AAR: UFP - Confederation of Azed peace talks

NARRATIVE:
On stardate 94840.8 I attended the peace talks on federation station Deep Space 13 between the United Federation of Planets and Confederation of Azed (COA), a local power in Aldebaran Sector. Station itself was under tight security, partially due to civilian protests against the peace talks, as the local populace was expressing their disagreement due to antagonistic actions performed by the Azedi.

Before the peace talks started Rear Admiral Dmitri Konieczko explained to the gathered officers and diplomatic representatives the targets of the peace talks - to establish firm borders and non-aggression agreement with the COA, with possibility of scientific cooperation that would lead to COA releasing the medical information needed to heal the federation civilians that were harmed by previous actions made by COA. Some of the Starfleet officers were obviously unimpressed with the "submissive" approach to the talks, but they offered no further opposition. I can also note that the actual federation diplomat, Attache Lev bim Bozgid seemed unprepared for the task as he was not informed ahead of time of his duties - a serious error on FDC part but as it stands, it didn't affect the talks in the slightest.

Soon thereafter COA representatives wormholed themselves in (see more details in the attachment no. 2), 3 of them in total. Talks were led by the Arch Guide Aci, with Commandant Ma'lo Cofreun as a military rep and Sage Fern Tsholofelo as a scientist rep. COA reps were all guarded, especially the military rep, and despite Arch Guide leading the talks, Commandant Coefrun was the one who was calling the real shots. Sage Tsholofelo was wandering around the room, either to draw attention or/and instigate side dialogue.

Peace talks were proceeding well, COA reps agreed to the proposal of drawing the borders and ensuring each faction stays on their side. UFP agreed to dismantle their listening post inside the Azedi space, and Azedi demanded to oversee the process.

At this point, station CO left the room and Starfleet officers started to show signs of tension. I received the text message from IKS Daramar and reason was soon clear - 11 unknown vessels were heading on direct course to DS 13. They were ignoring the hails and had their shields up and weapons charged. At this point, Starfleet command made a critical mistake by going to yellow alert but not moving to intercept these unknown vessels.

COA reps soon caught on the tension, and they openly started voicing the idea of Federation trap. UFP reps tried to calm them down, but at one point, COA military rep obviously got informed by their own ship what was going on outside and immediately ordered the evacuation. Veiled threats were made by Azedi before they wormholed back to their vessels.

At this point unknown ships entered the close range of the DS13, and attacked the retreating Azedi ships, completely ignoring Starfleet forces. Majority of Starfleet ships COs were "trapped" on the base and for some reason they started arguing with Radm Konieczko over the course of action. While they did so, COA ships returned fire at their attackers. Their indiscriminate fire started to hit the station and other Starfleet ships, who were in total disarray. In the end, after station suffered even more damage, Radm Konieczko ordered Starfleet vessels to defend Azedi vessels from mysterious attackers, in futile attempt to salvage the diplomatic talks. IKS Daramar followed suit by my earlier orders to assist allied vessels as needed.

Despite this, Azedi vessels still fired indiscriminately, and after they were warned by the Starfleet, they actually turned hostile to their vessels and the station. At this point station was suffering heavy damage and evacuation was sounded. I and the rest of the diplomats were able to reach shuttlebay and leave the station in time - at that point I was picked up by IKS Daramar and resumed full command.

While the mysterious attackers' vessels were relatively easy to deal with, Azedi dreadnaughts proved to be a deadly foe, showing a great resilience to our conventional weaponry. However, DS 13 was able to completely disable those vessels with some kind of specialized tachyon beam projected by their deflectors (see attachment no.1 for more details). This and arrival of reinforcements made Azedi fall back. However, DS 13 was completely disabled and many allied ships suffered severe damage.

After picking up all the survivors, all allied vessels moved to K-7 to regroup and offload the civilians and the wounded.

RECOMMENDATION:
I have sent a convoy of support vessels to K-7 to assist with the relief efforts. IKS Daramar will stay to assist with further SAR and scouting operations. I advise that KDF assets closest to the Aldebaran sector increase their patrols as a precautionary measure.
While Azedi actions during the actual battle were far from honorable, Federation definitely dropped the ball by allowing the unknown attackers to approach the station and start the battle in the first place. UFP will most likely try to prevent escalation of this conflict, but we should be ready to act and end it ourselves before Azedi turn their attention to us - "Only fool fights in the burning house".
Radm Konieczko was willing to share the data on COA that the Starfleet has acquired so far - see attachment no. 2 - this should prove useful if we get involved in the conflict on the larger scale.
