MISSION Criminal investigation into homicide aboard ship

OUTCOME Suspect Determined to be highly altered holoprogram using mobile emitter. Holoprogram interrogated and then deactivated. Request case be closed, no forwarding to JAG office needed.

NARRATIVE On above listed stardate, Command staff was requested to respond to USS Midway Sick Bay in regards to the apparent homicide of ENS Lahan Kel, Bajoran Male. Upon responding to sickbay, I was advised by Dr. T’Lera that the deceased had numerous stab wounds upon their body, and a deep slash across the throat, with a combination of those injuries being fatal.

A summary of the Ensign’s location listed him having been running a program in the ship’s holodeck, which was determined to be a research program into various criminals within the Federation’s history. This program was being run since the Ensign was pursuing an education in criminal justice.

At this time, security personnel that had been securing the holodeck crime scene reported that a damaged mobile holoemitter had been found at the scene. A continued analysis of the holodeck program by LCDR Flynn determined that a second program, that of 23rd Century Vulcan Varath had been running at the same time, and had a history of being ran inside the Ensign’s quarters. An immediate inventory was requested of the available mobile emitter’s aboard ship, and it was determined that two were not checked in. One, being the damaged one in security’s possession, the other deemed missing.

At this time a check of ship’s sensor’s determined that one photonic life form was aboard ship, making it evident that the Varath program was still active. Varath was cornered at jefferies tubes on deck three, and subsequently surrendered to myself, CMDR Akaela, LCDR Flynn and LT Drush.

Questioning was done by myself and CAPT Vel in regards to the reason why a holoprogram would commit homicide and to determine if there was a deactivation or error within the holodeck/holoprogram’s security functions. Varath (holoprogram) stated that it had been subject to intensive and violating forms of questioning, and that continued alterations to its program had resulted in an error in programming and made it perform actions that it had done in the past, which was to kill. A sentience test was performed on the program, which it did not pass. Program was taken offline once all questioning done, and an analysis was run, to determine that various algorithms had been altered beyond Starfleet recommendations by ENS Lahan, which resulted in the complete break down of the program into its present state. Program deleted upon authorization of CAPT Vel to do so.

There are no “living” suspects in this case, no further investigation necessary. Case requested to be closed, cleared by extraordinary circumstances.

Case not referred to Starfleet JAG Service for further review.


RECOMMENDATIONEvaluate all holoprograms aboard ship to make sure no bleed over from this program has occurred. Return ENS Lahan’s personal effects to his family. Request complete review of the altered “Collection of Criminal Minds” program by engineering department for further program alterations and errors.
