GNN: Trouble on Kacam

Kacam Denounces Starfleet Recovery of Alien Superstructure

Is the former Confederate world preparing to bite the hand that feeds it?

A colossal alien superstructure built largely of neutronium, dwarfing every known stockpile of the rare material in the quadrant, has appeared in the Yuhop system, and its discovery has sent shockwaves through the fragile status quo on Kacam. The Corporate Authority responded today with denunciations for all parties involved while its stock exchange fell into an uproar.

In an official statement of condemnation, Director Vetax of the Spaceflight Consortium warned Ralin that its actions jeopardize the peace between the two worlds and amount to “legitimate casus belli.” The statement also accused the Federation of “carelessly trampling on the economy of an ally” and demanded that Starfleet return the structure, known as Kali-Sagara, through the wormhole and destroy the Yuhop terminus “so that no one can ever again disturb this relic of a bygone age.”

The discovery puts the future value of Corporate Authority Tokens in serious doubt. Traders described panic on the exchange floor as foreign investors began liquidating their assets on Kacam in a flight toward more stable currencies.

More explosive is what GNN has learned from multiple confidential sources inside the Corporate Authority hierarchy, who leaked the information at considerable personal and professional risk. While rescue and recovery efforts for the U.S.S. Reyga castaways were underway, the Authority secretly authorized a military operation to capture or destroy Ralin’s dreadnought as it sat exposed in the Yuhop system. The strike force reportedly consisted of twelve cloaked warships produced during Kacam’s aggressive arms buildup in partnership with the Klingon Empire.

One source close to the operation told GNN that the plan was to observe the recovery from a distance, waiting for an opportunity to strike at Ralin’s vessel without antagonizing Starfleet directly. When Kali-Sagara emerged from the wormhole, mission commander Hylo called for a mission abort and withdrawal, defying a direct order from the Authority to destroy both neutronium vessels. A source within the Authority’s naval judiciary confirmed other anonymous reports that Hylo has since been stripped of rank. “He wasn’t willing to start a war in front of Starfleet,” said the judiciary source, who requested anonymity for fear of reprisal. The Authority has not acknowledged the operation and refused to comment on any rumored covert actions.

This narrowly-avoided crisis began with a joint Federation-Ralin expedition to explore an uncharted destination through the Yuhop wormhole. The U.S.S. Reyga ran into trouble in transit and turned back, leaving fourteen Starfleet personnel stranded in escape pods. They came to rest on a strange neutronium superstructure lodged within the wormhole itself, and in a dramatic conclusion, brought it back with them into the Yuhop system.

Tensions between Kacam and Ralin predate the discovery of Kali-Sagara. Once the industrial powerhouse of the Azedi Confederacy, which collapsed under extradimensional attack in 2421, Kacam is governed today by the Corporate Authority, a business consortium operating as a vertically integrated monopoly. Critics say it treats the planet like a factory, at great cost to the environment as well as worker health and safety.

For years, Kacam held the quadrant’s largest remaining neutronium supply, going so far as to base the value of Corporate Authority Tokens on a neutronium standard that anchors investor confidence to a precious resource the Authority largely controlled. That confidence was shaken last week when it came to light that Ralin had recovered and refurbished a derelict dreadnought, putting new neutronium mining within reach for the first time since the fall of the Confederacy. Despite the Authority’s public reassurances that they were in talks with Ralin to come to a “mutually beneficial and fiscally responsible” arrangement, internal memos leaked to GNN tell a different story. High-ranking executives within the corporate hierarchy considered the move by Ralin to be “reckless and escalatory”, deserving of a “swift and decisive” response. Prior to the aborted Yuhop operation, it was not clear what form that response would take.

After countless generations of overdevelopment and unchecked pollution, Kacam’s surface agriculture cannot feed its population. In the post-Confederacy era, it has been heavily dependent on trade with Ralin and the Federation–the very same ally nations it now confronts.

A spokesman for Ralin’s Principal Assembly confirmed reports that the world was recalling its diplomatic personnel and putting military forces on alert, calling Kacam’s behavior “deeply concerning”. Starfleet has not responded as of press time. Independent observers at the War College on New Romulus say the next move may determine whether the crisis is resolved diplomatically or becomes the first open conflict among the post-Confederacy worlds.

Unrest on Kacam Over Missing Food Stockpiles

Where did the Federation’s aid shipments actually go?

Update 102825.8: An earlier version of this article referred to the Kacam Workers’ Party incorrectly as the “Kacam Worker’s Party”. This copy error has been corrected.

Violent clashes between workers and security forces erupted across Kacam today after a riot in the Spaceport District stormed a grain warehouse, only to reveal that it was barely one-quarter stocked. As word of the shocking discovery spread via subspace radio, unrest exploded in population centers around the globe, leading the Corporate Authority to mobilize its Confederate Marines to restore order.

The riot began as one of many protests organized by the Anti-Terran League (ATL), a populist religious movement that rejects the Authority’s legitimacy, and the Kacam Workers’ Party (KWP), an alliance of trade unions seeking more influence over labor conditions and policies. While these two groups have often been at odds over the source of Kacam’s troubles since the fall of the Confederacy, they have become strange bedfellows in recent weeks as a series of revelations concerning corporate misconduct and poor judgment have unified them under a shared demand for accountability. Hundreds of thousands of demonstrators have swarmed distribution centers and warehouses to demand proof that the Authority truly has the means to feed Kacam’s population if, as many suspect, the planet is on the verge of war with its closest trading partners. Demands for an explanation as to why the warehouse was so empty have gone unanswered as the Authority conducts an internal audit. The Authority has also not said whether other food stores are secure.

General Kimar, commander of the Marines, issued a statement urging calm. “As a native son of Kacam, I am asking everyone to return to their homes so my troops can ensure the safe and timely distribution of vital resources to all,” he said. The Confederate Marines maintain an independent identity and hierarchy from the Corporate Authority, upholding the traditions of their branch of the Confederacy’s armed forces despite that union’s dissolution. While they have deferred to the Authority as the legitimate civilian government of Kacam and acted under its direction as a domestic peacekeeping force, they are viewed by the public as an honorable and trustworthy institution–a far cry from the Authority itself, and perhaps just what Kacam needs in the midst of this crisis.

The fears driving the protests have been building for several days. The discovery of the neutronium superstructure Kali-Sagara has sent Kacam’s markets into convulsions, with some analysts now predicting a crash. Many residents, expecting a wave of inflation and food scarcity if Kacam goes to war, have crowded into distribution centers to convert their Corporate Authority Tokens into shelf-stable food. Many of these centers have been overwhelmed by the demand, prompting anxious speculation about whether there is really enough food for everyone.

Kacam’s Corporate Authority and Federation Ambassador Neema Perim have tried to calm the situation, saying Kali-Sagara will soon be returned to its creators through the Yuhop wormhole and that no one intends to monetize it. But the steady stream of leaks coming from the Authority’s hierarchy has continued to undercut the public show of confidence. More military plans for attacks on Ralin, the Federation, or both have been published by other outlets, making the Authority look both dishonest and incompetent. One recent report revealed that the Authority had known for at least a year about Ralin’s dreadnought and its pursuit of new neutronium mining, yet withheld the information from both the public and its shareholders as part of a deliberate cover-up.

The mystery surrounding the missing grain lands harder because the Authority has long encouraged residents to trust in its distribution network and refuse to deal with black marketeers, a pernicious problem on Kacam for decades. It’s widely understood that Kacam cannot feed itself with the food it grows locally, most of which comes from experimental vertical agriculture installations built in partnership with the Federation. Since stable trade with Ralin and the Federation was established, the Authority has made it policy to build a strategic reserve of grain and other durable foods to withstand interruptions, even though this policy drew criticism from the KWP and others for deprioritizing the care of its poorest and most vulnerable citizens. Many on Kacam now wonder what became of these stockpiles.

Etaka, a spokeswoman for the KWP, has denounced violence by all parties but urged workers to continue to demonstrate and demand answers from their employers, even in defiance of curfew orders. “They have lost the trust of the people and must earn it back with transparency,” she declared. A representative of the ATL, Juhun, added, “Dependence on Terran charity has made us vulnerable at the moment when we most need our strength. The Corporate Authority must declare its independence from foreign hegemony and stop treating Kacam’s own people as the biggest threat to its survival, or that will become a self-fulfilling prophecy.”

The Corporate Authority’s board of directors continues to refuse all requests for interviews. A spokesperson assured GNN that the Authority would steer Kacam through these troubled waters just as it did after the fall of the Confederacy, but did not provide a specific plan to do so. Whether the Authority’s decision to deploy of the Marines can restore order, and how the Authority will address its inventory discrepancies, may determine how much worse this crisis can get.
