NARRATIVE A diplomatic back-channel with the JSI pointed to suspected Tal’Shiar activity on the Federation colony of Anides V. Following authorization from RDML Bishop, this officer assembled a team and operated jointly with the U.S.S. Endeavour that was there to investigate a potential pandemic.

Communications with the planet were jammed and the security services planetside appeared to be neutralized or pacified. It was at that moment that a Republic warbird began engaging in bellicose communications with the Endeavour. Despite the fact that the planet was a Federation colony, the warbird maintained its aggressive posturing. An Endeavour security team and LCDR Loxton were deployed to a port used by Starfleet for ingress and egress.

Many activities were engaged in simultaneously. Commander Mandra sought to detect Tal’Shiar activity in planetary telecommunications whilst Commander Loxton investigated planetside. Precautions were made as it was confirmed that a pathogen was present.

After it was detected that the JSI had sent a covert agent, this officer proceeded to make contact unofficially whilst official hailing was utilized to engage in repeated discourse with the bellicose Republic forces. After the planetside Starfleet presence was detected by the Romulan warbird, two other warbirds decloaked to support the first. The Republic forces repeatedly refused to de-escalate and were keen on quarantining the planet despite the fact that it is a Federation colony. The Republic forces repeatedly stated that they were under orders from Republic High Command.

This officer’s newfound and unexpected contact among the covert JSI presence confirmed the authenticity of the Republic forces as legitimate and not those of the Tal’Shiar. Said interlocutor also voiced significant concerns as to their stability.

This officer has been in multiple diplomatic situations, but this may have been the first in which this officer believed that a potential unwanted and unexpected conflict with the Republic could break out suddenly, and it was these Republic forces that intended to begin it. Why Republic forces would seek to begin a substantial conflict is unknown.

With the situation escalating, this officer believed that a conflict would lead to the destruction of the Endeavour. This officer directed Commander Mandra to access the planetary defense grid and prepare the batteries for potential conflict. This alerted the Republic forces, but did not seem to escalate the situation. It seems that they are nervous about actual conflict and did not expect an armed stand-off between superpowers.

Commander Loxton returned a sample of the pathogen. According to information acquired on scene, it targets primarily humans, but some Romulans have also fallen ill. The Endeavour is still studying the pathogen and this officer refers to its captain for further inquiry. This officer is greatly concerned for the optics. Furthermore, the Endeavour medical staff is (at the time of the incident) of the belief that the pathogen had been mutated from its original form for a more specified function. A modified pathogen running rampant across the planet and a surprise Republic blockade of a Federation colony leads one to speculation that the belligerents were perhaps the cause.

Commander Mandra was able to infer from substantial investigation into the communications networks on the planet that there is no Tal’Shiar presence. Evidence points to Republic interference, with Federation channels having been severed but Republic ones still in operation.

The stand-off continues, to the knowledge of this officer. The Republic warbirds have yet to leave.


RECOMMENDATION This officer has four recommendations based on information available to this officer.

  1. The Diplomatic Corps initiate immediate de-escalation with Republic counterparts. It would appear that a faction of Republic forces have acted under orders from their high command to act in a bellicose manner towards the Federation and this may not be known to all political actors within the Romulan politic.

  2. The Endeavour pursue its research into this pathogen and discover its nature, how it has been altered, and the Republic’s involvement in its distribution.

  3. The Fleet dispatch substantial warships to the colony in question to pressure the Republic forces to fold in their bellicose stance. A Republic seizure of the colony could otherwise be seen as an attempted unofficial annexation of a world.

  4. Wing Commander Miral appears prepared to engage more directly with the politics of the Republic than this officer or the fleet as an entity could securely. This officer recommends coordinating with him and assisting him in applying pressure to those who require it.

RECOGNITION This officer commends Commander Mandra for her ability to carry out increasingly difficult tasks from this officer under increasing pressure. This officer also notes Commander Loxton’s willingness to helpfully assist in an extremely hazardous environment. The operation would not have been as successful without either of them.

This officer defers to the Endeavour leadership for commendations on its officers.

Furthermore, this officer has omitted commendations and identifiers for the JSI presence. Given the politically difficult situation presented to this officer by said back-channel, it is clear that anonymity is preferred.

BACKGROUND The U.S.S. Endeavour was deployed to Anides V in order to investigate an outbreak on the planet. A team led by Lieutenant Commander Valore was also present to investigate potential Tal Shiar interference.

Anides V is an M Class planet, with a population of around 6,000 Federation citizens and Romulan refugees, with the Romulans making up approximately 49% of the population. The remaining 51% of the Federation citizens were primarily humans, with a minimal number of other Federation species. The economy was mainly based on the primary sector, with some evidence of quaternary industry.

ADDENDUM Upon arrival, we attempted to make contact with the colony before we began any covert operations as a common courtesy. As we received no word from the colony, this officer authorised LCDR Valore to begin her mission.

It was then that the U.S.S. Endeavour was hailed by a Republic vessel. Commander Eunbi took charge on the hail, as the Commander and I communicated information to each other via telepathy. The Romulan officer identified himself as Commander Rokaib of the Republic Vessel Kileema and informed us that the planet was under quarantine under orders of the Republic High Command, but refused to let us render assistance, despite the fact that the colony was a Federation one. When this was pointed out to the Commander, he stated that the Romulans were investigating Tal Shiar interference, but could provide no evidence for his claims, before ending the call. The Commander was nervous throughout the exchange.

Whilst this was happening, scans on the planet indicated that a biological agent had been released and was the cause of the illnesses, that were primarily targeting humans, and a few Romulans. No other Federation species was affected by this agent.

Ignoring the Romulan Commander’s statement that we remove ourselves from the system, we continued to investigate the colony. LCDR Loxton led MACO Team 32 to the planet in order to gain a better understanding of the situation on the ground. As the team beamed down, the Romulan Commander decided he wanted to continue the conversation from earlier. As we had already established our stance, we ignored his hail whilst we investigated further. It was at this time that we lost communication with the away team.

As we could no longer ignore the hail, I allowed Commander Eunbi to communicate with the Romulan Commander again. As expected, the Romulan Commander was outwardly more hostile and inwardly more nervous. He explained that we were interrupting a covert Romulan investigation, but the JSI agent mentioned by LCDR Valore earlier stated that they had no knowledge of such an action. Coupled with the fact that this was a Federation colony and within 38th area of operations, and the very obvious holes in the Romulan Commander’s argument, I decided to double down and make it more obvious that we did not intend to leave by deploying the U.S.S. Bark.

On the planet’s surface, we were able to regain communication with the away team. I ordered Commander Loxton to gain samples of the virus for study and prepare to return back to the ship. We were once again hailed by the Romulans, and this time, two more warships decloaked, presumably in order to intimidate us. The Romulan Commander accused us of provoking war. As we had exhausted all of our short term investigation leads, and I was unwilling to order the ship to self destruct and fly into the three Romulan vessels, I told Commander Eunbi to act apologetic to the Romulans and promised to withdraw. LCDR Loxton and CPT Valencia returned to the ship whilst the rest of MACO Team 32 remained on the colony to gather information for us.

The U.S.S. Bark returned back to the U.S.S. Endeavour, and we departed the colony.


RECOMMENDATION LCDR Loxton returned with a sample of the virus. Our medical team will begin to synthesise an antidote. Once we find a cure to the illness, the threat of invasion or attack on the colony will have been neutralised. Until then, this officer strongly recommends that no steps to escalate the situation takes place as this would force the aggressor to increase their intensity to attain their objective. At present, the MACO Team on the ground gives us some foresight and time in the event of an attack, as well as collecting intelligence. This officer this therefore relieved that the Task Force was aborted before action was taken and would recommend that this remain the case until action is needed.

RECOGNITION Commander Mandra and Lieutenant Commander Loxton did their jobs. Commander Eunbi performed well as she waylaid the Romulan Commander and kept them at arms length throughout their conversation.

Other members of the ship performed well in order to gain the information that was required.

MISSION Synthesise a vaccine for Terothka virus strain (Terran terothkavirus, synthetic-5; TTVs5).

OUTCOME Vaccine (Quadrivalent terran terothkavirus, synthetic-5 vaccine; 4vTTVs5V) synthesised and tested successfully.

ADDENDUM After receiving samples from the planet, Ensign Sovum and I began work on synthesising a vaccine. This was successfully done and passed all clinical trials. Simulations were done in order to maximise the efficient distribution of the vaccine.

The origin point of the virus was also discovered; it started in one of the mines on the planet and was transmitted through the air.


RECOMMENDATION The U.S.S. Endeavour will return to the planet to deliver the vaccine.

Whilst on the planet, the origin point of the virus should be investigated as it is clear that the virus strain was synthesised and released as a biological agent.​
