AAR: To Fix a Ferengi

OUTCOME Responded to a distress call that was detected during routine patrol operations and cargo transfer operations. The distress call was found to be from a Ferengi shuttle, after a brief investigation, it was found that we had stumbled into an FCA audit, after finding that the Ferengi shuttle in distress had fled, we left the FCA to complete their audit.

NARRATIVE The events that led up to us encountering the FCA audit, started with the U.S.S. Defender waiting at a point in deep space for the U.S.S. Lernaean to arrive so we could commence a cargo transfer, once the Lernaean arrived the cargo transfer began until after a few minutes we recieved a distress call from a Ferengi shuttle, who’s pilot reported that he was forced to abandon his ship following a an unexpected malfunction, after a brief scan for a location, the Defender and Lernaean departed and soon arrived at the location of the distress call.

Both ships arrived at the same time as the U.S.S. Opportunity and U.S.S. Compassion, who had also picked up the distress call. Given the nature of the distress call, I requested that the Compassion lead the rescue efforts due to the nature of the ship itself and the way it was equipped. Meanwhile, other ships in the small group began scanning the shuttle itself and the surrounding area, whilst CDT Willow attempted to locate where the Ferengi’s main ship was located.

The Compassion beamed the Ferengi pilot off his shuttle and began a medical check-up, with it becoming quickly clear that the Ferengi pilot had no injuries and was more than able to return to his shuttle. The Ferengi pilot then asked us to retrieve an item from his ship, in between complaining about the way we had attempted to render aid. Once the Cadet had located the main ship of the Ferengi, I dispatched the Opportunity and Lernaean to investigate, whilst for the moment the Defender and Compassion remained with the shuttle, with Captain Saruno Oles, attempted to gain more information on why the Ferengi pilot had left his ship, what he was looking for, and if he had left any crew on this ship.

The Ferengi pilot provided information on what he was looking for as well as that he left no crew on his ship. Before being returned to his shuttle, he was then allowed to go, as at the time we had no reason to detain the Ferengi. Meanwhile, the Opportunity and Lernaean arrived at the main Ferengi ship and began their investigations.

After not detecting any life signs on the ship, and no clear reason for the ship to have been abandoned, the Lernaean then deployed security teams to search the ship, with the Oppertunity keeping a watch on the system, it wasn’t long before the Lernaean’s team found a FCA shuttle in the shuttlebay, and a FCA audit agent working away in the cargo bay.

After some questioning and searching, the teams also located the book the Ferengi known as Prall had requested, which was presented to the FCA agent to see if it could help explain what was going on. Whilst this was happening, the Compassion regrouped with the Opportunity and Lernaean, with the Defender following shortly after, deploying a probe to watch the system the Ferengi shuttle was located in.

After clearing up that it appears Prall had sent out a fake distress call in an attempt to get his personal effects back, whilst avoiding the FCA auditor, the Defender hailed Prall to attempt to get some answers. This led to me requesting that Prall join us at his ship; however, Prall declined, leading to the Compassion returning to the distress call location to find that Prall had fled. Shortly after this all Federation ships regrouped and security teams were recalled, before we departed.


RECOMMENDATION I recommend an alert be sent out, requesting all ships to report any sightings of the Ferengi shuttle that Prall was using, given our attempts to provide help, seemed to interfer with a FCA audit and lead to Prall fleeing, whilst I understand that the distress call could have easily been responded to by a none federation vessel and reach the same conculsion, it is still something I take responsibility for given I should have ordered a ship to remain behind with Prall and his shuttle to have prevent this issue from happening.

ADDENDUM This addendum is in relation to the U.S.S. Lernaean’s security team’s events aboard the “derelict” Ferengi vessel.

Due to there being no response from the Ferengi vessel, security team Baker led by Lieutenant Spires was beamed over to check the vessel for any incidents that may have led to its abandonment. Prior to this, it was determined that a warp/engine signature was leading to the ship’s hangar bay, so hostile boarding action was the primary initial concern.

Immediate searches of the bridge and main engineering revealed that there was no particular cause that would lead to the ship being abandoned, however no crew was located in either location.

Upon going to the main cargo bay, an agent with the FCA was located. Brief questioning of the agent led to the information that this ship was being audited by the FCA and that its pilot/owner was also under FCA audit. At this time it was apparent that responding Starfleet vessels had interfered in a legal FCA enforcement action with adverse consequences.

The book that the fleeing Ferengi (Prall) had been asking for was located in his quarters and turned over to the FCA auditor. However, it is very plausible that the search for this book was a diversion to allow for Prall to escape capture/auditing.

It is recommended that the majority of further action be turned over to the FCA, with any consequences of filing a false distress signal being handled by Starfleet.
