Commander,
First off, allow me to congratulate you on your successful apprehension of the Bajoran Mr. Getri. That was a job well done.
Now that we have him in custody, however, our work has only begun. His hearing has been scheduled for one month from now, so we have until then to gather as much concrete evidence against him as we can. I don't believe I need to assess you of how disastrous an unsuccessful attempt to convict would be for the Bajoran people. I've read this man's file, and he needs to be kept out of the general populace. I would dare say that the stakes have only risen with regards to Mr. Getri. Unfortunately, while his connection with multiple major crimes is enough to hold him until his hearing, it is not enough to secure a conviction, and, to make matters worse, my office has just received communications from a professional advocate claiming her intention to represent Mr. Getri.
This woman, Imidea Zor, is known to me. I can attest that, whatever her personal shortcomings, she has a firm grasp of how to manipulate tribunals and juries both. She also has the clout to get access to our non-classified records, and I'm afraid the right to review our proceedings thus far with Mr. Getri. If there is a hole in our case, she will find it, which is a problem because our case so far is based on patterns of connection, not solid evidence. I know enough about the galaxy to be certain of Mr. Getri's guilt, but this Trill will be able to wield any shadow of doubt against our case and cause us severe problems.
Starfleet Security needs you to get out there and find some solid evidence against Mr. Getri, something Ms. Zor can't rip apart during the hearing. I'll give you whatever support I can from here, but we're all hoping that you, the Raven, and whatever contacts you have with local task forces will be able to find something really damning on this guy.
Oh, and I don't know if it will help, but the speed with which Ms. Zor showed up to pounce on Mr. Getri's case lets me know that he's been keeping her on retainer. I don't know if he's paying her or not, but she's definitely been preparing for this day since well before the arrest.

Ensign. Why am I talking to an ensign? Well, whatever.
My name is DOCTOR Higgs of the Daystrom Institute, but today I will be your singing telegram.
One of my "friends," who shall remain nameless has asked me to pass on some information. Since you're apparently in Starfleet Intelligence, I'll expect some from you--intelligence, that is, in case that passed you. No, I will not reveal who my friend is. When you hear the information he has for you, I expect you will be able to discern why he or she wishes to remain anonymous.
It has come to my friend's attention that you or someone on your station is looking for evidence against one Getri Esahr, a Bajoran. Well, my friend happens to have visited some of Mr. Getri's safe-houses on occasion, and has information on where they can be found. If you are prepared to follow these leads, I have been given the locations and will provide them to you. My friend assures me that there will be enough at either location to put your criminal mastermind away for a good, long time.
You must act on this information now, however. If you haven't been able to surmise, Mr. Getri has people--people like my friend, for example--and most of them aren't going to have a second thought about killing me once they discover this communication, so I'm not going to wait around being the only person who knows. Also, don't be surprised if Mr. Getri's people are already taking steps to clean these safe-houses up. Do I make myself clear?
Now, you want these locations or not? I have science to do and places to be.

Dr Higgs,
Yes we are very much interested in this information. Please forward them on to me immediately. We will take it from here. Tell your source that Starfleet appreciates his willingness to assist in this matter.

Outfit-1: Referring to themselves as "The Peldor Joi" are currently employed by a Ferengi consortium which is, in turn, employed by local authorities. Investigation into consortium revealed that their operation is legitimate.
PELDOR JOI
3 Bajoran frigates, Wraith class
1 Cardassian cruiser, Galor class
Approx. 900 operatives.
Known specialization in rapid strike operations
Should be considered exceptionally heavily-armed
The Peldor Joi was involved in countless acts against Cardassia up to and for a short period following the end of the occupation of Bajor. Intelligence indicates that a change of leadership resulted in a change of operational preference. Of late, all operations have been either strict piracy (43 engagements) or protection contracts (112 engagements). New MO favors leveraging leadership's contacts to anticipate threats, generate work, and improve success rate--believed, but unconfirmed, that Peldor Joi use knowledge of outfit-2's movements to secure current contract.
Outfit-2: Referring to themselves as "The Bajoran First Logistical Company," are currently believed to be engaged in piratical activity. Evidence found in suspicious elements of Peldor Joi's hiring plus other recent occurrences.
BAJORAN FIRST LOGISTICAL COMPANY
2 Bajoran frigates, Wraith class
1 Starfleet frigate, Miranda class
3 Orion corvettes, Yandoi clas
Approx. 1050 operatives
Known specialization in long-term operations
The Bajoran First Logistical Company has engaged in fewer known activities than the Peldor Joi, however, all intelligence found indicates extensive planning resulting in high-yield operations. BFLC activities all indicate singular focus on profitability. The location of the BFLC remains unknown. However, several recent raids match patterns from Federation/Cardassian "neutral zone" disruptions. Indication of BFLC area of activity appears clear.

Just the first glance at the different records reveals that the first Buckminster served and was scrapped before Esahr's time. That ship's record, when it is examined includes a few amusing anecdotes, but nothing that seems to have any relevance to the case.
Both the Buckminster A and the Buckminster B were/are (respectively) commanded by the same Captain Helmer. Additionally, Helmer's bridge crew has remained largely stable, with only one death and a few officers being promoted to their own commands. All of them appeared to be exemplary, though not outstanding, officers. As a ship, the Buckminster has been involved in no cases of suspected corruption or war crimes. The records of both ship show only a really pretty normal number of operational errors and that Captain Helmer is generous with planetary leave.
A few incidents stand out in the Buckminsters' records, and are gone into in more detail. These are incidents where the Buckminster was unable to complete its mission; examining these incidents, however, reveals no suspicious elements.
In the case in the record of the ship's involvement in the Siege of Ilqorr; sensor logs show that the ship's external sensors were disabled while the crew was already dealing with the failure of their internal radiation shielding. The repair of the sensors was thus delayed, and the pirates escaped during this delay. At no time during the incident did the Buckminster fire their weapons.
There is also nothing in the record to indicate that the Buckminster would have fired upon a civilian station. In fact, several officers serving aboard the Buckminster have received diplomatic commendations for resolving tense situations without resorting to violence.
This file, which appears to have been specifically compiled for Sedai's request. ((You people, giving us complicated requests and the :rolling: your eyes when it takes us 2 months to compile your data. Do you know how long our backlog is?))
Most of the records in this file date to the Cardassian occupation of Bajor. While there is not always actual video of the locations, the computer is able to mock-up something for everything using a combination of civil engineering records, starship sensor logs, and so forth. Unfortunately, none of the settlements match the memories that Katriel saw.
Later records do reveal a few locations that match the memories, but the circumstances of their destruction is different every time. While Katriel saw weapons fire--probably orbital--destroying settlements, the official records show the one was destroyed by detonation charges, another by rioting that got out of hand, etc...
