MISSION: No intended mission. Social downtime while the Endeavour was dropping off personnel.

OUTCOME: Encountered 'mutation'. Patient and patient's sibling brought to Endeavour.

NARRATIVE: The group primarily arrived to socialize. The details for the most part are irrelevant up to a point. We had arrived on a Federation planet at the behest of Captain Bishop and the Endeavour to socialize with the natives as he drops off several personnel onto the planet. The trip was uneventful until this officer was informed that the group had encountered an anti-Federation protest. Abandoning personal socialization, this officer moved to reunite with the group in the case there would be an altercation. There was, but not the one this officer expected. A native had collapsed onto the floor, emitting bright flashes of light. As the others proceeded to their aid, this officer stood watch to ensure none from the watching crowd would begin any violence, given the protest that had just happened. Lieutenant Valencia had the fallen native beamed to the Endeavour as a medical emergency. Several well-armed guards that seemed perhaps to be more akin to riot control or military approached us, claiming to be a 'mutation team'. They had claimed they were here to kill the fallen native, as they were undergoing a 'mutation'. Captain Nimitz attempted to elicit further information, only for the 'mutation team' to claim their task was to eliminate anyone with mutations and then ordered us to depart the planet. Noticing we had already beamed the native onto the Endeavour, they began checking the other natives for similar mutations. This officer recommended to the Captains that we depart and we soon did so.

RECOMMENDATION: This officer has the following recommendations regarding concerns. There is a clear problem on this planet, whether the mutation itself or how the government deals with it. This officer recommends a permanent Starfleet presence be dispatched to the planet to coordinate with wider Federation resources and to maintain order. It is of the opinion of this officer that this planet maintains significant autonomy and some individuals or factions may be attempting to exploit it. This mutation is new to us, despite this planet being in the Federation. Somebody here is not, as the humans say, 'playing ball'. If politics were a sport. A Starfleet presence that remains in perpetuity can also coordinate with proper medical services both on the planet and with experts elsewhere in the Federation to counter this 'mutation' or at least investigate it fully. Until then, this officer recommends that the Federation impose limits on the member-planet's ability enforce their laws regarding the execution of anybody who has 'mutation'. This officer also recommends a thorough audit of the government to see what else they may have kept from the Federation despite attaining member status. This officer also wishes to voice a serious concern. This officer believes that the 'mutation team' may be an extermination squad sent to wipe out what the government may consider undesirables. Such a thing is against the values of the Federation and this officer recommends an immediate investigation.

OUTCOME: Anti-Federation rally encountered. Subject with the "Unonian Mutation" discovered, beamed them to the Endeavour for treatment.

NARRATIVE: The team beamed down to the surface, where we came across what we later found out to be called "Federation Square". This was a very recent building project, its centrepiece being a holographic fountain which had an engraving celebrating ten years in the Federation. As various officers dispersed to view various items, this officer, Captain Nimitz, and Commander Akaela witnessed a small gathering of a handful of Vol Ignii surrounding an anti-Federation protestor, who stated various claims about Vol Ignii independence. It was at this point we witnessed a scream and saw a Vol Ignii behind us on the ground, screaming in pain.

Rushing over, we found the prone Vol Ignii, named Yizta, and another Vol Ignii standing over them who seemed to be Yizta's brother, Azka. Yizta's rocky exterior seemed to be cracking, and steam was coming out from these cracks. The Vol Ignii seemed to be in a lot of pain. By now, there was a crowd of Vol Ignii around us, but none moved to intervene. After being questioned, they revealed that Yizta had some form of mutation, though this was protested by Azka. It was also revealed that a team had been called for, called the Mutation Team, who would seemingly euthanise the Vol Ignii on the ground. It was decided to beam the Vol Ignii up to the Endeavour to receive treatment.

The mutation team seemed to care more about making sure that there was no outbreak of the mutation, placing the Vol Ignii in the area in quarantine instead of being overly worried about Yizta being beamed on board the Endeavour. The crew from the Endeavour were exempt from the quarantine since we were immune to the mutation, so we returned to the Endeavour.

It was later learnt that Yizta died in the medical bay on the Endeavour.

RECOMMENDATION: This officer would like to ensure that there is no diplomatic incident following the beam out and subsequent death of the Vol Ignii in our medical bay.

OUTCOME: Observed and attempted to save one Vol Ignii suffering from a local condition or illness known as the "Unonian Mutation"; the attempt ultimately failed.

NARRATIVE: This officer joined the other officers listed (minus CAPT Bishop and CMDR Samaras) in a social excursion to one of the Vol Ignii cities both for rest and relaxation and to help improve relations between the Federation nd the Vol Ignii population. Some of us dispersed after beaming down to Federation Square, viewing various sites. This officer had chanced to enter a local store or supermarket, and was engaged in conversation with a clerk when I was contacted by LTJG Valore, inquiring about both my and CAPT Nimitz's location and status. When CAPT Nimitz reported witnessing an anti-Federation rally in progress, this officer, concerned about the possibility of violence, departed the store quickly to join with her fellow officers.

On arriving at the site of the rally, this officer found an entirely different situation than what was first reported. In the interim between the report and my arrival on the scene, one of the Vol Ignii began to experience symptoms including a cracking outer skin or caraprice, steam coming through the cracks, and cries of great pain. A companion was attempting to comfort the suffering Vol Ignii, but was being held back by a growing number of spectators, all of whom did nothing this officer could observe to help the victim. CAPT Nimitz attempted to learn the details of what was happening from the spectators, without success, this officer would note. Eventually, one of the spectators stated that the victim was suffering from the "Unonian mutation" and that a "Mutation Team" would handle the matter; one was summoned shortly thereafter. We then learned that the Mutation Team would likely euthanize the victim.

At this point, this officer, CAPT Nimitz, and 1LT Valencia attempted to contact the Endeavour simultaneously. This officer was about to inform the Endeavour what was happening and to request instructions from CAPT Bishop, who had previous dealings with the Vol Ignii; but the requests from the other two for an emergency medical beamout of the victim to the Endeavour's sickbay took precedence, and the victim was beamed aboard ship. Shortly thereafter the Mutation Team, which this officer would note was more military in structure and equipment, arrived, and after learning we had beamed the victim aboard ship, placed the area under quarantine and began scanning Vol Ignii for signs of further mutation outbreak, suggesting that it might be contagious. The Mutation Team did not believe that the assembled officers were at risk of contagion and so we were encouraged to depart from the surface. We beamed back to the Endeavour, along with the victim's companion, only to learn later that the Vol Ignii victim had died in sickbay.

RECOMMENDATION: While this officer commends the intent of her fellow officers to render aid, this officer would note that the lack of knowledge of the Unonian Mutation available to Starfleet may have only hastened the death of the Vol Ignii, named Yizta. This officer regrets the loss of life, and believes that further information about the Mutation be made available to Starfleet medical databanks as well as to Starfleet personnel visiting the planet; the reactions of the Vol Ignii suggest that this is a common occurrence, and thus one that Starfleet personnel can expect to encounter on a regular basis.

Further concerns deal with both our involvement in this incident as well as the Vol Ignii response of euthanization of Unonian mutation sufferers. It is possible that the Vol Ignii may see a Starfleet attempt to save the life of someone suffering from this Mutation as undue interference. This officer would note that her and her fellow officers were concerned primarily with saving the life of someone in great pain, and while that effort did not succeed, believes the attempt was still worthwhile. However, we are at a serious disadvantage given the lack of knowledge on Vol Ignii culture and history, especially with relations to its history with this Mutation and attempts to treat or cure it. This officer recommends further diplomatic efforts to address this information vacuum, to help insure that visiting Starfleet personnel are better able to deal with situations like this in future with less chance of friction with local authorities.

Finally, if the Vol Ignii are open to such an arrangement, this officer recommends the Federation offer aid to research treatments and cures for the Unonian Mutation, preferably as assistance to local efforts (if any) already in progress, in hopes of providing a better alternative to euthanasia. This officer would note this last does touch on the Prime Directive, and as such, should be examined carefully for possible ramifications before such an offer is made.

NARRATIVE: Following the submission of the above reports, this officer contacted the president of the Vol Ignii, with whom a good relationship has been established, to disarm a potential diplomatic incident.

I informed the President of the motives of the away team in beaming the Vol Ignii patient onto the Endeavour. The President expressed his sympathy for the dead Vol Ignii, and applauded the decision made by the away team as a clear demonstration of the altruism demonstrated by Starfleet. He did, however, offer a recommendation that further Vol Ignii who have the mutation be left to the Mutation Teams, who would take them to a facility to euthanise them, since this was the culture of the Vol Ignii. With the mutation being incurable and fatal, almost all Vol Ignii elect euthanasia as the most honourable and strong thing to do, given the pain that the mutation causes. What the away team witnessed on the planet seems to be a rare occurrence, since most of the time, the mutation develops in the formative stages of the Vol Ignii's growth.

The mutation is also very volatile, hence the deployment of the Mutation Team and their quarantine. Contact with an infected Vol Ignii has a large chance of passing on the mutation to other Vol Ignii. They have very sophisticated procedures to prevent another outbreak, given that the Unonian Plague caused a large civil war only thirty years ago.
