NARRATIVE Following a briefing from WCDR Miral, the following information was given. There exists a civilian freighter that contacted Republic forces informing them that protomatter was discovered aboard and that they wish to hand it over, not desiring to participate in illegal transactions. The captain of the freighter also appeared to be former Romulan military.

Upon making contact with the freighter, the Vaurek was met with a cordial reaction from the freighter’s captain. Due to the volatility of the substance, it was decided that CMDR Akaela and CENT De’La Silva would take a hazardous materials team and a shuttle to the freighter rather than risk transporters. Meanwhile, I hosted the captain, a Romulan by the name of Galan, of the freighter in my office in an attempt to glean further information from him.

The following information was learned:

  1. The Captain can be paid enough that he won’t require answers to his questions as to what it is he is transporting.

  2. This is the third time he has transported a sealed crate akin to the one carrying the protomatter.

  3. These crates are not picked up at any port-of-call. The freighter would meet with an ex-military valdore-class warship at a pre-arranged location in deep space and make the exchange there.

  4. The crates are always destined for the Kelterre Sector.

  5. The Captain and his crew claimed to be unaware of the contents of the crates until one was turned over in the midst of a ship-based sporting event. The away team also voiced genuine cooperation from the crew.

Due to the willingness and initiative of the Captain to cooperate, I have chosen not to interdict the vessel. However, a homing beacon was discretely placed upon the vessel. This is a person that seems to react flexibly to money, and he might return to his source of income.

RECOMMENDATION Pursue the information acquired and monitor the freighter to see if it re-engages contact with the valdore vessel.
