listed Stardate while on sector patrol, USS Sitka encountered an urgent distress signal from the luxury starliner Stellar Jewel. Message stated that the ship was losing reactor containment and had plasma fires on several decks. Sitka set course at warp 9 to be able to provide assistance on time.

Upon arrival, Stellar Jewel was dead in space, with casualties reported amongst its guests and crew. Sitka sent over several engineering and security teams to render immediate aid. Rescue parties encountered a major plasma fire on the promenade deck, which had forced victims towards the reactor section of the ship. This fire was extinguished and a new triage location was established in the main restaurant aboard the Jewel

A deck by deck sweep was made by rescue teams, which resulted in several secondary fires being extinguished. Simultaneously Jewel’s reactor was stabilized. Sitka medical teams reported that there were fifteen deceased, and another fifty-seven wounded among the five-hundred guests and crew.

Due to minimal space, USS Sitka was only able to evacuate one hundred and fifty of the guests. Assistance arrived in the form of the medical ship USS Mercy, where the remaining guests were transferred aboard based on triage standards. Crew remained aboard to make repairs and get the Stellar Jewel to Deep Space 13. USS Mercy transported wounded and displaced to Deep Space 13 as well.


RECOMMENDATION Review of Galactic Venture Cruises maintenance records to try to reduce further occurrences like this one.

ADDENDUM STELLAR JEWEL INVESTIGATION RESULTS

An in-depth investigation into the reactor containment failure and resultant fires aboard the passenger liner Stellar Jewel resulted in the following:

  • Stellar Jewel, at the time of her cruise date, was seven standard months past her inspection date.
  • Stellar Jewel had not completed YTD safety overhauls to her fire containment systems, evacuation lighting, and passenger evacuation procedures. This was last conducted on stardate 100007.5.
  • Fires from the reactor had spread into the ventilation systems, resulting in fires on decks seven, eight, ten, fifteen and sixteen. Those decks, except for sixteen, contained passenger cabins, and most were occupied at the time of the incident.
  • Galactic Venture Cruises was negligent in maintaining the upkeep on Stellar Jewel, Galaxy Sapphire, Stellar Diamond, and Nebula Ruby. Each of these ships had maintenance reports that were in excess of five standard months late, or nonexistent.
  • Of note, the rescue measures taken by the Stellar Jewel crew far exceeded what would have been expected given the state of their firefighting and evacuation equipment. Commendation must be given.

Conclusion: It is this officer’s opinion, that the negligence of Galactic Venture Cruises should be taken into account, resulting in the deaths of fifteen passengers, and the injury to dozens others. It is recommended that all Galactic Venture passenger vessels be restricted to dock/dry dock until an in-depth inspection is conducted by Starfleet/Federation inspectors, and that any deficiencies be corrected before any vessel is allowed to embark passengers once more.
